1 CONTINUING PROFESSIONAL DEVELOPMENT POINTS POLICY (CPDP) Board approved 17 May 2016, effective 1 July Policy Statement The purpose for this policy is to enable SCA (Qld) Members to develop and expand their professional competence to meet SCA (Qld) standards which may assist them in providing a professional service as Body Corporate Managers to their clients. This policy is to also help maintain public confidence by ensuring that SCA (Qld) Members are kept abreast of any changes to governing legislation and to ensure that they are continually updating their knowledge and skills set in order to minimise conflicts and disputes in their roles. 2. Scope This policy applies to all Strata Management individual members. The policy does not bind owner members. The policy covers SCA (Qld) educational seminars. 3. Membership types SCA (Qld) provides individual membership to any person employed by a corporate member. This is the entry level membership. The individual member can choose to be a member and can then obtain accreditation with SCA (Qld) subject to eligibility (refer to Membership Policy). Levels for accreditation are certified, accredited, practicing and fellow member (Practicing and Fellow membership are currently not open for application). Membership Type Strata Management Member SCA (Qld) Entry Level Member Accredited Strata Community Manager Certified Strata Community Manager Practising Strata Community Manager Fellow/Life Member Strata Services Member Nominee Individual Strata Owner Member 4. Requirements Entry level members of SCA (Qld) do not have ongoing obligations to accrue CPD points unless they choose to obtain accreditation. Certified Strata Community Managers must complete professional development worth 10 points in the 12 month period immediately prior to the renewal due date for their ongoing membership. A minimum of 3 points must be achieved by way of direct SCA (Qld) involvement (7 points can be awarded by participating in external training as specified in 5.2 (c)). Accredited Strata Community Managers must complete professional development worth 5 points in the 12 month period immediately prior to the renewal due date for their ongoing membership. A minimum of SCA (Qld) CPD Policy Page 1 of 8

2 1.5 points must be achieved by way of direct SCA (Qld) involvement (3.5 points can be awarded by participating in external training as specified in 5.2 (c)). Strata Services Nominee or Strata Services Individual Members of SCA (Qld) must complete 3 points of professional development in the 12 month period immediately prior to the renewal due date for their ongoing membership by way of direct SCA (Qld) involvement These points can be obtained as a sponsoring partner, seminar presenter, one-on-one CPD delivery of educational presentations or attendance at SCA (Qld) approved functions. It is at the discretion of the SCA (Qld) Membership Committee to accept or refuse the renewal of membership should any of the required CPD balance not reached. Learning 5.1 Categories Continuing professional development in the broad learning areas specified in this document may be undertaken from the following: SCA (Qld) Education: Any SCA (Qld) based seminar, event, webinar, course, conference, board or committee meeting. Core Module Training for Accreditation Non-SCA (Qld) involvement/unstructured Learning Any other equivalent training, seminar, webinar or event that pertains directly to the industry and meets all industry and SCA (Qld) standards and requirements. Some endorsed partners and strata services members are eligible to deliver SCA (Qld) equivalent training (refer to One-on-one direct CPD training). SCA (Qld) CPD Policy Page 2 of 8

3 5.2 Point entitlements An SCA (Qld) certificate holder (i.e. an accredited member) is entitled to the following continuing professional development credits. (a) SCA (Qld) Education: Seminar & Webinar One hour of content = 1 point Webinar and Face-to-Face CPD seminar run by SCA (Qld), 1 hour length Presenter at SCA (Qld) Educational Seminar [points credited as per attendee points system] Committee meeting participation ½ point will be awarded for attending SCA (Qld) Committee meetings (e.g. Events Committee, Education Committee, Legislation Committee) a member can only gain a maximum of 5 points per year Full Day Strata Starter Introductory Course (4 points) SCA (Qld) Ltd Annual Symposium/Conference/Forum/Expo (points will be allocated based on the program a member can only gain a maximum of 4 points). This is usually a 2 day program so if a person only registers for one day then that person is only awarded 2 points. Leadership Forum (Points will be awarded year by year based on the program- a member can only gain a maximum of 4 points for up to two days of forum) Networking Drinks/Social Events/Golf Days/Balls run by SCA (Qld) do not attract CPD points Viewing SCA (Qld) seminar DVD recordings (1 point per ½ day seminar recording) CPD points will be awarded for formal qualifications: o at time of completion of the Certificate IV in Strata or Diploma: 9 points for 18 units o A100 Course: 2 points Personalised training run by SCA (Qld) Ltd recognised partners [CPD one-on-one training, see 5.3] All providers must meet all industry and SCA (Qld) standards and requirements. A member cannot claim CPD points for interstate SCA functions, other than annual conferences (if not already accrued in a different member state). The CPD allocation for webinar attendance is pending proof of attendance (refer to Webinar Ground Rules). (b) Core Module Training for Accreditation Core Modules of competency have been developed for the education seminars provided by SCA (Qld). Members are required to collect CPD points at least one of each of the four modules: Legislation/Compliance, Finance, Technical Skills and Soft Skills. (c) Non-SCA (Qld) involvement- Unstructured Learning Four hours of content = 1 point (Maximum of 7 points per year in this section for Certified Strata Community Managers; 3.5 for Accredited Strata Community Managers) SCA (Qld) CPD Policy Page 3 of 8

