1 ENGLISH ONLY UNITED NATIONS ECONOMIC AND SOCIAL COMMISSION FOR ASIA AND THE PACIFIC Capacity Building Training on Applications of GIS and Geospatial Data Management for Disaster Risk Reduction in the Philippines 29 April - 1 May 2014 Quezon City, Metro Manila, the Philippines Summary Meeting Report Prepared by the Secretariat * This document has been issued without formal editing 1
2 1. Information and Communications Technology and Disaster Risk Reduction Division (IDD) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), in collaboration with the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) of the Ministry of Science and Technology (DOST) of the Philippines and the United Nations Institute for Training and Research (UNITAR), conducted the Capacity Building Training on Applications of GIS and Geospatial Data Management for Disaster Risk Reduction in the Philippines, in Quezon city, Philippines from 29 April to 1 May Thirty (30) government officials from central and provincial governments of the Philippines participated in the training programme. 2. The training programme was aimed at strengthening the capacity of government of the Philippines, in particular, focusing on provincial governments in using space technology and GIS applications including geospatial data management for disaster risk reduction by giving considerations to the case of the notorious supertyphoon Haiyan, which hit the Philippines in November In the training programme, national and regional experts invited by ESCAP delivered the training regarding how to acquire, process and deliver the geospatial data and information for prompt monitoring and preparation of the disasters, as well as risk analysis and disaster impact assessment. The participants obtained the knowledge and skills on how to process satellite imagery, analyze disaster hazard and assess disaster impact by using open-source software such as QGIS and CAPRA. Participants also shared persistent challenges and future plans as well as close cooperation methods between central and provincial governments to address disaster impact at the right time. 3. At the evaluation session of the training programme, there were discussions and commitments from participants to use acquired knowledge and experience at their administration works. Recommendations proposed include: (1) a longer period of training would be more helpful to grasping the complicated contents of the knowledge and techniques; (2) awareness-raising programmes for decisionmakers of provincial governments about the value and benefits of space technology and GIS applications are critical; and (3) a special workshop for awareness-raising of policy makers, linking to the annual event titled the League of Mayor Forum of the Philippines in November
