1 1993 Specifications CSJ SPECIAL SPECIFICATION 1303 Lifelink 1. Description. This Item shall govern for the furnishing and installation of LifeLink equipment in Fiber Hubs (existing and proposed) and on all associated overhead sign bridge supports and camera support structures and in the TransGuide Operations Control Center as shown on the plans, as detailed in these Special Specifications and as directed by the Engineer. 2. General. The existing LifeLink System provides a distributed mobile Local Area Network (LAN) designed to link San Antonio Fire Department (SAFD) ambulances on or near San Antonio's freeway system with a hospital in the city. The link utilizes the facilities and roadside fiber-optic network of the TransGuide Advanced Traffic Management System (ATMS) to establish a communication link between a mobile ambulance and a hospital. The LifeLink System utilizes this mobile LAN communication network to conduct real-time video conferencing between an ambulance and a physician at the hospital. Additionally, the ambulance crew can use portable medical data instruments to send vital statistical data to terminal equipment in the hospital over this same mobile LAN network. The LifeLink Sytem utilizes a standard Ethernet LAN protocol that enables the use of Simple Network Management Protocol techniques for network management of configurable system devices. The proposed LifeLink equipment shall be fully compatible with existing LifeLink hardware and software. LifeLink equipment provides a communications interface between the ambulance and TransGuide Operations Control Center. LifeLink equipment shall be added to fiber hubs, video camera locations and in the TransGuide Operations Control Center which will provide for a communications link capable of supporting data transmission between an ambulance radio and the fiber hub radio to TransGuide. LifeLink radios with an Ethernet port, antenna, lighting arrester, and enclosure will be mounted on existing TransGuide camera poles and on existing overhead sign bridges. The Ethernet transceivers, half-to-full duplex converters, and wave division multiplexer with all incidentals shall be installed in existing and proposed fiber hubs and in the Control Center. The wave division multiplexers shall separate/combine the TransGuide SONET (1310nm) and LifeLink Ethernet(1550nm) data that is being multiplexed on the TransGuide protect fiber optic cable pair. 3. Materials. (1) General Requirements. All materials furnished, assembled, fabricated or installed under this Item shall be fully compatible with TransGuide existing hardware and
2 software. Equipment to be furnished at each fiber hub location and in the TransGuide Operations Center (TOC) shall include, but not be limited to, the following: 1. Wave Division Multiplexers with fiber optic cable, connector, etc. (2 required at each fiber hub and 2 required at TOC for each fiber hub). 2. Ethernet Transceivers with ST connectors (1 required per fiber hub and 1 required at TOC per fiber hub) 3. Half-to-Full Duplex Ethernet Converters (1 required per fiber hub) 4. AUI-to-Coax Adapter (1 required per fiber hub) 5. Wireless Ethernet Bridge Radio (1 required per fiber hub) 6. Interconnect Cable (as required) 7. Retractable Shelf (as required) 8. Coax Cable (as required) 9. Mounting Attachments (as required) 10. Enclosures (Galvanized-NEMA) (as required) 11. Power Cable (as required) 12. Antenna (OMNI Directional 2.4 GHz) (as required) 13. Lighting Arresters (as required) 14. Incidentals (as required) One LifeLink unit consists of all equipment shown above and installed per fiber hub location including associated equipment installed at TransGuide Control Center (see LifeLink Block Diagram). (2) Wave Division Multiplexer. A pair of wave division multiplexers shall be installed at each fiber hub. The multiplexers shall be placed on a retractable shelf furnished and installed by the Contractor. Shop drawings shall be submitted to the Engineer for approval. One multiplexer shall be used to multiplex the TransGuide bound 1310nm data and 1550nm LifeLink optical data. The second multiplexer is used to de-multiplex the fiber hub bound 1310nm TransGuide data and 1550 nm LifeLink data. The TransGuide protect fiber optic cable pair (Tx and Rx fibers) between the fiber hub panel and OC-3 MUX shall be routed between the wave division multiplexers and the OC-3 MUX. A new fiber optic pair shall be installed between the panel and wave division multiplexers to complete the original path. Another new fiber optic cable pair shall be installed to connect the wave division multiplexer 1550nm ports to the LifeLink fiber optic transceiver. A pair of wave division multiplexers shall be installed at the TransGuide Operations Control Center. One multiplexer is used to multiplex the TransGuide OC nm
