New BSD Modules Administration and Examination Guidelines for Holding ISEB BSD Written Examinations Examination Guidelines Providers who are eligible to hold an examination for the first time must submit their proposed examination paper to ISEB at least six weeks before the proposed examination date for moderation. ISEB will notify the Provider with any feedback and will also advise whether the reviewers wish to see the revised paper or not. This is required for all Providers offering BSD modules, and for all current Providers who are offering new modules. Please note that all open book examinations must be 100% scenario based. 2. Registration of Candidates Candidates new to the BSD scheme must complete BSD4. This is sent to ISEB at the first available opportunity along with the examination results on the BSD3 form. Candidates need only then re-complete the form if and when their details change, i.e. change of address, change of name on certificate, etc. 3. Form to be completed at the start of the Examination Candidates taking part in any written examination should be given the BSD5 form at the start of the examination on which they should write their name and (if not pre-printed by the Provider) the name of the module and the Provider s name. This must be attached to the candidate s script before forwarding to ISEB. 4. The Examination Itself The Internal Examiner should ensure that the examination question paper and marking guidelines are written well in advance of the examination date. The examination papers and marking guidelines must be kept secure at all times. 5. The Examination Room The room where the examination is held should be suitable for the examination. It should be a comfortable temperature, clean, and not noisy. The adjoining rooms and corridors should also be quiet. There should be easy access to toilets although candidates are not usually permitted to leave the room during a one-hour examination. The aim is for the candidates to sit so that they are 1.25 meters apart, and all should be facing the same direction (towards the invigilator). If one room is not suitable, two rooms may be used, but two invigilators would be required. Otherwise, two sittings of the examination could be held consecutively, provided that the invigilator can ensure that the outgoing candidates do not talk to the incoming candidates during the changeover. Candidates should be able to see a clock. 6. Request for Additional Time If any candidates do not have English as their primary language, Examination Providers are permitted to request an extension of time for the examination. Candidates are also permitted the use of a paper dictionary (electronic dictionaries are not permitted), provided that the invigilator has checked it (to ensure that notes have not been written in the dictionary as well as other notes included on bits of paper) before the examination starts. 2 7. Immediately before the Examination Check the suitability of the room and that you have enough tables and chairs. The candidates answer papers, an ISEB Examination Cover Sheet (Form BSD5) to front the candidates answers, and working paper should be placed on each candidate s desk before they enter the room. Once the candidates are all present (check that you have everyone you expected!) and seated in their places the examination paper is handed out face-down - the candidates are not allowed to look at it until the invigilator tells them they may start the examination. It is important that candidates are told to clearly mark each page of their answer and rough work with their identity (either candidate number or name). 8. Invigilation The Examination Director, or a person nominated by the Examination Director on the understanding that they are familiar with the invigilation requirements, may invigilate the examinations. It would not be considered acceptable to use a customer representative as invigilator, although in exceptional cases the approval of the appropriate ISEB Qualifications Manager may be sought. The invigilator advises the candidates how long they have to answer the paper, that they have 15 minutes reading time where appropriate (though notes are not allowed to be made during this period of time). At the end of 15 minutes the invigilator will advise the candidates that they may begin. The invigilator should inform the candidates when ten minutes examination time remains, and when time is up. The invigilator then collects ALL the examination papers. A candidate finishing the examination early must remain quietly at their desk until the end of the examination. 9. During the Examination Candidates are not permitted to leave the room unless under exceptional circumstances, for example if someone has a plane to catch or becomes ill. Once a candidate has left, they are not permitted back into the room. No response can be given to any queries relating to the content of the examination paper (e.g. ambiguities, questions about the meaning of a question). During the examination, the invigilator must watch and listen. It is their responsibility to ensure that there is no cheating by any candidate. They must not leave the room during the examination unless a replacement has been arranged in advance. If they see (and are sure) that someone is cheating, either by referring to notes in a closed book examination, or by referring to another candidate's script, Answer Grid or Sheet, when the examination is over, ask that person to remain behind after the others have left. Explain what was observed, and that their examination paper will not be marked. Separate that person's answer sheets from the others, and write a note on the back explaining to the marker what has happened. Do not respond aggressively to the candidate, but merely state what was observed and that this will be reported. The candidate may speak to their trainer to explain the situation if they wish and may lodge an appeal. Page 2 of 5

