Speed Limit and Safety Nexus Studies for Automated Enforcement Locations in the District of Columbia 19 Block Foxhall Road NW S/B Study Area and Location District PSA Ward ANC Phase Description D Proposed 19 Block Foxhall Road Northwest Southbound Site 178 KEY: Existing Camera Proposed Camera Bus Stop Metro Station Hiker/Biker Trail School Other Pedestrian Generator George Washington University: Mt. Vernon Campus This proposed speed camera will be located in Ward 3 at the 19 block of Foxhall Road Northwest in the southbound direction. Foxhall Road runs from Nebraska Avenue Northwest in the north to Canal Street Northwest in the south. The posted speed limit is 25 MPH. W3-454 District Department of Transportation 55 M Street SE, Suite 4 Washington, DC 23
19 Block Foxhall Road NW S/B Field Assessment Summary Foxhall Road is assumed to run in a North-South direction, and is classified as a minor arterial. Foxhall Road has one travel lane in each direction. This site has the following characteristics: This site is located in a residential area with houses and driveways on the eastern side of the road and in the surrounding area. There is a median grass island and sidewalks on both sides with curb, gutter, and drainage inlets. The existing pavement is in good condition. Two schools are in the area: The George Washington University Mt. Vernon Campus and The Field School. Recreational facilities for the University are also in the area. Facing Southbound Direction W3-455 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23
19 Block Foxhall Road NW S/B Facing North Speed Data Analysis Northbound Southbound Posted Speed Limit (MPH) Mean Speed (MPH) th Percentile Speed (MPH) MPH Pace Speed Sample Size 6,532 6,39 ADT 12,841 The mean speed is 2 MPH higher than the posted speed limit in both directions and the 85 th percentile speed is 1 MPH higher than the posted speed limit in the northbound direction and 12 MPH higher in the southbound direction. Due to the residential nature, this location may benefit from additional speed enforcement. Crash Data Analysis Between January 1, 21 and December 31, 212, there were a total of 1 crashes at this location. A breakdown of number of crashes by collision type can be found in the chart below. The most common types of crash were Rear End (3 crashes). There were two crashes each of types Left Turn, Head On, and Unspecified. W3-456 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23
19 Block Foxhall Road NW S/B Severity Weather Surface condition Light Condition Total 1 Fatal Clear 8 8 Dry 8 8 Day 5 5 Injury 2 2 Rain Wet Night 3 3 Taxi 1 1 Snow Snow/Ice Bus 3.5 Number of Crashes by Collision Type Rear End Number of Crashes Left Turn Head On Unspecified 1.5 Side Swipe Collision Type Safety Nexus This site presents the following safety considerations which may establish a nexus between the speed camera and traffic safety: 1. Speed Data The 85th percentile speed is much higher than the posted speed limit at this location. 2. Crash Data The crash data analysis shows a low number of crashes at this location. 3. Field Assessment The following site characteristics suggest a need for a safer travel environment: a. This site is located in a residential area with houses and driveways on the eastern side of the road and in the surrounding area. b. This site is located adjacent to a college campus, George Washington University Mt. Vernon campus, and is in the area of one other school, The Field School. W3-457 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23
19 Block Foxhall Road NW S/B Although the crash data analysis showed a low number of crashes at this location, due to the speed data analysis, the specific site characteristics, the proximity of schools to the site, and other pedestrian generators, there is a nexus between traffic safety and the speed camera at this location. W3-458 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23