3 transmit data and LifeLink 1550nm transmit data onto one fiber running to the fiber hub. The other multiplexer is used to de-multiplex the composite 1310nm and 1550nm data from the fiber hub back into separate 1310nm data for the TransGuide OC-3 receiver input and 1550nm data for the LifeLink receiver input. In order to accomplish this, the protect fiber optic cable pair that used to run between the lightguide distribution shelf and the OC-3 MUX shall be rerouted between the wave division multiplexer and OC-3, and a new fiber optic cable pair shall be installed between the lightguide distribution shelf and the wave division multiplexer to re-establish the original communication link. Another new fiber optic cable pair shall be installed to extend the LifeLink 1550nm data between the wave division multiplexer and the LifeLink Ethernet switching equipment. The wave division multiplexer shall meet the following requirements: Passband: 1295 to 1325, 1535 to 1565nm Fiber Type: Single Mode as stated in Special Specification Fiber Optic Cable (Single Mode) Typ. Thermal Stability: < ± 0.1dB Operating Range: -40 F thru 167 F Typ. Polarization Stability: < ± 0.1dB Directivity: <-50dB for 1x2 port configuration Typ. Excess Loss: <0.1dB <0.25dB <0.50dB Permormance Level: Standard Isolation >17dB Insertion Loss: <0.4dB Connector Type: ST Polish Type: UPC (-50dB to -59dB) Package Style: Module Pigtail Options: Bulkhead Operating Wavelength: 1310/1550nm In general, the wave division multiplexer is used to increase the information-carrying ability of a single fiber by combining the signals carried by 2 wavelengths onto 1 fiber, and by separating the 2 wavelengths carried by a single fiber onto 2 fibers. (3) Fiber Hub Ethernet Transceivers. A fiber optic Ethernet transceiver shall be furnished and installed by the Contractor in each fiber hub. The fiber optic transceivers shall be connected via an AUI port to a half-to-full duplex converter which also provides transceiver power. The fiber optic transceiver that is connected to the half-tofull duplex converter shall be located on the same retractable shelf as the wave division multiplexer. The fiber hub transceiver shall operate at 1550nm. The transceiver shall include an ST terminated TX and RX fiber optic connector which is connected to the fiber optic cable pair coming from the wave division multiplexer 1550nm ports. These transceivers convert the full duplex copper wire Ethernet by (AUI port) into a full duplex fiber optic TX and RX signal pair capable of providing the long distance range required to link the remote fiber hubs to the TransGuide Operations Center. For every fiber hub in the field a 1550nm fiber optic transceiver shall be installed in the TransGuide Operations Center (TOC). The fiber optic transceiver shall be rack
4 mounted. These transceivers convert the full duplex copper wire Ethernet bus into a full duplex fiber optic TX and RX signal pair capable of providing the long distance range required to link the remote fiber hubs to the TOC. The transceivers shall be installed in racks and shall be provided with power. The fiber optic transceiver TX port is connected to a multiplexing wave division multiplexer and the RX port is connected to a de-multiplexing wave division multiplexer in adjoining cabinets via a fiber optic cable. The transceiver also includes a full duplex 10BaseT port that is connected to a full duplex 10BaseT port on a switched Ethernet hub. The Contractor is responsible for furnishing and installing all cables, jumpers, etc. to make the system operational. The following are the requirements for the transceivers: AUI Singlemode fiber transceiver (1550nm, 50 km range): FP lazer with 34 db Data Rate: 10 Base (10 