1 SETTING UP THE TOUCHSCREEN Source: Voting Equipment Instructions provided in The Guide and attached to the Inspector: Opening Job Card 1 /* NHR: Hopefully any changes made here will show up in both of the above documents. */ ROV Response: If changes are needed. Placement of Touch Screen Voting Machine In addition to picking a location in the polling place that is within reach of an electrical outlet, it is important to also consider assuring that the placement provides: Room to accommodate a wheelchair, Quiet enough to hear the audio ballot, Good lighting for those who need to see the screen, Freedom from bright light glaring on the screen, including sunlight shining through a window, Free from eavesdropping over the voter's shoulders, through a window, or off reflective surfaces such as mirrors and even off window glass. ROV Response: During training, poll workers are given a general polling place diagram to set up accessible voting equipment. Additionally, the back of the touch screen machine should always be visible to the pollworkers, to allow them to watch out for attempts to tamper with the back of the machine. ROV Response: We will provide poll workers with an updated general polling place layout. 2 Person Rule! /* NHR: Shouldn't the above two person rule line go after the following access requirement statement? Shouldn't the Two Person Rule have something that clarifies that it applies to the next task or number of steps? */+ ROV Response: The 2 Person Rule is a header on the page for this section. California Elections Code Section requires that California voting system standards and elections comply with the provisions of the federal Help America Vote Act that require voting systems be accessible for individuals with disabilities. California Secretary of State Guidelines require two Poll Workers perform the following procedures: Set up the Touchscreen using these instructions: 1. NEW PROCEDURE /* NHR: Why does it need to say "New Procedure? Is that really necessary? */
2 ROV Response: It is an internal policy to call out New Procedures in all documents for the poll workers recognize new procedures. Locate BOTH copies of Certificate of Performance for Touchscreen labeled FOR ANTI STATIC BAG and POST OUTSIDE inside Roster Index Binder. /* NHR: There should be a better, less techy, name for the antistatic bag. How many antistatic bags are there? Elsewhere one of the documents refers to the pink antistatic bag. Are there bags with different colors? Typical pollworkers don't have the technical experience to identify antistatic bags. If they can recognize the bag because of a big "Antistatic" label, why not use a more descriptive label that is less techy and scary? */ ROV Response: Terms are needed to assist poll workers with correlating and identifying supplies and processes. Making a change would cause confusion. 2. Confirm that the Touchscreen is assigned to your Precinct by verifying the Precinct Number located on the side of the Touchscreen. /* NHR: On which side, and where on that side? */ If Precinct Number does not belong to your assigned Precinct, do not set up the Touchscreen. Call the Registrar of Voters as soon as possible. 3. Visually confirm black plastic strap and Pull Tite Security Seal on Touchscreen have no signs of tampering. 4. Cut black plastic strap and discard it. Tape the removed WHITE Pull Tite Security Seal to the reverse side of the Seal Verification Form. ROV (Change Made) /* NHR: Trim what part and why? */ ROV Response: Modified by removing reference to the word trim. 5. /* NHR: With one poll worker in front of the unit and another behind, lift it up, turn it over, and */ Place Touchscreen on the floor with the yellow socket side facing upward. Turn the four cover clasps to a 45 degree angle to open leg storage cover. 6. Remove cover and /* NHR: extract the */ main leg assembly and extensions. 7. Replace storage cover and secure latches to original position. 8. Expand main leg assembly and insert the connector pin into the hole. 9. Insert yellow tipped ends into the yellow sockets and black tipped ends into the black sockets.

Insert leg extensions into main leg assembly by pressing silver /* NHR: replace "retention pins" with "locking buttons" or "locking pins" */ and turning the leg until the /* NHR Replace "pins" with "buttons" */ snap into place. 11. Two Poll Workers, one in front, one at the rear, using the Touchscreen body, not the Touchscreen legs, roll the Touchscreen onto its side. 12. Reposition your hands on Touchscreen body, not the legs. Lift Touchscreen to an upright position. Power cables in rear should be facing the wall. /* NHR: The backs of the machines are not supposed to be against a wall, as they are supposed to be situated so pollworkers can see the back, to make sure that nobody is tampering with the back of the machine. */ ROV Response: Modification will be made with reference to the general polling place diagram. 13. Standing in front of Touchscreen, unfasten two latches on the right side of Touchscreen case and remove cover. 14. Do not lift the AC POWER CORD STORAGE flap inside cover. Remove power cord by slipping it out of the flap. 15. Locate the power receptacle at rear of Touchscreen. Plug un pronged end into the AC IN power receptacle. Plug pronged end into a power strip. 16. Verify Touchscreen s Green AC power light AC ON next to power cord receptacle is illuminated Note: the CHARGING light might also be illuminated. /* Where and what color is the charging light? */ 17. Stand in front of Touchscreen. Place both hands on the side of LCD screen, raising it gently towards you. /* NHR: Better to say "display", instead of "LCD", and say "tilting" instead of "raising". */ Move black LCD positioning bar behind screen to the center groove. Keep privacy panels closed. /* NHR: Replace "LCD positioning bar" with "display support bar". */ ROV Response: This terminology is consistent with the vendor s guidelines. Making a change would cause confusion. 18. Verify serial number on RED Pull Tite Security Seal rear /* NHR: at the rear (and more helpful location description if possible) */ of Touchscreen matches the Seal Verification Form. If it matches, two Poll Workers sign Seal Verification Form. ROV Response: Modification will be made to incorporate the recommendation. DO NOT /* NHR: break or */ REMOVE THE RED PULL TITE SECURITY SEAL. /* NHR: Can this check of the red seal be done earlier, or is it not showing before this point? */ Security Seal must be verified and Seal Verification Form signed three additional times on Election Day by two Poll Workers.

