1 INTRODUCTION REPORT OF THE 2 nd ASEAN PLUS THREE SENIOR OFFICIALS MEETING ON HEALTH DEVELOPMENT 29 March 2012, Cebu, Philippines 1. The 2 nd ASEAN Plus Three Senior Officials Meeting on Health Development (ASEAN Plus Three SOMHD) was held on 29 March 2012 in Cebu, Philippines. The Meeting was attended by delegates from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, the Republic of the Union of Myanmar, Philippines, Singapore, Thailand, Viet Nam, China, Japan, and the Republic of Korea. Representatives of the ASEAN Secretariat were also in attendance. The list of delegates appears as Annex 1. AGENDA ITEM 1: OPENING CEREMONY 2. The Meeting was opened by Dr. Enrique Tayag, Assistant Secretary of Health, Department of Health - Philippines. He extended a warm welcome to all participants, particularly the Plus Three country delegates. He mentioned that the meeting is a landmark meeting for host Philippines since this build vital collaboration between ASEAN and the Plus Three. This continued collaboration will address regional challenges in health; maximize opportunities to pursue new directions; and enhance strategic partnerships in health amongst ASEAN, China, Japan and Republic of Korea. 3. Dr. Htun Naing Oo, Director General for Department of Health of the Ministry of Health of the Republic of the Union of Myanmar, in his capacity as Outgoing ASEAN Plus Three SOMHD Co-Chair, gave his report on the achievements of the health cooperation since Myanmar hosted the 1 st ASEAN Plus Three SOMHD in Nay Pyi Taw, Myanmar last July Dr. Wang Liji from the Peoples Republic of China, representing the out-going Co-Chair delivered his remarks and expressed gratitude for the warm hospitality of the host Philippines. He conveyed China s appreciation to ASEAN and the Plus Three countries and highlighted also the achievements from the 1 st ASEAN Plus Three SOMHD held in Nay Pyi Taw, Myanmar. AGENDA ITEM 2: ELECTION OF CO-CHAIRS 5. The ASEAN Plus Three SOMHD Co-chairmanship was handed over to Dr. Enrique Tayag of the Department of Health - Philippines as the ASEAN Co-Chair and to Dr. Haruka Sakamoto of the Ministry of Health, Labour and Welfare of Japan as the Plus Three Co-Chair. 2 AGENDA ITEM 3: ADOPTION OF AGENDA 6. The Meeting adopted the agenda, which appears as Annex 2. AGENDA ITEM 4: BUSINESS ARRANGEMENT 7. The host country informed the Meeting of various arrangements pertaining to the programme of activities. 8. The Meeting was held in plenary and as closed sessions. AGENDA ITEM 5: FOLLOW UP MATTERS FROM THE 1 ST ASEAN PLUS THREE SOMHD 9. The ASEAN Secretariat presented to the Meeting matters arising from the 1 st ASEAN Plus Three SOMHD, the presentation of which appears as Annex 3. The presentation outlined, among other, the agreement on priority areas of collaboration, namely: Emerging Infectious Diseases (EID), pandemic preparedness and response (PPR), and traditional medicine. The Meeting was also reminded about the designation of Plus Three focal points for the agreed areas of collaboration. This will facilitate the implementation of the agreed activities by ASEAN with the Plus Three. The Meeting was informed that some focal points had been identified by ASEAN and the Plus Three countries. AGENDA ITEM 6: UPDATES OF PRIORITY AREAS OF COLLABORATION IN : Updates from Plus Three (China, Japan, and ROK) 10. The Meeting noted China s updates on implementation of collaboration activities since July The Meeting was informed on the outcome of the NCD Workshop involving ASEAN Member States and the Plus Three held last November 2011 in Qingdao, China. The Meeting noted China has submitted the focal points for AWGPPR, ATFTM and AEGCD. 11. The Meeting welcomed the invitation from China on two activities under ASEAN Plus Three platform, namely: a. Workshop on Health Reform, August 2012 (after 19 th ), in Beijing China b. Workshop on Public Health Human Manpower, October 2012 (before 23 th ) in Beijing, China 12. The Meeting noted Japan s presentation highlighting the outcomes of the 9 th Meeting of ASEAN and Japan High Level Officials Meeting on Caring Society (HLMOC), in October 2011, in Tokyo Japan. She mentioned the focus of the said meeting was on human resources development in the sectors of welfare & health with a focus on capacity building of service providers and employability promotion of vulnerable people. 3 13. The Meeting welcomed Japan s invitation to the 10 th Meeting on HLMOCS scheduled in October 2012, in Tokyo, Japan. The theme of the said meeting will be natural disaster response and management for vulnerable people. 14. The Meeting noted the updates from the Republic of Korea and informed the Meeting that ROK has identified priority areas for collaboration with ASEAN, namely: traditional medicine, pandemic preparedness and response, field epidemiology training network and public health laboratory. 15. The Meeting noted the invitation of ROK on upcoming events such as the: 16 th International Congress of Oriental Medicine, September 2012 in Seoul; and, the World Traditional Medicine Expo 2013 in Sancheong, Korea. The Meeting acknowledged the invitations on health related events from the Plus Three countries. 