4 Introduction About the American Public Works Association The American Public Works Association (APWA) is an international educational and professional association of public agencies, private sector companies, and individuals dedicated to providing high quality public works goods and services. Originally chartered in 1937, APWA is the largest and oldest organization of its kind in the world, with headquarters in Kansas City, Missouri, an office in Washington, D.C., and 64 chapters throughout North America. APWA provides a forum in which public works professionals can exchange ideas, improve professional competency, increase the performance of their agencies and companies, and bring important public works-related topics to public attention in local, state and federal arenas. The association is a highly participatory organization, with hundreds of opportunities for leadership and service, and a network of several dozen national committees in every area of public works. Governed by a 17-member Board of Directors, elected at both the regional and national levels, APWA is an open, flexible association with a diversified membership of 29,000 and a reputation for quality services and products. APWA Mission: The American Public Works Association promotes professional excellence, understanding of, and competency and credibility in public works. Purpose of the Certified Public Infrastructure Inspector (CPII) The purpose of the Public Infrastructure Inspector Certification is to promote quality infrastructure throughout the community by advancing the knowledge and practice of construction inspection to benefit the community and public agencies. Testing Agency APWA contracted with Applied Measurement Professionals, Inc. (AMP) to assist in the development, administration, scoring, analysis, and score reporting of its CPII Examination. Statement of Nondiscrimination APWA does not discriminate among candidates on the basis of age, gender, race, color, religion, national origin, disability or marital status. Application Process Schedule and Deadlines All certification-related materials must be submitted on or before published deadlines. A document or payment will be considered submitted on or before the published deadline if: It is physically received by APWA on or before the deadline; It is deposited on or before the deadline in the U.S. Postal Service (USPS), registered or certified mail, and the official USPS postmark date (not a private postage meter mark) appears either on the envelope or on the receipt provided by the USPS at the time of mailing; or It is deposited on or before the deadline with a commercial expedited-delivery courier service. Fees and Payment Methods A fee of $295 will be charged for the Certified Public Infrastructure Inspector examination. Separate fees will apply for eligibility and recertification applications. Fees may be paid by credit card, check or money order payable to APWA. Withdrawals and Refunds The examination fee is refundable (minus $50 processing fee) if candidate notifies the CPII Council of the test site cancellation and refund request in writing 45 business days prior to the examination date. Candidates who do not request a refund by this date forfeit all fees. 2

5 Under extreme circumstances or unforeseen emergencies (such as serious illness or injury of either the candidate or an immediate family member, death in the immediate family, court appearance or jury duty, military duty, inclement weather, terrorist acts, a natural disaster), late cancellations may be accepted. Extreme circumstances must either immediately precede or coincide with the exam and documentation must be provided in writing within 30 days of the exam. Approvals will be made on a case-by-case basis. Certification System Sequencing and Timing Limitations After being determined eligible, candidates complete a multiple-choice exam in a 3.5 hour time frame. Candidates have a 24 month window within which they must successfully pass the exam. Should a candidate not successfully complete all requirements within this window, he or she will be required to reinitiate the certification application process and pay associated fees. The window begins upon eligibility application approval. Test Dates and Locations The Public Infrastructure Inspector Certification examination is administered at least two times per year. Examination sites are determined based upon the geographic distribution of candidates and availability of proctors. Notification of the biannual examination dates and sites are published at least six months prior to test administration. APWA reserves the right to schedule additional administrations with less notice. Dates and locations for the CPII examination are posted at www. apwa.net/certification. Preparing for the Examination About the Examination Content Outline The examination is composed of 150 multiple-choice questions. The examination is based on three major content areas. Each content area is described by the list of tasks that follow the content heading in the examination content outline. In addition, the number of examination questions devoted to each major and minor content area is indicated. Each question on the examination is also categorized by a cognitive complexity level. These levels are related to the type of thinking required to answer the questions. The three levels are: Recall: The ability to recall or recognize specific information; Application: The ability to comprehend, relate or apply knowledge to new or changing situations; and Analysis: The ability to analyze and synthesize information, determine solutions and/or evaluate the usefulness of a solution. Interpret plans and specifications. 