V VPAT PRINTER: ATTACHING TO TOUCHSCREEN STEP 21 /* NHR Step 20 */ ROV Response: Numbering was initially provided for Task Force assistance only. Modification will be made to incorporate the numbering. V VPAT = Voter Verified Paper Audit Trail DO NOT CUT BLUE PULL TITE SECURITY SEAL ON THE V VPAT PRINTER AND NEVER OPEN V VPAT PRINTER! The printer is mounted on the left side of the Touchscreen as you face the Touchscreen. It is used to produce a paper record known as the Voter Verified Paper Audit Trail. Voters do not receive a printout of this paper record, but they can see their choices before casting their Ballot. /* NHR: Unless they are voting an audio ballot, in which case the ballot is printed and quickly moved away, so it can not be verified. */ 19. Remove V VPAT Printer from its canvas case, store case in a safe location case was removed earlier from the Small Scanner Bin. /* NHR: It might be best to instruct pollworkers to store the case back in the small scanner bin, so they will be able to easily remember where and find it at the close of polls. */ ROV Response: New Procedure The case will go under the Official Table. 20. Visually confirm Blue Pull Tite Security Seal located on side /* NHRR: Which side, the left? */ of V VPAT Printer is intact. NEVER REMOVE THE BLUE PULL TITE SECURITY SEAL. ROV Response: There are images of the blue Pull Tite Security Seal on the instructions for setting up the touchscreen. 21. With paper facing forward, Blue Pull Tite Security Seal on the left and printer cord /* NHR: Which, power or data cord? */ to the right, slide printer into bracket sleeve starting at the top and moving the printer down gently, but firmly into place.
5 22. Run the power cable and printer cable under the black /* NHR: Replace "LCD positioning bar" with "display support bar" */ and connect them to their corresponding color coded ports. Without tightening the screws, secure each cable firmly. 23. Open privacy panels on LCD screen. 24. Locate Tampering Warning document on the right privacy panel on the Touchscreen. /* and do what with or about it? */ ROV Response: Modification will be made to be more direct. Remove black privacy curtain from left privacy panel. Attach privacy curtain to outside of left privacy panel and to the outside of V VPAT Printer using the four Velcro tabs two on panel, two on printer, creating a tented area. 25. Visually confirm Green AC ON power light is still illuminated at rear of Touchscreen. 26. Raise switch cover marked POWER ON OFF and turn switch to ON. NOTE: It takes approximately 30 seconds for Touchscreen to boot up. V VPAT Printer power is on if Green light on /* NHR: front */ face of V VPAT Printer is illuminated. Common Error message: PAPER LOW Check cables and or remove V VPAT Printer and reattach. 27. Visually confirm White Pull Tite Security Seal on switch cover marked POLLS OPEN CLOSED has no signs of tampering. If tampering is found, call Precinct Coordinator ASAP. If Seal is intact, remove White Pull Tite Security Seal and tape it to the reverse side of the Seal Verification Form. /* NHR: No trimming needed? */ 28. Raise switch cover marked POLLS OPEN CLOSED and turn switch to OPEN. (DO NOT wait until 7:00 a.m. NEVER turn back switch to CLOSED mode before 8:00 p.m. /* NHR: in the evening. (Because many pollworkers are fuzzy about AM and PM. */! If there s a problem, call the Registrar of Voters. 29. Go to front of LCD /* NHR: Replace "LCD" with "display". */ screen, confirm screen is lit. ROV Response: This terminology is consistent with the vendor s guidelines. Making a change would cause confusion. NOTE: If screen is dark, check all power connections: Touchscreen rear, power strip, and wall outlet.
6 30. The Official Zero Proof Report will display on the screen. To begin printing, touch Print Report on the screen. 31. After printing begins, confirm all contests have zeros. You may need to press the Next button to see additional pages. 32. Press Done on LCD screen when printing is complete. 33. A message stating, To Begin Voting, Insert Voter Card Into Slot Below., will appear. /* NHR: Unless machine is configured for manual activation without cards. */ Verify that no Yellow bar appears at the bottom of the LCD screen. If a Yellow bar appears, the Touchscreen is running on battery power. Touchscreen can only run for 1½ hours on battery power. Recheck all power connections. Yellow bar means Touchscreen is running on battery. 34. Verify Public Counter, located at bottom left hand corner of LCD screen, reads zero. If Public Counter does not read zero, contact your Precinct Coordinator ASAP! DO NOT USE THE TOUCHSCREEN IF PUBLIC COUNTER IS NOT ZERO /* NHR: at this time! */ 35. Take note of Total Number on Protective Counter, which will vary. /* NHR: and may not be zero. */ /* NHR: Should describe where to find the Protective Counter. */ ROV Response: An image is provided on the instructions of the location of the Protective Counter and during the hands on portion of training. Protective Counter Number will vary. Touchscreen may be used regardless of Protective Counter Number. 36. NEW PROCEDURE Record Public Counter Number should be zero and Protective Counter Number will vary on BOTH copies of Certificate of Performance for Touchscreen. 37. Secure /* NHR: the */ POLLS OPEN CLOSED switch cover with a new White Pull Tite Security Seal, located in Opening Polls Supply Bag. NEVER remove White Pull Tite Security Seal before 8:00 p.m., /* NHR: in the evening! */! END OF DOCUMENT
