The last date to meet the requirements is 31 December Purpose The National Diploma in Civil Engineering is aimed at people who are involved in, or wishing to be involved in, civil engineering at a technician level. The qualification content replaces the Civil Engineering option of the New Zealand Certificate in Engineering. The content of the qualification covers a range of generic skills and knowledge in the civil engineering area. This includes mathematics, surveying, materials chemistry, design, project management, and communication skills. Depending on the electives chosen, specialised knowledge and skills may be gained in asset management, roading, waste management and/or process and materials engineering. Replacement Information This qualification has been replaced by the National Diploma in Civil Engineering (Applied) [Ref: 1292]. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand Qualifications Authority (NZQA) Rules and Procedures publications available at Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same Id may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard. 8 NQF Ref 0881 Version 2 Page 8 of 12 Previous versions of the qualification Version 1 Non National Qualifications Framework transition This qualification, the National Diploma in Civil Engineering (NDCE), was developed by the NZ Contracting Industry Training Organisation Limited, in conjunction with InfraTrain New Zealand. It replaced the following option(s) of the New Zealand Certificate in Engineering (NZCE) Technician Certificate Civil 0102 Civil It was expected that the first courses towards the new qualification would be offered by some training providers in 2002, while others may have offered Stage 3 of the NZCE for the last time in Examinations for NZCE at Stages 3 and above will be progressively withdrawn according to the timetable in paragraph 5. Existing NZCE students may either continue with their studies, subject to availability of courses, or change over to an NDCE programme with credits based on papers already passed. The NZCE will continue to be awarded as laid out in the Advanced Vocational Awards Handbook until 31 December This should allow adequate time for candidates to meet the work experience requirement of that qualification. Industry and NZQA will continue to recognise the NZCE, and there is no requirement for NZCE graduates to upgrade to the NDCE. To complete NZCE People who have partially completed an NZCE, should note the following: They must have enrolled in Stage 3, 4, or 5 of an NZCE course before 31 March They will need to pass (including re-sits) all papers for Stages 3, 4, and 5 in accordance with the detailed timetable in paragraph 5. They must have completed satisfactory work experience and apply for issue of the NZCE before 31 December There is no guarantee that training providers will offer all or any of the NZCE papers in the future. To change over to an NDCE People who have completed part of the academic requirements of the NZCE had up to 31 December 2006 to change over to the NDCE, and claim credits based on completed NZCE papers free of charge.

9 NQF Ref 0881 Version 2 Page 9 of 12 People transferring from the NZCE to this qualification (NDCE) must have applied to the by 31 December used a matrix of credit exemptions to process transition credits, collate results, and forward them to NZQA for processing. Since 31 December 2006, the normal provisions of Recognition of Prior Learning have applied. Detailed Timetable Note: The final year in which a subject is examined/assessed is the final year in which the prescription for that subject is valid. November 2005 Final examinations for specific NZCE subjects at Stage 4 that have been negotiated with NZQA. Final examinations/assessments for NZCE subjects at Stage 5, except as otherwise negotiated between training provider and NZQA for specific subjects (providers will be advised late in 2003 if any such subjects will be examined/assessed in 2004). November 2006 Final examinations for specific NZCE subjects at Stage 5 that have been negotiated with NZQA. 31 December 2007 Last date for claiming credits from NZCE papers under these transition arrangements. 31 December 2008 Final date for the award of NZCE. Fees People completing the NZCE will pay the NZQA assessment and examination fees associated with that qualification.

10 NQF Ref 0881 Version 2 Page 10 of 12 Fees associated with the NDCE (apart from tuition fees) include the $25.00 required to be registered on the Record of Learning and $1.00 per credit and fee for issue of diploma. The $1.00 per credit fee was waived for students registering credits under these transition provisions prior to 31 December Publicity These transition arrangements were published in the 2002 Advanced Vocational Awards (AVA) Handbook. A copy of the transition arrangements will be sent to all Polytechnics, the Association of Polytechnics in New Zealand, Engineering ITOs, and Engineering professional bodies. The Careers Service/Rapuara will be advised in order to make changes to the appropriate careers leaflets. Appeals It is the intention of that these transition arrangements are fair, and do not disadvantage any student.
