2 Who we are The Institute of Banking The Institute of Banking is the largest professional institute in Ireland. We are a community of 33,000 members who work in banking and in both international and local financial services in the Republic of Ireland and Northern Ireland. The Association of Compliance Officers in Ireland (ACOI) The Association of Compliance Officers in Ireland (ACOI) is the professional body for compliance officers working in financial services. Established in 2002, ACOI has grown to over 1900 members. Its goals are to: promote the advancement of knowledge and ideas in regulatory compliance and business ethics; provide training and examinations in regulatory compliance and business ethics; promote the highest ethical standards among all persons engaged in regulatory compliance. Now more than ever, the role of the compliance professional is centre stage in all financial institutions. The spotlight on compliance will continue into the future as the institutions deal with increasing regulation and the need to be open, transparent and accountable. The affairs of the Association are overseen by the Board of Directors and its subcommittees including: Chairman s Committee, Audit, Education, Professional Development Services, Communications, Publications/ Editorial Board, Membership and Professional Affairs, Ethics, Finance Risk & Administration and Technical (which incorporates a network of Working Groups). The Insurance Institute of Ireland (III) The Insurance Institute of Ireland (III) is the professional body responsible for maintaining and developing educational standards and qualifications for the general insurance industry. It has 15,000 active members across a network of local Institutes in Cork, Dublin, Galway, Limerick and Sligo. The III develops and delivers internationally recognised professional qualifications which meet the regulatory requirements and professional development needs of its members. The III supports its members in remaining compliant by delivering comprehensive Continuous Professional Development (CPD) and technical training programmes both online and face to face. III qualifications are modular, which means insurance professionals can acquire qualifications at their own pace. The entry level qualification, Professional Certificate in Insurance (APA) is available in the following three product areas: personal, commercial and private medical insurance. The APA leads on to the Professional Diploma in Insurance (CIP) and then onto the Management Diploma in Insurance (MDI) which is a bridging qualification to the gold standard Advanced Diploma in Insurance (ACII) and Fellow of the Chartered Insurance Institute (FCII) both awarded by the Chartered Insurance Institute (CII). The III has recently launched its executive education programme, Certified Insurance Director (CID), aimed exclusively at senior executive in the insurance sector. LIA LIA is the professional education and development association for those who work in all areas of the Financial Services industry. With just under 10,000 members LIA s mission is to enhance the knowledge, competence and skills of our members and students who work in all areas of the Financial Services industry. This translates into assisting our members and students in the following three distinct ways: 1. Attaining educational qualifications and resulting MCC (Minimum Competency Code) accreditations (i.e. designations) through our various educational courses in other words, their licence to provide financial advice 2. Retaining their designations by keeping up to date with legislative, regulatory and industry changes - through our annual Regional and National face-to-face CPD seminars and our online CPD facility, MyCPD 3. 3 Welcome Dear Colleague, I am delighted to introduce you to the Professional Certificate and the Professional Diploma programmes in Compliance offered by ACOI in association with the Insurance Institute of Ireland, the Life Insurance Association and the Institute of Banking. There has never been a more critical demand for competent compliance professionals in Irish financial services. The Central Bank requires that financial institutions ensure that their compliance staff are fit and proper persons to complete their role. Indeed the importance and status of the role of Compliance Officers within firms of all sizes and in all walks of financial services continues to grow. In essence, the professional certificate is for those who wish to receive a core understanding of Compliance, the Regulatory Structure and Conduct of Business Rules. Candidates who pass the professional certificate are entitled to become ordinary members of ACOI. The professional diploma, on the other hand, examines the Legal and Regulatory aspects of Compliance and Compliance Management and is designed to be the benchmark qualification for compliance professionals in all sectors of financial services. Candidates who pass the professional diploma and who undertake continuous professional development are entitled to become Licentiate Members of ACOI and to use the designation LCOI. Our certificate and diploma programmes are delivered by the College of Professional Finance, and accredited by University College Dublin. Becoming a candidate on these programmes opens your world to the services of ACOI. 4 How we help you pass your exams We are committed to ensuring that our students have access to a wide range of educational supports. These supports are in place to assist every student with their studies. We advise all students to avail of the study supports as their use leads to exam success. Below is