Comprehensive Program Review Report Program Review - Information Technology Prepared by: Ramyar Alavi-Moghaddam What are the strengths of your area?: 1. The current program has close alignment with industry standards and certification requirements. 2. The current program has close alignment with the needs of local industry based on advisory committee, employer, and hired student feedback. 3. Matriculating students report close alignment between content and practical learning at COS, and the expectations of upperdivision course requirements at CSU and UC Bachelor programs. 4. Current Instructors in the program have extensive industrial experience that matches with the content areas each instruct. 5. The CISCO Academy program this year was honored as being in the top 25 percent of student success rates in the world, from among over 9,000 academies in 165 countries, and over 900,000 active students. 6. Full-time tenure faculty continues to work towards improving the program by working on SLO and PLO items. Allows the program to continue meet all SLOs / PLOs and strengthen alignment with institutional goals. What improvements are needed?: 1. The COMPTIA A+ program needs to be compressed to fewer classes, and a simpler certificate created to reflect changes in the local, regional, national, and international market. 2. The electronics program should be expanded to include micro-robotics, and micro physics to reflect changes in the local, regional, national, and international market. 3. Micro-controller and mobile device programming and interfacing courses should be created that reflect changes in the local, regional, national, and international market. 4. Re-organization of all hardware and software inventory including recycling old hardware software and replacing with more up to date technology. Describe any external opportunities or challenges.: 1. STEM funding and new K-12 partnerships are now possible. 2. UC and CSU partnerships may possibly be created. 3. Short courses and seminars for local middle and high-school students in STEM courses should be sponsored at COS. 4. Coordinated funding, purchases to update and maintain ever changing technology. Outcome cycle evaluation: New SLOs to be entered in via Tracdat. Overall SLO Achievement: Assessment cycle has not been completed Changes Based on SLO Achievement: Over 50% of students were able to achieve the above SLOs. To improve upon this percentage I need to have more up to date computer hardware as well as software. Students need more hands on practice with systems that resemble industry standards. The $35,000 would help purchase new systems and update the current outdated computers. Overall PLO Achievement: 1. Students can leverage classroom knowledge towards employment opportunities in the South Valley. 2. Students incorporate analytic thought process to apply classroom learning to real world problems. 3. Students understand how to make the transition form student to becoming an industry professional. Changes Based on PLO Achievement: To date I have a number students that have been able to find employment in the technology field while taking my courses. The goal is to increase this trend based on the PLOs listed above. The changes necessary to improve both number of students completing my certifications (District Objective 2.2), and increase in CTE student employment include (District Objective 2.4): More up to date equipment so they can interact with hardware and software that is comparable to industry standards. In addition I will continue to firm up relationships with industry partners. The collaboration will provide much needed real world experience to CIT students through internship, and job shadowing opportunities. Action: Existing course and certificate modification 10/19/2017 Generated by Nuventive Improve Page 1 of 8

Action: Creation of an ICT associate degree program Create an associate ICT degree. Research the need for and industry application of ICT Associate of Science degree with development of degree as stated goal. Implementation Timeline: Start Date: 01/14/2015 Completion Date: 05/25/2016 Identify related course/program outcomes: Through industry input and investigation by faculty, adoption of current SLOs and/or modification of SLOs to strengthen correlation between certificate and the need for an AS degree in ICT. Rationale (With supporting data): see attached documents External Mandate: Yes Mandate Explanation: Advisory committee recommendation Update on Action Updates Update Year: /23/2017 Completed: Yes Industry statistics for how ICT courses fill the void in industry for the immediate South Valley. Data indicates that there is substantial shortage of qualified technology workers in the area of network maintenance and support for our region. Please see attached document for more detail. Impact on District Objectives/Unit Outcomes: This impacts district object 2 (increase student success) by providing a clear pathway via ICT A.S. degree to employment in the technology industry. Supply Demand for A.S. Degree in ICT.pdf Technology - To improve accessibility to COS offerings related to ICT certifications, and degree (Website, brochures...). (Active) Why is this resource required for this action?: Students need to be aware that such a program exists and how it can help them transition to industry in two years or less. Notes (optional): Cost Estimate: 5000 COS Associates of Science in Information Communication Technology Non-Transferable.docx 10/19/2017 Generated by Nuventive Improve Page 3 of 8
Action: Improve student success, strengthen and maintain industry ties and course and program relevancy Through the hiring of a full-time faculty member, student success will be strengthened and courses, including SLOs and PLOs will be updated to reflect industry demands and needs. Thereby better preparing students for gainful employment in the sector. Implementation Timeline: Start Date: 11/13/2014 Completion Date: 05/25/2016 Identify related course/program outcomes: District objective 1.1 and 3.2 were met. Person(s) Responsible (Name and Position): Thad Russell Rationale (With supporting data): See attached documents External Mandate: No Mandate Explanation: Replacement Position Faculty- New/Replacement - Full-time, tenure-track instructor (Active) Why is this resource required for this action?: Research indicates clear positive correlation in student success when students are engaged with faculty beyond the classroom (Astin, CCSSE, O Banion). In CTE disciplines the potential for longterm relationships with students well beyond graduation increases industry support. Adjunct instructors do not have the time or resources to develop and nurture relationships with industry partners or students which fosters the vitality of the program. Adjuncts have limited access and ability to maintain updated curriculum, SLOs, PLOs and assessments, which are vital to a successful program. All CTE programs benefit from a stable, lead or champion instructor. Linking to District Objectives: District Objective The ICT program has consistently high enrollment. A full-time, tenure-track instructor is necessary to maintain and increase these numbers based upon the necessity for updating and improving the program to meet industry standards. District Objective As noted above, research supports the necessity of a full-time instructor and the commitment of the division to a given program to maintain or increase student attainment of degrees or certificates. District Objective As noted above, research supports the necessity of a full-time instructor and the commitment of the division to a given program to maintain or increase student attainment of degrees or certificates. 