3 What is it? A credential for Shipyard Labourers issued by the Industry Training Authority (ITA) Not a Certificate of Qualification (C of Q) which is issued to apprenticeship programs An ITA Occupational Certificate Will be known as the Shipyard Labourer ITA Occupational Certificate Recognized and issued by the ITA after a challenger meets a prescribed standard through a formal assessment process
4 WHY: ITA OCCUPATIONAL CERTIFICATE Not all jobs align with the traditional apprenticeship model. This credential offers an alternative, based on recognizing current competencies and prior learning. Will define a known standard and level of competency for Shipyard Labourer and recognize that knowledge and experience through credential. Will allow the development of a body of knowledge a training package that can support those working as Shipyard Labourers. Core/Specialty

14 Assessment Methods ITA Assessor Training
15 Assessment Tools Portfolio of evidence Written knowledge assessment Technical conversation Practical assessment A collection of direct, indirect, or third party evidence (such as documents or product samples) submitted by the candidate for review. The evidence helps an assessor make an informed judgment about competence. The written knowledge assessment is presented in question format and tests the underpinning knowledge required to effectively perform the work, as described in the unit. The technical conversation identifies, through conversation and interview, the underpinning knowledge required to effectively perform the work, as described in the unit. It provides the assessor with an opportunity to explore a range of issues and tailor questions to suit the individual. The practical assessment methods identify, through direct observation of the candidate, the skills, knowledge and attributes required to effectively perform the work, as described in the unit. This may occur in a structured or simulated work activity.
16 Principles of assessment Validity Assessment must relate to the unit(s) of competency being assessed Assessment tools must reflect and capture the critical evidence, performance criteria, and range statements outlined in the units of competency, and not only the underpinning skills and knowledge Reliability Reliability refers to the degree of consistency and accuracy of the assessment outcomes Reliability is the extent to which the assessment will provide similar outcomes for candidates with equal competence at different times or places, regardless of the assessor conducting the assessment
17 Principles of assessment Flexibility Flexibility refers to the opportunity for a candidate and the assessor to negotiate certain aspects of the assessment (for example, timing of the assessment) All candidates should be fully informed (e.g. through an Assessment Plan) of the purpose of assessment, the assessment criteria, methods and tools used, and the context and timing of the assessment. Fairness A fair assessment is transparent and does not disadvantage particular candidates or groups of candidates An assessment should not place unnecessary demands on candidates that may prevent a candidate from demonstrating competence
18 Rules of evidence Well-designed assessment tools will help to ensure that the evidence collected is: Valid It is directly related to the unit(s) of competency being assessed. Authentic It can be verified that the evidence is the candidate s own work. Current It demonstrates the candidate s current knowledge and skills.

21 Shipyard labourer credential Assessment pilot Will be conducting a pilot assessment to validate the OPS, the credentialing model, assessment tools and the assessment process Pilot is funded by the ITA 3 registered assessors Target size of pilot is 50 challengers who have at least 4000 hours of experience and possess a current WHMIS Certificate Challengers to come from large, medium and small employers both public and private Assessment period March 25 th April 30 th, 2013
22 Way-ahead IMTARC will be the assessment agency and assessors will be working for IMTARC. Need to get 50 challengers identified by March 18 th. Want 20 from large yards, 20 from small and medium yards, and at least 10 from public. Need yards have challengers complete selfassessment check-list and then complete application for certification challenge including the creation of portfolio of evidence. IMTARC and Victoria Pazukha will assist in this process and will brief yards upon request.