an overview of the learning supports available. Learning Supports Once you have registered, the learning supports are available from the My Institute section of our website ( which should be checked regularly during your course of study. Exam Preparation Webinars Each webinar is approximately 40 minutes in duration, and provides the opportunity for you to send in questions to the online lecturer in advance. During the webinar you will have the opportunity to interact with the lecturer online and they will review the questions received during the session. These webinars are recorded and can be viewed 24/7 after the live webinar. Manual The manual is the principal study support available to you. It is essential that you have a thorough knowledge of all areas covered in the manual - there is no substitute for studying the manual. Learning Plan The Learning Plan is an invaluable study aid for students as it shows you how the module is organised. This online document: - Introduces you to the module you are studying - Outlines the programme structure - Shows you how much study should be completed each week Online MCQ (Take a Test) For the PDC 1 and PDC 2 modules This tool allows you to take sample tests, either on a chapter-by-chapter or a full test basis. On completion of each test students are given a report which details which questions were answered incorrectly and the exact subsection reference in the manual. During the end of chapter tests, if you answer any question incorrectly the correct answer is shown to you before moving on to the next question. Online Webinars Webinars are pre-recorded lectures. Each webinar is available 24/7 and is a key support in studying and revising the programme material. Webinars provide the opportunity for multiple viewings. Combined with active reading, this enables students to improve their learning by reviewing the important topics or any areas of difficulty. Past and Sample Papers Past and sample exam papers are made available on the My Institute section of the website for the PDC 3 and PDC 4 modules.. Student Handbook The handbook offers support, advice, and guidance to students throughout their studies with the Institute. 5 Professional Certificate and Diploma in Compliance Who is this programme for? This programme is designed for those who work (or aspire to work) in a professional capacity within a compliance function in financial services. Both the professional certificate and professional diploma are designed to enhance skills, judgement and ability to deal with practical issues in the management and practice of compliance in the financial services industry. Those who successfully complete PDC 1 - Compliance and the Regulatory Structure and PDC 2 - Conduct of Business Rules are awarded the Professional Certificate in Compliance. The professional certificate, a level 7 qualification in its own right, introduces you to the theory of regulation and to its application to the financial services industry. If you complete a further two modules, PDC 3 - Legal and Regulatory Aspects of Compliance and PDC 4 Compliance Management, you are awarded the Professional Diploma in Compliance. The professional diploma, also a level 7 qualification, is the benchmark qualification for compliance professionals in all sectors of the financial services industry. Benefits for you and your organisation On successful completion of the Professional Certificate and Diploma in Compliance, and on attaining the recognised professional designation LCOI, you will be able to: - Explain the theory and describe the practice of regulation from both an Irish and European perspective; - Describe the impact of relevant regulation and the role of the various regulatory bodies on the operation of the compliance function; - Explain the role of compliance and the function of internal and external auditors; - Critically evaluate the importance of ethics and their role in the compliance function; - Devise a regulatory relations policy in relation to inspections, themed visits and routine relations; - Assess the level of corporate governance in an organisation in accordance with The Combined Rules and regulatory developments in this area. Both programmes are offered in partnership with the ACOI, LIA and the Insurance Institute of Ireland. Minimum Competency Code The Professional Diploma in Compliance and attaching LCOI designation satisfies the Central Bank of Ireland s Minimum Competency Code for those who adjudicate on any complaint communicated to a regulated firm by a consumer which relates to advice about a retail financial product provided to that consumer or the arranging of a retail financial product for that consumer. Holders of the diploma are invited to apply for the LCOI designation. Continued use of the designation is subject to meeting annual CPD requirements. It explains how regulatory systems work in Ireland and in the international compliance industry. You can do it while working full-time or part-time. It is a very useful programme, which favours career progression, especially when considering the current growing importance of compliance worldwide. 8 Professional Designation Individuals who pass the Professional Diploma in Compliance are entitled to apply for the designation Licentiate of the Association of Compliance Officers in Ireland and use of the designatory letters LCOI. Continued use of this designation is subject to meeting ACOI s Continuing Professional Development requirements. LCOI is the leading professional designation for compliance professionals in all sectors of the financial services industry in the Republic of Ireland.
