1 ACCREDIA L ente italiano di accreditamento Integrity programs carried out by the Scheme Owners in agri food certification schemes And relationships with the Accreditation Bodies (Accredia experience) 1 24 October 2013

2 Integrity programs The evaluation of the management of the certification scheme is the aim of the integrity programs. The Scheme Owners do not assess CABs in terms of independence, impartiality and organization, this task is duty only of the Accreditation body October 2013

3 Global GAP has been the first Scheme Owners establishing an Integrity Programs in agri food voluntaries certification schemes October 2013

4 Global GAP Integrity Program (IPRO) The first pillar of this integrity program is BIPRO (Brand Integrity Program), it regards contractual issues, database, logo use, complaint management, administrative requirements, etc. Accreditation Bodies are not involved in this activity and they are not informed about that 4 24 October 2013

5 Global GAP Integrity Program (IPRO) The second pillar of this integrity program is CIPRO (Certification Integrity Program) it regards inspection, audit or certification performance of the CAB. Accreditation Bodies are involved in this program and they are regularly informed on each step, starting by the planning to the final results of the assessment. The Accreditation Body can be present during the assessment carried out by the GLOBAL Gap personnel 5 24 October 2013

6 Recently others scheme owners have established integrity program. The approaches used are based on a combinations of activities: assessments in CABs offices, witness, document evaluations, identifications of KPI and comparison of audit results with the standard parameters established by the Scheme Owner October 2013

7 Usually different levels of breach and penalties are defined. Independently by the system used the integrity programs involve the exchange of the information with the Accreditation Bodies October 2013

8 Conclusions Relationships between Scheme Owners and Accrediation Bodies are consolidated where the Integrity Program has been established several years ago and it is improved where it is recently put in place. Accreditation Bodies are informed on the evaluation results and the surveillance program of the ABs can change on the basis of the Integrity program results October 2013

9 Conclusions The Accreditation Body can, on the basis of the Integrity program results, evaluate the preventive or corrective actions defined by the Certification Body and to assess in which way the CAB improves its quality management system October 2013

10 Accredia, during its assessment on the CAB offices assesses if the CAB has managed the concerns issued during the Scheme Owners integrity program assessment and which kind of treatments and corrective/preventive actions it has put in place. Accredia has in its reports specific fields for that October 2013

11 Are the Integrity Programs established by the scheme owners a new experience for the accreditation system in the food area? October 2013

12 Accreditation is a requirement as well in regulated certification schemes as Organic Farming, Protected Denomination Origin and wine. According to the Reg. 882/2004 the competent authority may delegate specific tasks related to official controls to one or more control bodies...if it is impartial and free from any conflict of interest as regards the exercise of the tasks delegated to it; October 2013

13 Reg. EU 392/2013 Article 92e Annual inspection of control bodies Competent authorities shall organise an annual inspection of the control bodies that have been delegated control tasks in accordance with Article 27(4)(b) of Regulation (EC) No 834/2007. For the purposes of the annual inspection, the competent authority shall take into account the results of the work of the national accreditation body as referred to in Article 2(11) of Regulation (EC) No 765/ October 2013

14 During the annual inspection the Competent Authority has to control operators files. control file means all the information and documents transmitted, for the purposes of the control system, to the competent authorities of the Member State or to control authorities and control bodies by an operator subject to the control system (Reg. EU 392/2013) October 2013

15 Working document of the Commission services on official controls in the organic sector 6. SUPERVISION OF CONTROL BODIES Competent Authority has to communicate and cooperate with the national accreditation body; agree on a work plan with it in order not to repeat certain audit tasks October 2013
