The Board is looking for experienced service providers in the following fields for use at its Examination Centers in identified cities across the country: Mobile/ Cell phone Jammers Capturing of Finger Prints/ Examinees Photo during examination The Scope and volume of work, period during which work is to be carried out, terms & conditions are indicated in the enclosed Tender Form. Interested parties, who are in a position to undertake and execute this work, may please send quotations in sealed cover super scribing Limited Tender for Mobile/Cell Phone Jammers and/or capturing of Finger Prints/ Photo for 2012 so as to reach the Secretary, CBSE, Preet Vihar, Delhi latest by 02 nd May 2012 upto 2.00 p.m. alongwith Cost of Form (non-refundable) of Rs.500/- (Rupees Five Hundred only) and following Earnest Money Deposit (refundable without interest) in the form of Demand Draft drawn in favour of the Secretary, Central Board of Secondary Education payable at Delhi. For Mobile/ Cell phone Jammers only Rs.15,000/- For Capturing of Finger Prints/ Examinees Photo only Rs.35,000/- For Mobile/ Cell phone Jammers and Capturing of Finger Prints/ Examinees Rs.50,000/- Photo The quotation should be complete in all respect and it should be clearly mentioned that all the terms and conditions as per the Tender Form enclosed are acceptable. Brief particulars about the work earlier done by the firm in the field as indicated in Annexure-I may also be sent. The quotations received without processing fee/ earnest money or incomplete in any respect or received after 2.00 p.m. on will not be accepted. Sealing of Envelopes: a) The technical details and experience as per Annexure - I along with processing fee and EMD Bank Draft be sealed in an envelope super scribing Technical Details for Mobile/Cell Phone Jammers and/or capturing of Finger Prints/ Photo for 2012 b) The rates as per Annexure- II be sealed in another envelope super scribing Rates for Mobile/Cell Phone Jammers and/or capturing of Finger Prints/ Photo for 2012 c) These two envelopes be sealed in an envelope super scribing Limited Tender for Mobile/Cell Phone Jammers and/or capturing of Finger Prints/ Photo for 2012 Submission of Tender : The tenders duly filled in should be dropped in the tender box placed near Reception Counter a Ground Floor, SHIKSHA KENDRA, 2, COMMUNITY CENTRE, PREET VIHAR, DELHI on or before upto 02:00 pm. The agencies having adequate experience and qualified manpower in the relevant field with proven track record & satisfactory performance certificate from its reputed clients till date shall only be considered for allotment of work. The technical bids will be opened on at 3.00 P.M. in the presence of the tenderers who may like to be present. The date and time for opening of financial bids shall be informed later to those who will be found technically qualified. The Central Board of Secondary Education (CBSE), an autonomous organization under Ministry of Human Resource Development, Government of India, invites Short Term Limited Tender under Two Bid from experienced Service Providers in the relevant fields i.e. Mobile/Cell Phone jammers and/or Capturing of Finger Prints/ Photo during entrance examination. LAST DATE FOR SUBMISSION OF TENDER FORM : UPTO 2.00 PM OPENING OF TECHNICAL BID : AT 3.00 PM Eligibility conditions & Important Points: 1 Adequate experience of providing satisfactory services in the relevant fields to educational institutions or other related organizations (Supported by work order and client satisfaction report) 2 The agency should have its own infrastructure i.e. Hardware and manpower team for providing service in the Supported by work orders and client satisfaction report relevant field.(supported by purchase orders and inventories etc) 3 The Minimum Annual turnover should be 50 lakhs or more during last three financial years.(supported by Financial Statements, Balance Sheet) 4 Earnest Money Deposit (refundable without interest) in the shape of Demand draft drawn in favour of the Secretary, Central Board of Secondary Education payable at Delhi for the following amount : For Mobile/ Cell phone Jammers only Rs.15000/- For Capturing of Finger Prints/ Examinees Photo only Rs.35000/- For Mobile/ Cell phone Jammers and Capturing of Finger Prints/ Examinees Photo Rs.50000/- The agency may quote either For Mobile/ Cell phone Jammers only or For Capturing of Finger Prints/ Examinees Photo only or for both 5 Agencies must be registered with Directorate of Service Taxes. General : The Board desires to use portable/ small/medium/large size battery operated or plugged in to a standard electrical outlet Cell Phone Jamming devices to block voice transmissions and photo transmissions from mobile/cell/camera phones/ in the Examination Centers of the Board in identified cities. The Board desires to have Finger Prints (two) and Photograph of examinees during conduct of entrance examinations in the Examination Centers of the Board in identified cities. The Board reserves the right to allot the job to one or more firm quoting the lowest rates or to more than one firm on the lowest rates received by the Board. B. Scope of Work : B-1 For Mobile/Cell phone Jammers during entrance examination : Note:- 1. To supply required Number of Cell phone Jamming devices to block voice transmissions and photo transmissions from mobile/cell/camera phones/ in the Examination Centers on the day of examination. 2. To supply manpower to install the Jamming devices at the Centres. a) The agency will have to ensure that sufficient no. of Jammers are supplied to block cell phone/blue tooth services in the center i.e. CDMA/ GSM/ 3G/ 4G/ Spy Camera/ Wi-Fi/ Bluetooth b) The agency will have to ensure that the jammers supplied works with or without electric supply and for the duration of the Exam in the Centers c) The agency will have to ensure to block the required band width/ signals d) The agency will have to install industry standard Mobile/ Cell Phone including Spy Camera Jammers in the Centre B-2 For Capturing of Finger Prints/ Photo during entrance examination : 1. To supply required hardware, software and manpower for capturing of Finger Prints (two fingers as specified by the Board) and Photograph of examinees during entrance examination at each centre on the day of examination. Capturing of Finger Prints and Photographs is to be done at the time of writing the examination by the examinees i.e. while the candidate is sitting in Examination Room/Hall on the seat. 2. To supply images of finger prints (two as specified by the Board) and photographs on DVDs/ Hard Disc as per requirement of the Board. Cost of DVDs shall be borne by the agency and Hard Disc shall be supplied by the Board. Note:- a) The agency will have to ensure that sufficient no. of devices are supplied to scan all candidates in the center during the course of the Examination. b) The agency will have to ensure that the camera/devices used should take clear crisp photograph of the face / finger prints. c) The agency will have to ensure to the scanned image is stored against the Roll NO. of the candidate and used for matching later. d) Agency shall have to ensure 100% matching of Roll NO., photograph, and finger prints of the candidate. And also ensure that the photographs of the candidates are not mis-identified and wrongly attributed.

Period during which work is to be carried out : Examination will be held during AM to PM on 13 th May, 2012 D. TERMS AND CONDITIONS 1. The technical details may please be submitted in Annexure-I and rates for activity B-1 and B-2 in Annexure II 2. The agency shall have to execute an agreement on non-judicial stamp paper of Rs. 10/- if considered for allotment of the work. 3. The agency to which the work is allotted will be required to deposit 10 percent of the total likely amount payable to it for the work as a security in the form of a Bank Guarantee. 4. The time schedule has to be strictly adhered to, as the examination related work is highly time bound. In case of failure at the Centre on the part of the agency, it shall be liable to pay Rs.2, 000/- per Centre to the CBSE and Board shall not make any payment for that Centre.. In case the agency is not able to execute the job to the entire satisfaction of the CBSE, the Bank Guarantee submitted by the firm shall be liable to be forfeited in whole or part as per decision of the Chairman of the Board, which shall be final. 5. The Board reserves the right to reject any or all the tender without assigning any reasons. 6. The payment will be made after satisfactory completion of work only.