Immediately after the Examination At the end of the examination, candidates should be asked to check that their name is on their script/answer sheets (and Examination Providers name if relevant) and on the Header Page. ALL papers (including any notes written) must be collected in by the invigilator before any candidates are allowed to leave the examination room. After the examination, all papers, including candidate registration forms and candidate lists must be packaged securely and given to the accredited Internal Examiner for marking. Include a note describing any unusual circumstances that may affect the results of any or all candidates. All examination papers must be marked and returned to ISEB within four weeks of the examination date. ISEB reserves the right to declare the examination null and void if this deadline is not met. IMPORTANT NOTE: Candidates are not permitted to retain a copy of the examination paper. 11. Marking It is the responsibility of the accredited Internal Examiner / Provider to ensure that all the examination scripts and papers are kept securely before, during and after the marking process. All marking must be carried out in a coloured pen. All marking must clearly show how the candidate has obtained the marks (by putting a tick in the script to denote each mark or half mark). This helps with the transparency of the process and gives guidance to the auditors at a later date. The total mark, percentage and result should then be recorded on the BSD5 form attached to the candidate s script. Any papers requiring moderation must be done in a different coloured pen. Examination scripts that are within +/- 5% of the pass mark must be moderated by an accredited Internal Examiner to confirm the result. This should be clearly marked by the second marker in a different coloured pen on the script. ISEB allows for examination papers to be marked by someone other than an Internal Examiner on the understanding that the marks are approved by an accredited Internal Examiner. The Internal Examiner must also accept responsibility for the final marks. All marked scripts must be forwarded to ISEB to be received no later than six weeks after the date of the examination. Scripts returned after this date may be marked null and void. It is the accredited Internal Examiner / Provider who is responsible for providing examination feedback to the candidate, not ISEB. The Provider should have a procedure to ensure that feedback notes are available for any failed candidates in anticipation of a feedback request. 12. Negative Marking Sometimes, it is clear that a candidate includes correct answers by luck rather than understanding. This is often seen in such topics as entity-relationship models, where the Examiner is looking for, say, six entities, and is given 20, 14 of which are spurious, and the other 6 correct. It is not fair to award full marks for a clear lack of understanding, and so negative marking (deducting marks for incorrect answers) is appropriate in this circumstance. The negative marking should not be to the extent that a candidate ends up with a minus sum for a single question, but a proportion should be deducted from the total for that question. Markers should exercise judgement in this regard, and from time to time might receive further advice as a result of the continuous audit process. The Page 3 of 5

4 Examination Paper should alert candidates that marks might be deducted for spurious and/or illogical elements within their answers. This is entirely different from simply withholding marks because a candidate has not given all of the points expected in an answer. 13. Notification of Results The examinations will be marked by the accredited Internal Examiner and the names and details of all candidates taking part in each examination should be recorded on BSD3 with their result clearly stating whether it is a Pass or Fail and their mark shown as a percentage. It is the responsibility of the Provider to notify each candidate of the result of the examinations. The BSD3 form with all papers for ALL candidates with a copy of the examination paper and marking guidelines should then to be sent to ISEB with a purchase order number no later than six weeks after the examination has been held. Any registration forms for candidates new to the BSD scheme should also be included. ISEB will then send a certificate to each candidate no later than three weeks after the receipt of the BSD3 from the Examination Provider. 14. Processing of Scripts On receipt of Provider scripts, ISEB will register all new candidates and allocate a unique number to them. This candidate registration number will stay the same for all BSD modules. The passed modules of all examinations are recorded against each candidate and certificates issued. These are sent direct to the candidate unless otherwise notified. The Provider will be invoiced for each certificate processed. 15. BSD Oral Examinations Any candidate eligible to participate in a BSD oral examination will be notified either at the same time as when they are sent their certificate or shortly afterwards. For on-site examinations this should be done by the Provider. Any Provider requesting an on-site examination must complete form BSD8. All such requests must be made to ISEB at least four weeks prior to the examination date. It is important to also provide details of venue at this stage and provide a map and/or directions. ISEB will allocate two Examiners and notify the names to the Provider as soon as known. It is the Provider s responsibility to ensure that the candidate complete form BSD6 and send these to ISEB no later than two weeks before the examination date. These will be sent to the examiners along with the appropriate BSD7 form. Should a candidate not be eligible to participate in the oral examination the Examiners are to be notified before the start of the oral examinations. If there are fewer than five candidates attending on-site examinations, the Provider will be invoiced at the minimum rate of five candidates per day. The Provider will also be invoiced for the two examiners expenses. A copy of the expenses will be attached to the invoice. Page 4 of 5

5 16. BSD Forms Examination Guidelines All BSD forms are available on the web site. Any changes to these forms will be notified to the Provider with the web site forms updated at the same time. 17. Continuous Audit Forms (BSD10) ISEB provides written feedback normally to the Examination Director for the Examination papers which are set and marked by the Internal Examiners. It is incumbent upon Examination Directors to ensure that all comments are passed on to the relevant Internal Examiner who actually set the Examination papers, perform marking and conduct moderation so that the comments can be incorporated where necessary. It is insufficient for these to be merely filed upon receipt. 18. Invoicing When the BSD3 is received by ISEB the Examination Provider is invoiced for the administration / certificate fee times the number of candidates. Current fees are available on the ISEB website at The terms of payment are strictly 30 days from the date of invoice. 19. Appeals Procedure The Examination Providers must ensure that they have a mechanism in place for candidates to appeal against a result that in the candidate s opinion doesn t reflect their effort. Candidates should be permitted to make their case in writing no later than six weeks months after the examination date. Should the candidate believe that after exhausting the examination Provider s appeals procedure, they still have a case, then they should be advised to contact ISEB directly. The candidate will be charged a fee for this service, which will be refunded if the candidate s appeal is upheld. 20. Data Protection The Examination Provider must be aware of, and comply with the requirements of the Data Protection Act. 21. Destruction of Examination Materials ISEB will destroy all examination scripts six months after the examination date.