11. Verify the accuracy of dimensions of installations and layouts. 12. Prepare sketches of construction installations that deviate from plans. Studying for the Examination It is recommended that study begin by reviewing the examination content outline. Review the content categories and related tasks, identifying those tasks that are not performed regularly and are not familiar. Then, focus study on those unfamiliar tasks. Remember that all questions in the CPII examination are job-related and test the application and analysis of information, as well as the recall of factual information. Recommended Reading List APWA recommends that review for the CPII examination focus on references and programs that cover the information summarized in the CPII examination content outline. It should not be inferred that questions in the examination are selected from any single reference or set of references or that study from specific references guarantees a passing score on the examination. A recommended reading list is available on APWA s website at Day of the Examination Getting to the Examination An examination admission notice will be mailed to scheduled applicants two weeks prior to the examination. The notice will give the location, date, and time of the examination. We recommend that you locate the testing site and parking locations before the morning of the examination. Allow extra time on the morning of the examination to find parking and remember that parking lots may charge a fee. Americans with Disabilities Act APWA complies with the Americans with Disabilities Act and strives to ensure that no individual with a disability is deprived of the opportunity to take the examination solely by reason of that disability. Through its agents, APWA will provide reasonable accommodation for a candidate with a disability who requests accommodation. Wheelchair access is available at all Assessment Centers. A candidate with a visual, sensory or physical disability that prevents taking the examination under standard conditions may request special accommodations and arrangements. For either a computer administration or a special administration, complete the Request for Special Examination Accommodations form included in this Handbook and submit it with an application and fee at least 45 days prior to the examination date. Religious Holiday Special arrangements will be provided at no additional fee to applicants with religious observances that conflict with the testing date or time and who submit with their certification application a written explanation of their needs. The Council may submit information regarding the stated request to its own expert advisers and reserves the right to provide only those reasonable accommodations as required by law. Special Learning Need or Medical Accommodations Not Covered under the Americans with Disabilities Act: At the determination of the Council, accommodations for testing may be provided at no cost to candidates with special needs not covered under the Americans with Disabilities Act who submit with their certification application the Special Testing Accommodation Request and Documentation of Special Needs by Qualified Provider Forms included in this Handbook. Certain abilities or conditions may be considered so essential to the professional practice of inspectors that special accommodations for eligibility or testing may not be available as determined by the Council. 6

9 Inclement Weather or Other Circumstances Preventing Testing If any candidate is unable to arrive at a designated exam site because of inclement weather, terrorist acts, a natural disaster, or other unforeseen emergencies beyond control of the candidate as determined by the CPII Council, the candidate will be allowed to take the next regularly scheduled examination without being charged a reexamination fee. If for any reason the exam is unable to be administered, then the examination will be rescheduled within a reasonable period of time. Candidates may take the examination at the next administration without being charged a re-examination fee. Candidates will be responsible for their own travel-associated expenses for future testing. Admission to the Test Center To gain admission to the examination room, candidates must present two forms of identification, one with a current photograph. Both forms of identification must be current and include the candidate s current name and signature. Candidates will be required to sign a roster for verification of identity. It is advisable to bring any information notice provided by APWA or AMP. Acceptable forms of photo identification include: a current driver s license with photograph, a current state identification card with photograph, a current passport, or a current military identification card with photograph. Employment ID cards, student ID cards and temporary identification cards are NOT acceptable as primary identification. A candidate without proper identification is not permitted to test. Rules for the Examination 1. Candidates arriving at the designated examination site after the proctor has begun reading the examination instructions will not be allowed to sit for the examination. 