1 MAP, DATA & GIS LIBRARY Georeferencing Scanned FIP Maps ArcMap Georeferencing a Scanned Map Image (FIP maps) These instructions offer an exercise in georeferencing historical scanned map images. Georeferencing is the process by which spatial coordinates are assigned to otherwise static images based on common features found on the image and on the reference data. Download the sample data and unzip before starting. Section 1 Setting up ArcMap 1. Run ArcMap. 2. At the Quick Start dialogue window click Browse for more. 3. Navigate to the unzipped data folder and open Georeferencing_FIPs.mxd 4. Included with the map document are roads, property parcel boundaries and a georeferenced index of the Welland Fire Insurance Plans In this tutorial, we will be georeferencing Welland FIP Map 5 represented by a blue patch near the centre of the map. Zoom to this area for a closer look. HINT: select the Zoom In tool and drag a box around the centre of the map. You may want to turn off the roads and parcel layers to see the index more easily. 6. Turn the roads layer back on before continuing. 7. To display the Georeferencing toolbar, click the Customize menu, and select Toolbars > Georeferencing. 8. Click Add Data, select Map_05.tif and click Add. 9. If prompted to Create Pyramids for. Click Yes. 10. Click OK to the message about Unknown Spatial Reference. 11. From the Georeferencing toolbar, click the Layer drop-down and select Map_05.tif.
2 P a g e From the Georeferencing dropdown menu, select Fit to Display. Map 5 is drawn over the index map. Because Map 5 is drawn with North to the right we will use the rotate tool to re-orient the map with north up. 13. From the Georeferencing toolbar, select the Rotate/Shift/Scale dropdown and click the rotate tool to activate it. The mouse pointer changes to reflect the tool. 14. Click on the map near the north arrow at the top right and drag down until the map is oriented with the North arrow pointing up. North arrow pointing up 15. Click the Viewer button on the Georeferencing toolbar. This will open the Image Viewer window. If it appears blank, click the Full Extent button. 16. In the Image Viewer window, click the Reposition button to view both the map and image viewer windows simultaneously. 17. In the Table of Contents, turn off the map image to be georeferenced. 18. From the Georeferencing dropdown, uncheck Auto Adjust. 19. Use the zoom and pan tools to set the view of the map window so that most of the geographic coverage of the scanned map is displayed. HINT: Use the FIP index layer to find the coverage of Map Select Bookmarks > Create Bookmark and assign a name related to the current map (i.e. Zoom Map 5 ). Click OK. The map is now set up to start adding control points. FIP index map overlaid with roads
3 P a g e 3 Section 2 Georeferencing by street intersection FIP maps define property boundaries, as do the Welland Parcel Fabric data source. Road intersections are sometimes identified by crosshairs on FIPs. We will use corners from the Parcel layer and road intersections to match with FIP features. 1. In the Image Viewer Window on the right, zoom to the intersection of Division and Burgar (top right Map 5). Notice the crosshairs. 2. In the map window, zoom to the corresponding intersection. HINT: turn off FIP Index and turn on Welland Parcel Fabric. 3. On the Georeferencing toolbar, click Add Control Points. 4. Click on the scanned map image on the right first (centre of the intersection crosshairs), then click the matching point on the reference data (roads intersection) on the left. Click 2nd Click 1st 5. Click Bookmarks > Zoom Map From the Image Viewer window click the Zoom to full extent button. Add the next control point at the intersection of Grove and Hellems (centre left of Map 5). Refer to step 4 above.
4 P a g e 4 7. Use Bookmarks to zoom out on the map window and Zoom to full extent in the Image Viewer. 8. Add the third control point at the intersection of Burgar and Welland (bottom right of Map 5). Notice the name difference from Welland on the FIP to Young Street on the roads layer (This road is called Young further west on the FIP index). Careful study of the two maps confirms these are the same street. 9. Add control points for the following intersections: Division / Hellems Randolph / Hellems Welland (Young) / Hellems Welland (Young) / Garner Burgar / Randolph Burgar / Grove 10. To see the results so far, turn on Map 5 from the Table of Contents and check Auto Adjust from the Georeferencing dropdown. 11. Zoom and pan to explore how well the FIP lines up with the roads and parcel data.
5 P a g e 5 Section 3 Georeferencing by parcel boundaries Sometimes there may not be enough road intersections on an FIP to use for control points. We will add a point using a corner of the parcel fabric. 1. Turn off Map 5 and turn off Auto Adjust. 2. Zoom to the extent of Map 5 (using bookmark) and zoom to the full extent in the image viewer. 3. Zoom into the intersection of Burgar and Randolph Street in both windows. 4. Click the Add Control Points tool then click on the corner of the parcel to the southwest of the intersection. 5. In the Map Window on the left, click the corresponding parcel corner (red lines). 6. Repeat the above steps (if necessary) until at least 10 points have been established. Make sure the control points are widely distributed across the map. 7. In the map view, turn the FIP back on and observe how well the image lines up with the roads and parcel data.
6 P a g e 6 8. To see a table of the control point links click the View Link Table button. This table shows all established links created in the georeferencing process. Links showing a very high residual error may be warping the image. Uncheck a link to see how the georeferencing changes on the map. 9. If the georeferencing is better without the point, select it and click delete link button. Be sure to maintain the minimum number of control points (in this case, 10). 10. In the link table, in the bottom right corner, change the transformation to Spline. This is the recommended transformation for scanned maps, but can only be applied with 10 or more control points. NOTE: Spline transforms the source control points exactly to the target control points, ensuring local accuracy essentially pinning the map to its reference links. 11. To save the results of your georeferenced image, click Georeferencing > Rectify. This method saves the image with the map coordinates to a new dataset, or file, without altering the original scanned image. 12. In the Save As window a. Accept the default for Cell Size and NoData. b. From the Resample Type dropdown, select Bilinear Interpolation (for scanned maps). c. Click the Browse button and identify only the folder where the image will be saved. d. Provide a Name including the.tif extension. For FIPs, use this naming convention: Welland-FIP-05-geo.tif e. From the Compression Type dropdown, select JPEG. f. Click Save. This step may take a few minutes. Wait patiently. 13. Turn off Map_05 then click Add Data to add the newly georeferenced map image. 14. If you are satisfied with the result, close ArcMap but don t save the map document. July 2015