4 Note: Proof of in-house training must be provided in writing to the Membership Officer. The Committee will check against established standards to ensure a minimum educational benefit is provided. In house training by the employer which pertain to the industry. Weekly staff meetings do not qualify as education (Refer to Unstructured Learning Guidelines). Training, seminars or events run by strata services members or sponsors who are actively involved but do not meet the criteria in 5.2 (a) Training run by other organisations that pertain to the industry. Professional Development with other registered training organisations, other accredited training entities or other National/International recognised bodies that deliver education relevant directly to the industry (up to a maximum of 4 CPD points per single event (eg conferences). Proof of attendance/registration is to be submitted to SCA (Qld). 5 Education Providers must be persons who not only meet SCA (Qld) education principles but also be qualified and trained in their own field of expertise and meet their own industry compliance standards (refer to Appendix 2 CPD One-on-One Education Providers). 6. CPD points record keeping SCA (Qld) accredited/certified Members must certify whether or not they have undertaken a minimum of 10 points (CSCM) or 5 (ASCM) of continuing Professional Development in the 12 month period immediately prior to the renewal due date for their SCA (Qld) Membership as part of the application for the renewal of their SCA membership certificate. A SCA (Qld) accredited/certified member must retain a record of the actual non-sca (Qld) learning activities undertaken, all details of the educational activity and the corresponding number of continuing Professional Development points earned (refer to Appendix 1 Unstructured-Learning-Schedule). 7. Provision of training plans Companies that are able to demonstrate to SCA (Qld) that their internal training is equivalent to SCA Standards shall provide to the Membership/Education Committee their training plan as soon as practical. Refer to Unstructured Learning Guidelines. 8. Non-compliance with CPD requirements SCA (Qld) may refuse an application for renewal if any of the conditions relating to the ongoing Professional Development as contained in the policy is breached or not adhered to herein. If a member has failed to meet the required CPD points for their chosen level of accreditation, the General Manager has the authority to recommend to the Board that this member s level of accreditation be down graded to a level equivalent to their achieved points balance at that point in time. This is to ensure and assist with maintaining a high level of credibility for the accreditation pathway. An application for the restoration of an SCA (Qld) membership may be granted once the continuing Professional Development requirements as outlined and contained in the policy have been completed to the satisfaction of SCA (Qld) within the three month period (i.e. 30 September). Remotely located SCA (Qld) members (i.e. more than 150km from the major cities where SCA (Qld) conducts training opportunities) may be granted special dispensation with respect to the accrual of their required CPD points for their particular category of membership. The Board accepts a CPD balance of 75% of those in central locations. That means the Board deems it reasonable that a remotely located member will accrue a total of 7.5 CPD points (CSCM s) or 3.75 (ACSM s). Any lower CPD balances will be seen as breach of this policy and handled as above. 8. Leave Provisions If a member is on leave for a period within their membership that would significantly impact or affect their accrual of their required CPD points, the member will need to apply to the General Manager/Board for leave and/or exemption from obtaining their required CPD points for their membership. Such leave will not be granted for a period of less than 6 months or more than 24 months. If leave is requested for more than 24 months and membership is wished to be retained, members must apply to the General Manager for special consideration. SCA (Qld) CPD Policy Page 5 of 8

6 Upon approval of such leave, the member is exempt from the requirement to obtain the relevant CPD points on a pro rata basis. Example: Julie, a CSCM (Qld), applies for leave from 1 July to 31 December. Upon her renewal, she will be asked to provide evidence for 5 CPD points instead of 10 for that membership year. During that period of leave the member is understood to not be operating in their role and therefore will not be granted permission to use the credentials attached to their membership. If their leave exceeds the nominated timeframe by more than 6 months and no further leave is applied for, the membership becomes inactive. A member whose membership has lapsed or evoked may be required to re-apply for membership. 7 Appendix 1 Unstructured Learning Schedule Non-SCA (Qld) Learning Schedule This schedule is to be completed by all SCA (Qld) Certified Strata Community Managers and Accredited Strata Community Managers and must be returned to membership.qld@stratacommunity.org.au. The applicable Non-SCA (Qld) learning points will then be awarded in accordance with the following: Non-SCA (Qld) Professional Development CPD points per function Total points cap per annum In-house training 1 point per 4 hours CSCM: Max 7 points and CPD One-on-One Direct Training 1 point per 2 hours ASCM: Max 3.5 points Training by Strata Services Members 1 point per 4 hours for any non-sca training Training by other institutes or organisations 1 point per 4 hours Industry training - other RTOs/ accredited provider 1 point per 4 hours A maximum of 70% of CPD points can be allocated to internal or other provider s training. 8 Appendix 2 Industry Education One on One All SCA (Qld) members are required to accrue CPD points throughout the Financial Year to maintain their membership (refer to the Membership and CPD Policy). To assist members in keeping up their minimum education requirements, selected Partners can deliver one on one CPD points. Members accrue points to the same ratio as SCA (Qld) delivered seminars: 1 point per 2 hours of training. The selected strata services member can arrange appointments individually or strata management members can contact industry education providers to receive the direct training on the respective area of expertise. The provider as well as the Strata Manager must advise the SCA (Qld) Membership Officer of direct training undertaken (membership.qld@stratacommunity.org.au) to receive the points.