2. No personal belongings (other than those required for medical or personal needs), books, papers, computers, dictionaries or other reference materials may be taken into the testing room. 3. No personal pens, pencils or other writing instruments are allowed in the testing room. Pencils and calculators will be provided during check-in. 4. Examinations are proprietary. No cameras, notes, tape recorders, Personal Digital Assistants (PDAs), pagers or cellular phones are allowed in the testing room. 5. No eating, drinking or smoking is permitted in the testing room. 6. No documents or memoranda of any kind are to be taken from the testing room. Each candidate will be provided one sheet of scratch paper that must be returned to the supervisor at the completion of testing. 7. No questions concerning the content of the examination may be asked during the examination. 8. Permission from the examination proctor is required to leave the testing room during the examination. No additional time is granted to compensate for time lost. 9. No guests, visitors or family members are allowed in the testing room or reception areas. A candidate may be dismissed from the examination for misconduct. Specific examples of misconduct include: The candidate s admission to the examination is unauthorized. The candidate creates a disturbance, is abusive or otherwise uncooperative. The candidate uses outside notes, references, unauthorized aids or an unauthorized calculator. The candidate gives or receives help or is suspected of doing so. The candidate attempts to remove examination materials or notes from the testing room. The candidate attempts to take the examination for someone else. Violation of any of the above provisions will result in the dismissal from the examination session. The candidate s score on the examination will be voided and examination fees will not be refunded. Evidence of misconduct is reviewed by the Appeals Committee to determine whether the candidate will be allowed to reapply for examination. If re-examination is granted, a complete application and examination fee are required to reapply. Test Security APWA and AMP maintain examination administration and security standards that are designed to assure that all candidates are provided the same opportunity to demonstrate their abilities. The testing environment is continuously monitored by examination personnel. 7

10 Copyrighted Examination Questions All examination questions are the copyrighted property of APWA. It is forbidden under federal copyright law to copy, reproduce, record, distribute or display these examination questions by any means, in whole or in part. Doing so may subject you to severe civil and criminal penalties. Handling of Examination Materials The CPII Council and its testing agency will take all available precautions to ensure the appropriate and secure handling of completed tests. In the rare and extreme case in which the tests become lost or unreadable due to inclement weather, terrorist acts, a natural disaster, or other unforeseen emergencies beyond control of APWA or the testing agency, candidates will be required to undergo retesting without being charged a re-examination fee. Candidates will be responsible for their own travelassociated expenses for future testing. Score Reporting Approximately 6 weeks after the examination, APWA s testing agency will mail examination results to candidates. For security reasons, results will NOT be given over the phone or be sent by fax or . Score reports will include an overall pass or fail indication. Individuals who fail the exam will receive a detailed score report (including overall score and scores by domain). Requests for Handscoring You may request a handscore of your answer sheet. Requests must be made in writing, postmarked no later than 12 weeks after the test administration date using the form in the back of this handbook and including a fee of $25. A notice of the handscored results will be mailed within 2 weeks of the request. The results of the handscoring will be final. After the Examination Confidentiality The nature, format, content and results of examinations administered by the CPII Council and all application materials are considered confidential information and will be treated as such in accordance with policies and procedures adopted by the Certification Committee, unless appropriate permission is obtained or where otherwise required by law. Further, the CPII Council and its testing agency stores, processes, and uses data collected from application forms and test score reports. Data is stored only to the extent necessary for processing and validating applications/ examination scores and in compliance with related record retention regulations. Under no circumstances will individual data or test scores be shared with any entity outside of the Public Infrastructure Inspector Certification Commission and its testing agency, unless permission is obtained from the candidate or certificant or unless otherwise required by law. Candidate test scores are not released by telephone or electronically, but only in written form as an official Public Infrastructure Inspector Certification Council or APWA testing agency document. The CPII Council may develop and publish statistical data regarding the exams provided that the identities of the candidates are not divulged. Duplicate Score Report Additional copies of the score report may be purchased at a cost of $25 per copy. The request must be