6.2: Updates from ASEAN 16. The Chair of the 7 th SOMHD provided updates on implementation of the three agreed areas of collaboration, namely EID, traditional medicine, and Pandemic Preparedness and Response (PPR). 17. The Meeting was also updated on activities collaborated between ASEAN and Plus Three, such as: a. Endorsement of TOR and work plan of FETN b. First Steering Committee of the FETN conducted in October 2011 c. Video-conference on Hand, Foot and Mouth Disease in the Region d. Tele-conference to share experience in managing on regional severe flood conditions e. Launching of website of FETN -- f. Monthly newsletter of FETN g. Completion of the needs assessment survey on FETN by the 13 countries h. Participation of the Plus Three Countries (esp. China) in 4 th Meeting of ASEAN Working Group on Pandemic Preparedness and Response 18. The Chair of the 7 th SOMHD also highlighted the agreed priorities for collaboration with the ASEAN Plus Three. The presentation appears as Annex 5. The proposed priority areas include those agreed during the 1 st ASEAN Plus Three SOMHD with the addition of four new priorities, namely: a. Emerging Infectious Diseases i. ASEAN Plus Three Partnership Laboratories (APL) ii. Field Epidemiology Training Network iii. Risk Communication Resource Center b. Pandemic Preparedness and Response c. Traditional Medicine d. Maternal and Child Health e. HIV and AIDS ASEAN Cities Getting to Zeros f. Animal and Human Health - Focused on Rabies g. The Meeting noted the APL s proposal to support the implementation of the Medium Term Plan of APL from , which appears as Annex 6.The Meeting was informed that the APL initiative was endorsed by the 4 th ASEAN Plus Three Health Ministers Meeting, July The Meeting noted the following FETN proposed activities to be implemented on a cost-sharing basis with the ASEAN Plus Three: a. Exchange training of trainers b. Joint field investigation on hand, foot mouth diseases c. Workshop to share experiences on communicable diseases after a disaster d. Investment in information technology in health 21. The Meeting noted the proposal to support the implementation of the Medium Term Plan of Risk Communication Resource Center, which appears as Annex 7. The Meeting was informed that the APL initiative was endorsed by the 4 th ASEAN Plus Three Health Ministers Meeting, July The Meeting was informed that the AWGPPR work plan has been endorsed by the 7 th SOMHD and welcomes the Plus Three collaboration on activities of the said work plan , which appears as Annex 8. The Meeting highlighted the activity related to the implementation of the Minimum Standards on Joint Multisectoral Outbreak Investigation and Response (MS JMOIR) in collaboration with the AEGCD. The Meeting was informed that this document was endorsed at the 4 th ASEAN Plus Three Health Minister Meeting. 23. The Meeting noted the proposed activities from the Chair of ATFTM to support ASEAN regional capacity building and training under work plan of the task force, through the following activities: a. Workshop on developing integrated herbal medicine management b. Workshop to develop guideline for ensuring the availability of good quality of herbal material to support integration of TM on national health system c. Training for medical doctors for use of herbal medicine d. Workshop on the use of actual use research to reaffirm safety and efficiency of traditional and herbal medicines 24. In reference to the Joint Statement of the 4 th ASEAN Plus Three Health Ministers Meeting that there was a consensus to meet the MDG 4 and 5 by The Meeting was informed that the ATFMCH work plan has been formulated and endorsed by the 7 th SOMHD. The said joint statement appears as Annex 9 the Meeting noted the following activities for collaboration: a. Exchange program on priority areas for MCH b. Development of minimum regional guidelines on training and accreditation of skilled birth attendants for adoption by AMS 25. The Meeting was informed that the ASEAN Declaration of Commitment; Getting to Zero New HIV Infection, Zero Discrimination and Zero AIDS Related Deaths adopted at the 19 th ASEAN Summit, 17 November 2012, Bali Indonesia. 5 7 th SOMHD has agreed to the initiative of ASEAN Cities Getting to Zeros as a concrete follow-up to the said ASEAN Declaration. The Meeting was informed that there are national and regional activities that will need support and collaboration with Plus Three. The concept note appears as Annex The Meeting noted the Call for Actions on Elimination of Rabies by 2020, which was supported by the 3 rd ASEAN Plus Three Health Ministers Meeting in 2008 in Philippines. The Meeting was informed that AEGCD and ASEAN Sectoral Working Group on Livestock (ASWGL) will conduct the joint consultative meeting to support the call for action. The meeting requested Plus Three to participate to the said meeting. 27. The Meeting noted the endorsement of non-communicable diseases work plan, which appears as Annex 11 which support the implementation of the Joint Statement of 4 th ASEAN Plus Three, July 2010, Singapore. The Meeting highlighted the conduct of regional forum on NCD, and development of advocacy tools, among others. 