6 Purpose of this framework Summary of the purpose of the framework Summary of the purpose of the framework The Construction Technical, Supervision and Management framework has a role in supplying a qualified workforce to small and medium enterprises (SMEs). The vast majority of companies in the sector are small, with over 97% employing fewer than 25 people. Only 1% of sector businesses employ more than 60 people, although these firms carry out a disproportionate share of the work by value. Over one-third (38%) of the construction workforce in England is self-employed. Self-employment is particularly high in the main craft trades where it averages around 60% of the workforce, and is also highly concentrated in some regions. Regional analysis shows proportions of self-employment above 40% in London, the East and South East, as well as the West Midlands. There are 1,817,049 employees in construction in England, and by the year 2015, a further 38,630 new recruits will be needed to fill the posts of those that retire or leave the industry. The following is the annual recruitment for construction technical, supervision and management for the period 2011 to Construction professionals and technical staff 1,000 Construction managers 3,200 Surveyors 710 The priorities for the sector for 2010 to 2014 are to: improve productivity attract, retain and develop talent increase diversity improve supervisory, management and leadership skills collaborate with employers and stakeholders. An in construction follows a pattern of vocational training to meet the requirements of a ConstructionSkills' approved framework. This enables apprentices to develop skills and knowledge which they can then demonstrate and evidence in a real construction environment. The Higher Level Apprenticeship and integrated Foundation Degree at (Level 5) in Construction Operations Management has been developed to meet the national need to recruit construction operations managers that is not being met by the existing training and education system. The

7 introduction of the Higher Level Apprenticeship will address the following: Encouraging recruitment from a more diverse pool of talent Assisting retention by providing employers and employees with appropriate support and progression Promoting lifelong learning as an aid to achieving qualifications, career progression and CPD Improving supervisory, management and leadership skills Increasing employer investment in training and development to improve productivity The Advanced (Level 3) in technical occupations has been meeting the needs of employers since the mid-1990s. This framework includes the following occupations at Advanced (Level 3) Higher (Level 5) in Construction Technical, Supervision and Management. Advanced (Level 3) Built Environment and Design Construction Contracting Operations Construction Site Supervision Civil Engineering for Technicians Occupational Work Supervision Higher (Level 5) Foundation Degree Professional Practice in Construction Operations Management Aims and objectives of this framework (England) The aim of this framework is to attract, retain and develop talent into a range of occupations at Advanced (Level 3) and higher (Level 4 and 5) in construction technical, supervision and management in order to provide the industry with a well trained productive workforce. 1. Attract new people from a range of diverse backgrounds into construction technical, supervision and management to broaden the industry talent pool in England. 2. To provide broad-based training for a range of technical, supervision and management occupations in order to retain staff and increase productivity. 3. To provide a structured career path for technical, supervision and management occupations to progress to higher level jobs using further and higher education.

8 Entry conditions for this framework There are a variety of ways to enter an in construction technical, supervision and management, for example: STEP into construction project the women and work sector pathways initiative (W&WSPI) completed a young scheme (14-16) in construction achieved a Construction and Built Environment Diploma (14 19) Functional Skills English and Maths, or Key Skills Application of Number and Communication A Levels and GCSEs at Grades A C Intermediate (Level 2) Apprenticeship in Construction Building, Construction Civil Engineering or Construction Specialist Advanced (Level 3) Apprenticeship in Construction Building, Construction Civil Engineering or Construction Specialist Higher (Level 5) is specifically designed to meet the needs of candidates who have gained Level 3 qualifications (Advanced Apprenticeship) or those with appropriate prior experience of work in the sector. As a consequence the qualification is not suitable for younger (pre18+) learners. a suitable level of physical fitness to perform aspects of the job (e.g. working out-doors in all seasonal weather conditions) RULES TO AVOID REPEATING QUALIFICATIONS Processes exist to make sure that applicants with prior knowledge, qualifications and experience are not disadvantaged by having to repeat learning. Training providers and awarding organisations will be able to advise on the current rules for accrediting prior learning and recognising prior experience. An Intermediate (Level 2) Advanced (Level 3) Higher (Level 4-5) Apprenticeship framework specifies that an apprentice must achieve Functional Skills/GCSE (with enhanced functional content) and Key Skills. See the list of Transferable Skills in this framework document. Knowledge qualifications: If applicants already have one of the knowledge qualifications from the Intermediate (Level 2) or Advanced (Level 3) before starting their Apprenticeship (see the Qualifications page for each pathway), they do not have to redo the qualification providing that they achieved the qualification within five years of starting the. The hours they spent gaining the qualification will also count towards the minimum hours required for this framework. Competence qualifications: If applicants already have the competence qualification from the Intermediate (Level 2) or Advanced (Level 3) for this framework (see the

9 Qualifications page for each pathway) they cannot use the competence qualification as a component part of this ; competence qualifications must be achieved as part of the. Prior experience: Applicants already working in the sector may be able to have their prior experience recognised by the Awarding Organisation, and this will count towards the competence and knowledge qualifications within this framework. Initial Assessment Training providers and employers will use initial assessment to ensure that applicants have a fair opportunity to demonstrate their ability, and to tailor programmes to meet individual needs whilst recognising prior qualifications and experience. Training providers will be able to use Access to Work funding to support apprentices, for example, with additional coaching and mentoring. Entry to an scheme will usually involve a skills learning exercise. This exercise is not a barrier to entry to the, but has been put in place to gauge the candidate s ability for the, and enable extra support and guidance to be given to the candidate if required. Apprentices in the framework can expect to be continually assessed to gauge their suitability for progression Iinto Higher Education (HNC.HND or Foundation Degree). In some occupational areas apprentices would be expected to work at height and outside in all seasonal weather conditions. They could also be expected to travel to sites or in some cases, stay in lodgings whilst working away from home.

Pathway 1 Delivery and assessment of employee rights and responsibilities Delivery of ERR ConstructionSkills ERR is an induction programme for direct entrants and will be delivered as knowledge within all levels of the framework. Providers delivering ERR must use the training specification at sibilities.aspx. The content of ERR delivery is as follows: 1 The candidate knows that the employers and employees have a range of statutory rights and responsibilities under Employment Law and the employment can be affected by other legislation as well. 2 The candidate knows that there are procedures and documentation in their organisation which recognise and protect their relationship with their employer. 3 The candidate knows there are a range of sources of information and advice available to them on their employment rights and responsibilities. 4 The candidate understands the role played by their occupation within their organisation and industry. 5 The candidate has an informed view of the types of career pathways that are open to them. 6 The candidate knows the types of representative bodies relevant to their industry and organisation, and their main roles and responsibilities. 7 The candidate knows where and how to get information and advice on their industry, occupation, training and career. 8 The candidate can describe and work within their organisation s principles and codes of practice. 9 The candidate recognises and can form a view on issues of public concern that affect their organisation and industry. Evidence of ERR ConstructionSkills will accept only one method of recording ERR.