made in writing within 12 months after the examination using the form in the back of this handbook and including the required fee. The duplicate score report will be mailed within 3 weeks after receipt of the request. Appeals Only the following decisions may be appealed: 1) the CPII Council s interpretation of standards, including candidate eligibility determination, certificant renewal determination, Public Infrastructure Inspector Certification revocation determination; 2) alleged inappropriate exam administration procedures; and 3) alleged testing conditions severe enough to cause a major disruption of the examination process. Because the performance of each question on the examination is subject to an item analysis, and the results approved by the CPII Examination Committee prior to the final scoring of the examination, there are no appeals accepted for challenging individual items, answers, or a failing score. 8

11 Filing an Appeal Candidates or certificants may appeal decisions of the Council within 30 days of receipt of written notice of the Council s decision. The written appeal must include the stated appeal, the reason for the appeal (including relevant supporting materials), appellant s identification number, and appellant s day phone number. The appeal should be addressed to the certification manager of the American Public Works Association. Retesting There is no limit to the number of times a candidate who has failed the certification examination can retake the examination. If within the 24-month eligibility window, candidates must submit a new testing application and pay all applicable fees. If outside of the 24-month eligibility window, candidates must re-establish eligibility and pay all applicable eligibility and testing application fees. In the event that a candidate passes any APWA certification test, the certificant is prohibited from retaking the test. Use of the Certification Title and Initial Designation Individuals who earn and maintain the Public Infrastructure Inspector Certification may use the title Certified Public Infrastructure Inspector and the initial designation CPII in business correspondence, such as on business letterhead, business cards, and all forms of address. The title and initial designation may not be used to imply that a business is certified. Use of the title and initial designation by individuals who have not been awarded and maintained the certification is expressly prohibited. Maintenance of Certification Requirements Upon successful completion of the exam, candidates become certified for a period of five years. Prior to the end of the five-year period, Certified Public Infrastructure Inspectors must submit a recertification application documenting compliance with the following requirements: Completion of a minimum of 5.0 continuing education units. (50 hours of instruction) Successful completion of the examination for recertification. Continued agreement in writing to adhere to the APWA Standards of Professional Conduct and affirming no history of felony convictions related to the practice of public infrastructure inspection. Payment of the current recertification application fee. Continued employment as a public infrastructure inspector. Details on these requirements will be provided to all CPIIs in a Certificant Guide provided upon certification attainment. Notice of Recertification Prior to one year before the expiration of certification, APWA will send certificants a notice and a current recertification application. This notice will be sent to the certificant s address identified on the certification application. It is the responsibility of each individual certificant to notify APWA of a change of address, to be aware of his or her certification expiration date, and to complete the application by the stipulated deadlines. Failure to Meet Recertification Requirements Individuals who do not meet recertification requirements by established deadlines will lose certified status. An individual whose certification has been revoked due to failing to meet recertification requirements must reapply as a new applicant, pay all associated fees, and fulfill all certification requirements. 9

Incomplete or improperly completed applications will either delay processing and/or render the application ineligible. Complete the paper application included here or download a copy from www. apwa.net/certification. Complete the application in its entirety. 1. Application deadlines for each scheduled examination are listed at October 18, 2008, Seattle, Washington Exam Application Deadline: September 18, 2008 October 18, 2008, Orlando, Florida Exam Application Deadline: September 18, 2008 January 24, 2009, Oakland, California Exam Application Deadline: December 18, 2008 April 25, 2009, Charlotte, North Carolina Exam Application Deadline: March 26, 2009 July 18, 2009, Denver, Colorado Exam Application Deadline: June 18, Submit to APWA a completed examination application and appropriate fee by the deadline date to be considered. 3. An examination application is considered complete only if all information requested is complete, legible and accurate, and if the appropriate fee accompanies the application. A paper application that is incomplete will be returned, along with any fee submitted minus a $25 processing fee. 4. Applications must be legibly printed. 5. Retain a copy of the completed examination application and these instructions for your records. 10