6.3: Identification of Collaborative Areas in The Meeting exchanged views on the proposed collaborative activities at two levels, that is, identifying the component/areas of collaboration, and the form of support or modes of collaboration. The Meeting (particularly the Plus Three) welcomed the proposed priority areas for collaboration and noted the need to consult with the relevant agencies in-country (of the Plus Three) and to review the details of the activities including any resource allocation or cost-sharing scheme. 29. The Meeting noted China s priority cooperation on information sharing, study tour and consultation of experts among its priority areas of consideration with ASEAN. 30. The Meeting noted Japan s priorities which include communicable diseases such as partnership laboratories, field epidemiology training programme, and risk communication within the existing mechanisms such as training workshop hosted by NIID, pandemic preparedness and non-communicable diseases -- including strategies, policies and trainings on NCD. 31. The Meeting noted ROK s interest to support the areas of fellowship, trainings, workshops, and providing technical consultancy and expertise available in Korea to support the said priorities. ROK mentioned that there are available courses for health systems that ASEAN may be interested to participate. 32. The ASEAN Secretariat mentioned to the Meeting the common areas of health priorities between ASEAN and Plus Three include: a. EID b. APL c. Risk Communication d. PPR e. 6 33. The Meeting discussed the available mechanism to support the implementation of identified activities including accessing ASEAN Plus Three Fund in ASEAN Secretariat. The Meeting was informed on the procedures of seeking funding support to proposed projects. 34. Meeting expressed satisfaction in view of the fact that the health cooperation under the ASEAN Plus Three platform has been started in some of activities, taking into account the ASEAN priorities as well as the Plus Three interest. This development showed that implementation of directives of the 4 th ASEAN Plus Three Health Ministers Meeting was already on track. AGENDA ITEM 7: PREPARATIONS FOR THE 5 TH ASEAN PLUS THREE HEALTH MINISTERS MEETING AND THE PREPARATORY SENIOR OFFICIALS MEETING FOR THE 5 TH ASEAN PLUS THREE HEALTH MINISTERS MEETING, JULY 2012, PHUKET, THAILAND 7.2: Updates and Discussion on Administrative Arrangement 35. The Meeting noted ASEAN Secretariat s briefing on the issues to be followed up at the 5 th ASEAN Plus Three Health Ministers Meeting that includes: a. Follow-up from the 4 th ASEAN Plus Three Health Ministers Meeting such as APL, animal health human health collaboration, follow-up on ASEAN Plus Three EID Programme, b. Updates on collaboration i. Identified areas of collaboration ii. Issues, challenges, and way forward c. Joint Statement of the 5 th ASEAN Plus Three Health Ministers Meeting 36. ASEAN Secretariat presentation on this matter appears as Annex 12 A and the matrix of follow-up from the 4th ASEAN Plus Three Health Minister Meeting appears as Annex 12 B 37. Thailand briefed the Meeting on the preparation of the 5 th ASEAN Plus Three Health Ministers Meeting, and the Preparatory Senior Officials Meeting for the 5 th ASEAN Plus Three Health Ministers Meeting, which will be held on 3 July and 6 July 2012, respectively in Phuket, Thailand. The theme of the 5 th ASEAN Plus Three Health Ministers Meeting would be ASEAN Community 2015: Opportunities and Threat to Health. Thailand s updates appears as Annex 13 Action Line: Thailand AGENDA ITEM 8: OTHER MATTERS 38. 7 AGENDA ITEM 9: DATE AND VENUE OF THE 3 rd ASEAN PLUS THREE SENIOR OFFICIALS MEETING ON HEALTH DEVELOPMENT 39. The Meeting noted that the 3 rd ASEAN Plus Three Senior Officials Meeting on Health Development will be convened back-to-back with the 8 th SOMHD in 2013 in Singapore. Singapore informed the Meeting that the 8th SOMHD, 3rd ASEAN Plus Three SOMHD, and 2nd ASEAN-China SOMHD will be held tentatively on August Action Line: Singapore AGENDA ITEM 10: CONSIDERATION AND ADOPTION OF THE REPORT OF THE 2 nd ASEAN PLUS THREE SENIOR OFFICIALS MEETING ON HEALTH DEVELOPMENT 40. The Meeting adopted the report of the 2 nd ASEAN Plus Three SOMHD. AGENDA ITEM 11: CLOSING REMARKS 41. Dr. Haruka Sakamoto of the Ministry of Health of Japan as the Co-Chair of the Plus Three countries expressed her satisfaction on the Meeting outputs which had successfully identified and agreed on the areas of collaboration between ASEAN and Plus Three countries for the remaining year and the priority for next year. He thanked the Department of Health - Philippines for the excellent arrangements during the Meeting. 42. Dr. Enrique Tayag of the Department of Health - Philippines as the Co-Chair of ASEAN to the Meeting extended sincere gratitude to representatives of Plus Three countries and the ASEAN delegates for the kind patience, valuable inputs and comments. Furthermore, he thanked all delegates who have worked together with the great understanding and sense of family. He also thanked the secretariat of the Department of Health - Philippines for their hard work in preparing for the Meeting. Likewise, he appreciated the efforts of ASEAN Secretariat in coordinating ang facilitating the conduct of the Meeting. Lastly, he wished all the delegates happiness and safe return home after the successful Meeting. 43.
