1 Qualcomm response to the public consultation document on Telecommunications Radio Frequency Spectrum in the Kingdom of Bahrain Management Current and Future Requirements Release Plan Introduction Mobile Broadband Market, HSPA+/LTE and frequency bands Mobile broadband market Mobile Broadband has been recognized as a key factor to an economic competitiveness and hence is crucial for a sustainable economic growth. Most importantly, mobile broadband can significantly increase the availability of quality broadband connection, to enable an array of services ranging from e-health, e-inclusion, e-education to e-government. As such, mobile broadband is a key component to reduce the so-called digital divide between population with access to broadband and the rest of the population. The 3G is now the reference technology for the mobile broadband market. The 3G market continues to grow very fast in the world. 945 million customers (Dec. 09: +32% YoY) have adopted the technology, with 485 million WCDMA/UMTS subscribers (Dec. 09: +45% YoY). On average, around 23 million 3G subscribers were added every month in Q These numbers highlight the adoption of 3G mobile broadband as a mass market and reference technology for mobile broadband. 3G will be the key enabling technology for the development of the mobile broadband for the next 10 years. Analysts predict that 3G will represent 80% of the mobile broadband subscriptions by 2013: 1 Source: WI, Q4 2009

2 Mobile broadband technologies: HSPA+ and LTE With regards to technology, mobile broadband is expected to be supported by two key enabling technologies: HSPA+ and LTE. The HSPA+, an evolution of UMTS, has been commercialized in 2009 and offers significantly improved data rates and features together with a significant breakthrough from the 2G background. LTE is an optimized OFDMA solution, on the roadmap of 3G evolutions, improving both the spectrum efficiency and mobility of 3G technology. HSPA + and LTE offer parallel evolution paths. While HSPA+ allows optimal usage of 5 MHz and 10 MHz FDD frequency channels, LTE would be optimum for the new FDD frequencies with channels bandwidths superior or equal to 10 MHz, as well as TDD spectrum bands. 2

3 HSPA+ Rel-7 solutions are already commercially available for data terminals, with handsets solutions available beginning of HSPA+ Rel-8 data terminals solutions will be sampling mid-2009, targeting commercial availability mid HSPA+ Rel-8/LTE multimode solution will follow a similar roadmap (mid-2010 commercial availability). HSPA+ Rel-8/LTE solutions for handsets should be commercially available in Mobile broadband frequency bands HSPA+ can be deployed today in the 2.1GHz frequency band. However, in order to deploy mobile broadband services over scarcily populated areas, operators need to use more cost effective coverage solution, i.e. HSPA+ in the 900MHz band. The so-called GSM Directive was amended by the EC Decision 2009/766/EC and the Directive 2009/114/EC and allows, under certain conditions, the introduction of other terrestrial systems capable of providing electronic communication services compliant with UMTS standards EN The deployement of UMTS900 (i.e. HSPA+ in the 900MHz band) is an effective way to provide mobile broadband to the vast majority of citizen in a cost effective manner. For example, operators in France are aggressively rolling out UMTS900 networks in order to achieve a 99,3% coverage of the population with 3G services by end This roll-out is performed while maintaining the same quality for the GSM service, as rural areas are also areas where the demand is less, while UMTS services in dense areas can be provided through the 2.1GHz band. LTE requires a sub-1ghz band with at least a 10MHz channel bandwidth to provide coverage, as well as one above-1ghz band with 20MHz channel bandwidth to provide capacity. It is expected that operator will target the combination of the 800MHz band and the 2.6GHz bands to respond to these requirements. The band MHz had been co-allocated to mobile services in ITU Region1 during the World Radio Conference (WRC) Following detailed technical studies (CEPT Reports and 31), the CEPT has adopted a harmonized 2x30MHz FDD band plan for the band. Several key European countries (including Germany and UK) have already adopted the band plan and will auction the corresponding spectrum in the upcoming months. The 800MHz harmonized band plan offers 2x30MHz between 791 and 862MHz. Taking into account the handset design challenges linked to the band plan, Qualcomm recommends the award of licenses based on 2x10MHz frequency blocks, as represented in the Figure below. 3

This 2x20 MHz channelization will enable to achieve the promises of the LTE technologies, i.e. support for a large number of simultaneous users and reduced price of the Mbit/s. Therefore, Qualcomm supports to structure the award in order to enable the emergence of licenses based on three 2x20 MHz blocks and one 2x10 MHz block, as represented in the Figure below. Qualcomm also recommends turning the MHz and MHz frequency blocks into guard bands, as well as any 5 MHz frequency block between two unsynchronized TDD networks. Question 1 TRA is of the view that the current framework for spectrum management will be found inadequate with respect to proactively identifying the future demand for radio frequency spectrum. In defining a new framework and spectrum release plan TRA intends to take into account: the future shape of radiocommunications; international developments; the encouragement of investment; strategic considerations; fair compensation for the community; and the avoidance of hoarding spectrum.tra invites comment with respect to the factors to be considered in designing a Spectrum Release Plan for the Kingdom of Bahrain. Though Qualcomm acknowledges some of the shortcomings of the traditional command and control aspect to spectrum management, Qualcomm also warns against a complete release of control by the regulator. Some technologies claiming to bring a complete modification of spectrum management issues have yet to be implemented and demonstrated. Qualcomm believes that spectrum management should be forward looking but that the main goals should remain the achieved spectrum efficiency, standards competition and innovation, economies of 4