5 the Student Equity Plan. Action: ; Re-organize and update ICT inventory In co-operation with my industry partners, have old hardware recycled and replace it with newer hardware software, so our programs are in line with industry standards and demands. Implementation Timeline: Start Date: 09/01/2016 Completion Date: 05/31/2017 Identify related course/program outcomes: ICT-201: 1. Secure a Windows workstation. 2. Configure, secure, and synchronize mobile devices that use the Android OS. 3. Critique basics of server-side and client-side virtualization. 4. Install and share printers and manage printer features, add-on devices, and the printer queue. ICT-211: 1. Install and configure Windows Server. 2. Manage Active Directory objects. 3. Automate Active Directory administration. Rationale (With supporting data): The inventory is outdated and doesn't parallel what the industry utilizes in most environments. External Mandate: Yes Mandate Explanation: Industry Standards Update on Action Updates Update Year: Completed: No This is an ongoing project for the coming year. Impact on District Objectives/Unit Outcomes: 05/23/2017 Instructional equipment - Increase inventory of new computers (35 Windows 10 desktop computers to server all ICT courses and the associates degree program). 6 Action: ; ICT marketing Provide informational tours twice a year (Fall and Spring semesters) for students. Have a system of referring students to industry partners for internship, job shadowing, and volunteer opportunities. Status: Continued Action Implementation Timeline: Start Date: 09/01/2016 Completion Date: 05/31/2017 Identify related course/program outcomes: Provide industry experience through internships, job shadowing, and volunteer work with industry partners. Rationale (With supporting data): Two year technology degrees will be the main component in economic growth in the south valley for the coming years. External Mandate: No Mandate Explanation: Update on Action Updates Update Year: /23/2017 Completed: No This will be an ongoing process. This year I had 4 students that landed internship opportunities in industry. Impact on District Objectives/Unit Outcomes: This impacts our 2nd district objective (increasing student success). By gaining experience in the technology field while taking courses at COS, students will have a better chance at becoming full time professionals once their education is complete. Action: Provide A.S. Degree in ICT in the catalog for students Launch the program via CurricNet. Approved program would be available in the COS catalog. Status: New Action Implementation Timeline: Start Date: 05/23/2017 Completion Date: 05/31/2018 Identify related course/program outcomes: This degree prepares students for entry-level employment and/or potential further study in the field of computer Information Technology, and information systems with exposure to computer hardware, software, 10/19/2017 Generated by Nuventive Improve Page 6 of 8
network fundamentals, system security, programing, and database systems including virtualization components. PROGRAM OUTCOMES: Upon completion of this program, students will be able to design, support, and manage network systems. CAREER OPPORTUNITIES: The Associates in ICT will allow students to prepare for careers in the following fields: Help desk technician, Network support technician, database development/maintenance, and other support roles related to computer networks. GENERAL EDUCATION AND SUBJECT REQUIREMENTS: College of the Sequoias Associate Degree General Education (COS-GE) 22 Units Rationale (With supporting data): See market research document attached. External Mandate: No Mandate Explanation: Instructional equipment - NETLABs is a virtualization platform for various technology courses so that students can take advantage of flexible real world hands on experience. (Active) Why is this resource required for this action?: The A.S. degree will require a broad spectrum of lab equipment including hardware as well as software. To maintain and upgrade all the required items for every class would be impossible from an administrative perspective (setting up labs and updating them continuously) since there initially there are ten courses, and each has a dozen or more topics that require lab work. In addition upgrading and updating the equipment required for the lab component in each class would be cost prohibitive. NETLABs offers up virtual labs for ICT courses which are maintained and updated by the service provider. There is no need to purchase hardware, software, and then configure the equipment for each and every class. It's a more cost effective way to provide students with hands on opportunities with the course work. Notes (optional): Just to provide some perspective; one year ago I replaced a server that runs the network for two classrooms I teach in. It cost my department over $8,000. This doesn't include the labor for setup and configurations. Cost Estimate: Action: Offer courses required by industry currently not offered in the ICT program Seek out training opportunity, and curriculum toward bring such classes to the COS ICT program. Status: Continued Action Implementation Timeline: Start Date: 10/02/2017 Completion Date: 08/31/2018 Identify related course/program outcomes: ICT full time faculty 10/19/2017 Generated by Nuventive Improve Page 7 of 8
Rationale (With supporting data): Courses not currently offered by required by industry are recommended by the ICT industry advisory committee. External Mandate: No Mandate Explanation: Non-instructional equipment - Training in virtualization technologies related to server and network components. (Active) Why is this resource required for this action?: Virtualization is common place in all IT organizations. Based on feedback, and recommendations from industry advisory for ICT it's crucial that we offer at least an introductory course in virtualization. Notes (optional): Cost Estimate: COS Associates of Science in Information Communication Technology Non-Transferable.docx District Objectives Increase training for academic and student services staff and faculty to respond to the unique needs of our student population. 10/19/2017 Generated by Nuventive Improve Page 8 of 8
