BACKGROUND: The Institute of Inspection, Cleaning and Restoration Certification (IICRC) is the certification registry and standard setting organization for the inspection, cleaning and restoration industry. The Institute is requesting a cost proposal for Item Analysis and Recommendation of the items of IICRC Certification Program exams. The Institute is the largest non-profit registry of inspectors, cleaners and restorers serving the U.S., Canada, Great Britain, Australia and Japan. It is governed by a Board of Directors and an Executive Committee. The Board of Directors is made up of representatives of regional and international trade associations. IICRC is administered by a management firm and President/CEO. The management firm reports to the volunteer Chairman, Board of Directors and President/CEO. The IICRC is a 501 (c) 6 non-profit organization and was incorporated in the State of Washington in 1972 to provide a means by which professionals could receive training and become certified. Today, it is recognized as the impartial certification body for the inspection, cleaning and restoration industry. Independent and franchise professionals worldwide are tested and certified through the Institute. The Institute is an ANSI Accredited Standards Development Organization (SDO) with published standards in professional water damage restoration, professional mold remediation, professional carpet cleaning and professional upholstery cleaning. New standards under development include professional carpet installation. The IICRC sets industry standards, establishes required course criteria, approves schools and instructors, administers uniform testing, and maintains an up to date registry of certified professionals. It verifies that individuals and companies within the industry meet prescribed levels of proficiency based on training, education and field experience. Currently the Institute has over 6,000 active certified firms and close to 55,000 active certified technicians. Students who attend an IICRC approved course and pay appropriate fees are eligible to take certification exams and become IICRC Certified in each specific category. IICRC certification is a process that must be renewed annually, as well as maintained by earning IICRC approved Continuing Education Credits (CEC s) and meeting on-going program requirements. 4 II. TERM. The term of the Agreement will be for one year with all exams completed within that year. III. COMPENSATION. In exchange for the services provided the IICRC will pay the contractor the agreed upon rate upon satisfactory completion of each exam. IV. SCOPE OF SERVICE. IICRC is seeking to contract with a Firm/Psychometrician for the purpose of providing project management and item analysis of our item banks. The position will be one of an independent contractor. The contractor shall work with a dedicated staff agent and a volunteer task force formed for the purpose of updating exam information. Statistical reports to be provided to the contractor after consultation with IICRC contracted management staff to determine sample size and format requirements for analysis. Preliminary Review: Perform a preliminary review of as many exams as possible during the first few weeks of the contract for the purpose of providing a written report for the IICRC Board of Directors. This review should include a brief analysis of the condition of the exams, as well as an updated time proposal for the complete editing and analysis. Extensive Psychometric and Grammar Edit, Feedback: Perform a psychometric, sensitivity, and English grammar edit on items. The psychometric edit will verify that each of the items conforms to recognized psychometric item writing guidelines. The sensitivity edit is a brief review to ensure that the items do not appear to favor any particular nationality, race, religion, or gender. The English grammar edit will check for grammar, usage, readability, clarity, and consistency of usage. The contractor will perform all edits in IICRC s item banking system. After the editing is finished, the contractor will attend a webinar to go over the edits and feedback with IICRC stakeholders. Item Analysis: Perform an item analysis for each exam and provide a report which will include item level statistics. The report will identify items that exhibit unusual statistical performance. Item Statistics may indicate if the item is miss-keyed (i.e., the keyed answer is not correct), there are correct answers other than the keyed answer, or there are no clearly correct answers. The item analysis will provide an objective measure of the quality of the items. IICRC will make all edits in item bank. After the analysis is finished, the contractor will attend a webinar to go over the edits and feedback with IICRC stakeholders. V. ELIGIBILITY. 3.1 The organizations should have prior experience in the providing all of the above core services each year during last two years (Supported by evidences, award letter etc.). 3.2 Organizations should have adequate numbers of experienced professional staff to support the program of work either on their permanent rolls or available on a contractual basis. A list of the professional members of the team should be attached. 3.3 Organizations should have Standard Operating Procedures (SOP) in place for managing the services Institute of Inspection, Cleaning and Restoration Certification (IICRC). 5 VI. PROPOSAL EVALUATION AND DECISION PROCESS. Through this RFQ, IICRC will select one provider for this project. The Education Committee Chair, Education/Certification Director and President will select from the submitted quotes submitted by qualified applicants. VII. TIMELINE. The following timeline will apply to this process however is subject to change. RFP Released: August 19, 2013 Final receipt of all quotes: 5pm PST on August 27, 2013 Selection and negotiation of contract specifics: September 3, 2013 Formal start date: September 15, 2013 Results of preliminary review due: October 10, 2013 VIII. SUBMISSION. Please submit the following: 1. Description of typical approach to projects similar to this one, including the nature of working with volunteers and intended extent of team involvement. 2. Samples of similar work and description of accomplishments, specific evidence of relevant experience working with databases, editing, and proofreading. 3. References. 4. Price proposals: a.