5 scale and the potential for delivery of value added services through spectrum and band plan harmonization. Qualcomm agrees with the criteria proposed by TRA for its future spectrum strategy assessment. Qualcomm underlines that international spectrum harmonization, which is arguably the main aspect of international development, should be high on the list for mass market services, as economies of scale are of primary importance. Question 7 TRA invites comment on the potential licensing and use of the bands MHz and MHz for public (commercial) mobile services in the bands MHz or MHz? Qualcomm notes that the 450 MHz band is attracting interest worldwide, including recently in Brazil. As the World Radiocommunication Conference identified in 2007 the 450 MHz for IMT systems on a global basis, Qualcomm supports the allocation of the full MHz band to commercial services. Specifically, Qualcomm supports the availability of the band MHz paired with MHz. Question 8 TRA invites comments on the potential designation of all or parts of the band MHz for ITU designated IMT services? Taking into account the worldwide interest in this band for IMT services, Qualcomm recommends to designate the whole MHz for ITU designated IMT services. Question 9 TRA is of the opinion that proposals for a licence in the bands MHz and MHz should be abandoned in view of digital dividend studies, SRD developments and a possible GSM-R requirement. TRA invites comments on the future uses of these bands Qualcomm would like to highlight that the band MHz has been identified during the WRC07 as a new band for mobile broadband services in ITU Region 1. Several key European countries plan to award the 800MHz band in the upcoming months. 5

6 Any decision on the MHz and MHz in Bahrain would need to take into account with the utmost priority the necessity to identify and award the 800MHz for mobile broadband in order to enable cost effective LTE network roll-out. Question 11 TRA invites comments relating to any other of the data provided in Table 1 and Table 2? Qualcomm strongly suggests that the 900MHz and 1800MHz spectrum band should be liberalized to allow the provision of HSPA+ services, as early as possible. Question 13 TRA invites comments on its proposal, subject to SSCC approval, to: Offer amateur licensees in the Kingdom additional spectrum at 500 khz, 5.3 MHz and 70 MHz in order to participate in propagation experiments. Introduce a band at MHz paired with MHz for private maritime applications. Seek to introduce a lightly licensed short range communications system based on internationally available hand-held equipment, ideally at 446 MHz. Reserve the GSM-R frequency bands at 900 MHz for possible use in relation to the GCC railway project and review the situation in

7 Determine whether spectrum gained as a result of the transition from analogue to digital terrestrial television should be used for broadcasting, fixed, mobile (IMT), converged services or other applications. Qualcomm concurs that, following the World Radio Conference (WRC) 2007, the band MHz had been co-allocated to mobile services in ITU Region1. Following detailed technical studies (CEPT Reports and 31), the CEPT has adopted a harmonized 2x30MHz FDD band plan for the band. Several key European countries (including Germany and France) have already adopted the band plan and will auction the corresponding spectrum in the upcoming months. This so-called 800MHz band will play a critical role in the future as it will support the deployment of LTE networks, together with the 2.6GHz band. The combination of the 800MHz and the 2.6GHz band will allow operator to respond to their requirement in terms of both coverage and capacity. Qualcomm strongly supports the identification by TRA of the 800MHz band for future mobile broadband services. Question 15 TRA invites comments on the consideration that services currently operating at 2.3 GHz and 2.6 GHz might be refarmed to provide additional spectrum for IMT systems. Qualcomm strongly supports the refarming of both the 2.6GHz and the 2.3GHz bands to provide additional spectrum for IMT services. Qualcomm underlines that harmonized band plans have been adopted widely for these bands. Qualcomm underlines the importance of the 2.6GHz band for the next generation mobile network. LTE networks require 20MHz channel bandwidth in order to offer true benefits over the current HSPA+ networks. As such, the 2.6GHz band is critical in order for LTE to fulfill its promises. Qualcomm argues that the 800MHz and the 2.6GHz band should be considered together, in order LTE networks to truly deliver in terms of coverage and capacity. Qualcomm supports the refarming of the 2.6GHz, the identification of the 800MHz and simultaneous awards of both bands in order to maximise the potential related benefits. The 2.3GHz band figures to be in the medium term a very important band, as the core band for the roll-out of TD-LTE networks. Qualcomm projects the TD-LTE network to grow exponentially in the upcoming years and to offer very significant economies of scale in the medium term. 7

8 Question 18 Do you have any proposals for additional frequency bands or telecommunications applications? Please note. All proposals should include the following information: The proposed frequency band(s); The bandwidth required; Details of the service(s) which could be provided in the proposed frequency bands; The proposed number of licences; The proposed licensing mechanism; and Any other comments or suggestions. As stated before, Qualcomm supports the identification of the 800MHz, the 2.3GHz and the 2.6GHz for mobile communication services. Qualcomm recommends TRA to: adopt the harmonised band plans for all three frequency bands, award the 800MHz and 2.6GHz simultaneously, on a technology neutral basis, in order to allow operators to satisfy both their coverage and capacity needs, award the 2.3GHz band on a technology neutral basis. Data traffic is growing exponentially on mobile networks. Mobile traffic will double every year through 2013, increasing 66 times between 2008 and Qualcomm expects that, despite the identification of the 800MHz, 2.3GHz and 2.6GHz bands, networks are likely to be congested and additional spectrum will be required. Qualcomm expects the GHz band to be harmonized on an international basis and to become a prime band for the provision of very high capacity next generation networks. The 3GPP has already indicated an interest for the band and has requested guidance to the CEPT with regards to potential band plans for harmonization.
