1 Agenda item: (Board Office to complete) USF Board of Trustees October 7, 2010 Issue: Change of CIP code for MS in Management Information Systems in USF College of Business Proposed Action: Approve change of CIP code for MS in Management Information Systems in USF College of Business from to Background Information: The USF College of Business proposes to change the CIP code for the MS in Management Information Systems (MS/MIS) from (Management Information Systems) to (Computer Systems Analysis). The change more accurately reflects the current curriculum and is consistent with top-ranked peer programs such as the ones at Indiana University, Carnegie Mellon University, and the University of Arizona. The University of Florida, which offers a similar program, proposes a similar realignment of its MS/MIS program. The scope of the change is limited to the master s degree program; the undergraduate program in the Department of Management Information Systems will remain in CIP One of the major impacts of the proposed change would be an increase in federal grant funding opportunities as the program would be designated as a STEM program. The program would also be more competitive in recruiting international students as their practical training period would be extended with the STEM designation. 2 1.0 Background Rationale for Changing CIP Code for MS/MIS Program The Master of Science in Management Information Systems (MS/MIS) curriculum in the Department of Information Systems and Decision Sciences (ISDS) is a 33-credit hour degree program designed to be at the intersection of technology and business. Graduates from this program are prepared for positions such as System/Business Analyst, Database Administrator, Software Engineer, Project Manager, IT Auditor, etc (see We seek to change our CIP code from , which reflects our roots in the Management Department, to that more accurately reflects our curriculum and is consistent with top programs such as Indiana University, Carnegie Mellon and the University of Arizona. It should be noted that the University of Florida that is home to the other top technical MS/MIS program in the state of Florida has also initiated the process of changing the CIP code of its MSIS program to The scope of the CIP change request is limited to the MS/MIS program, which is only offered on the USF Tampa campus. 2.0 Curriculum MS/MIS course work covers a wide range of Information Technology (IT) topics such as programming/web applications development (Java), software testing, advanced database management, advanced systems analysis and design, distributed information systems, data warehousing, data mining, information security, enterprise resource planning/business process management, decision support systems, electronic commerce and project management. This is different from traditional Management Information Systems programs found in many business schools that have more managerial and behavioral programs. In Appendix A, we have identified the relationship between MS/MIS courses and the relevant CIP descriptions and codes. An examination of Appendix A clearly shows that almost all MS/MIS courses map to several sub-categories in the Computer Science 11.xxxx category of the CIP codes list. 3.0 Impacts It is anticipated that the requested change will not have any negative impacts on USF as discussed below. 3.1 Faculty

3 Existing program faculty is well-qualified to deliver a technology-focused program. The program s emphasis on technology has resulted from both an evolutionary process (the ability to hire established research-productive faculty as well as promising junior faculty with strengths in that area) and the department s choice to develop an area of excellence in information technology; both are reflected in faculty planning and recruiting. Although department faculty member pursue research agendas across the spectrum of information systems-related topics, a review of faculty publications demonstrates a strong focus on technology. There should be no negative impact on existing faculty. 3.2 Current/Potential Students Because the program itself will remain the same, there should be no negative impact on existing students. As noted above, the program has evolved toward a technology focus, a focus reflected in the existing curriculum and well understood by current students. The ICE/STEM classification should open up additional grant funding opportunities for current and potential students and should make the department more competitive in attracting high-potential native and international students consistent with the university s vision of itself as a premier research university with state, national and global impact, and positioned for membership in the American Association of Universities (AAU). 3.3 Other Programs College of Business the change would apply only to the master s program in the discipline, i.e., the MS/MIS program. Because programs at the undergraduate and doctoral levels lead to degrees in business administration (BS/BA in Business Administration with a major in Information Systems, Ph.D. in Business Administration with an emphasis in Information Systems), CIP codes for those programs would remain the same. The program would continue to be accredited by the Association to Advance Collegiate Schools of Business (AACSB) since AACSB accredits programs but does not consider CIP codes. College of Engineering we have investigated ABET (Accreditation Board for Engineering and Technology) accreditation standards and found that the MS/MIS would not be a candidate for inclusion in ABET s accreditation of the College of Engineering or as a free-standing program. According to the standards, ABET accredits programs that come under the purview of its Computing Accreditation Commission only at the undergraduate level. There is no other category for graduate programs in information systems. 3.4 STEM Classification One of the major implications of the CIP code change would be the reclassification of the MS/MIS program as a STEM (science, technology, engineering, math) designated program for the Department of Immigration, Customs, and Enforcement (ICE). This could help USF to be more competitive in attracting high quality international graduate students, as graduates of STEM programs can have the usual 12 month practical training period extended by ICE from 12 to 29 months.

A program that prepares individuals to apply programming and systems analysis principles to the selection, implementation, and troubleshooting of customized computer and software installations across the life cycle. Includes instruction in computer hardware and software; compilation, composition, execution, and operating systems; low- and high-level languages and language programming; programming and debugging techniques; installation and maintenance testing and documentation; process and data flow analysis; user needs analysis and documentation; cost-benefit analysis; and specification design. Based on the review of this code, the ISDS Department requests that the MS/MIS degree be reclassified to Computer System Analysis/Analyst ( ).

In this course, we will investigate the growing literature on software architecture and understand the application of software concepts to the development of information systems. This course will survey and analyze the best practices in industrial testing groups and explore new ideas for improving the testing process. Students gain practical experience with both functional (black box) and structural (clear box) testing methods. Role of managers and information technology professionals in global business organizations and in deploying information systems to enable global operations. This course provides a broad-based introduction to different facets of ecommerce, from both technical and managerial perspectives. Designing new e-commerce businesses as well as redesigning existing business to take advantage of e-commerce are examined. Specifically the course covers three areas: (1) e-commerce concepts, (2) e-commerce applications, and (3) e-commerce technologies. This course introduces students to business processes management and re-engineering in the key functional areas of today s global businesses. The course employs SAP as the instance of an ERP system. The course is open to graduate students in all majors. Course objectives will be accomplished through two categories of information (1) helping students develop technical skills to secure computer networks and (2) introducing frameworks to assess IT risk and implement IT general controls in a business environment. This course will attempt to add value by providing domain knowledge relevant to Information Security and IT Risk. Accordingly, the course will include class presentations and extensive hands-on projects on implementing firewalls, network scanning, UNIX STIG (Security Technical Implementation Guidelines), identifying software errors and documenting some key IT General Controls.