Mbps half-duplex) (20 Mbps full-duplex). Environmental: Operating temperature...32 F to 104 F. Storage temperature: 13 F to 122 F. Relative Humidity: 5% to 95% non-condensing. Connector: RJ-45 Impedance: 100 Ohms nominal. Signal level input: 350mV min. Channel length: 100m max. Cable type: Category 5. Safety: UL, C-UL,CSA,En60950(TUV). Emissions: FCC part 15, Class A. TP to Singlemode (1550nm): Data Rate: 10 Base (10 Mbps half-duplex) (20 Mbps full-duplex). Environmental: Operating temperature...32 F to 122 F. Storage temperature: 86 F to 158 F. Relative Humidity: 5% to 95% non-condensing. Connector: Shielded RJ-45, 8-pin jack. Impedance: 100 Ohms nominal. Signal level input: 350mV min. Channel length: 100m max. Cable type: Category 5. Safety: UL, C-UL,CSA,En60950(TUV). Emissions: FCC part 15, Class A. (4) Half-to-Full Duplex Ethernet Converters. A half-to-full duplex converter shall be furnished and installed in the fiber hubs on the same retractable shelf as the wave division multiplexer and fiber optic transceiver. The half-to-full duplex converter converts the full duplex Ethernet port of the fiber optic transceiver to a half-duplex Ethernet port for connection to the AUI to coax adapter (furnished and installed by the Contractor). The Contractor shall connect a 115 VAC, 60 Hz power cord (furnished by the Contractor). These two AUI ports shall provide operating power for the fiber optic transceiver and AUI-to-coax adapter modules (furnished by the Contractor). The
5 converter shall have 3 RJ45 ports for which the third port is not used. Ports 1 and 3 of the duplex dipswitch are to be set to half-duplex and port 2 is configured for full duplex. The fiber optic transceiver is connected to port 2 and the AUI-to-coax transceiver is connected to port 1. Compatibility: AUI Forward Rate: In both directions Dip Switch: AUI&STP Half to Full Duplex Electrical: Input VAC Frequency: Hz, 30 W Environmental: 50 F to 122 F Storage: 13 F to 122 F Humidity: 10-90% non-condensing Standard Compliance: UL-1950, CSA 22.2 No950, FCC Part 15 Class A (5) AUI-to-Coax Adapter. The Contractor shall install one AUI-to-Coax adapter in each fiber hub on the retractable shelf with the wave division multiplexers and half-to-full duplex converters. The AUI-to-Coax adapter is used to convert the half-duplex AUI port to a coax type port for connection to the Wireless Ethernet Bridge Radio. The AUI-to-Coax adapters shall be either a Lantronix model LTX-2, Addtron model ET- 10C1B, or equivalent. The AUI-to-Coax shall receive power from the AUI port. A coax cable (furnished by the Contractor) shall be used to connect the Wireless Ethernet Bridge Radio (mounted on the camera pole or overhead sign bridge) to the 10Base2 port on the transceiver. (6) Wireless Ethernet Bridge Radio. The Contractor shall install spread spectrum Wireless Ethernet Bridge Radio at each fiber hub. These radios serve as one end of a wireless bi-directional bridge between the ambulance existing equipment and LifeLink Ethernet packets containing video, audio, and vital statistic data. The radio shall be 2.4GHz, 4.0Mbps device. The radio shall be installed in a double-walled box (outer box serves as a sun shield) with mounting bracket that enables it to be attached to the existing camera pole or overhead sign bridge just below the camera. The Contractor shall also furnish and install a lightening arrestor and 3dB Omni-directional antenna with each radio box. Also a coax cable shall be installed to connect the wireless Ethernet bridge radio to the AUI to 10Base2 transceivers located in the fiber hubs. An AC-to-DC power converter module shall be installed in a J-box located at the base of each overhead sign bridge and camera pole. The AC-to-DC power converter is connected to the TransGuide camera AC power source at this point. The power converter +18 VDC output is used to power the wireless Ethernet bridge radio. 4. Testing Requirements. It is the policy of Texas Department of Transportation to require performance testing of all materials and equipment not previously tested and approved. If technical data is not considered adequate for approval, samples may be requested for test by the Engineer. The contract period will not be extended for time lost or delays caused by testing prior to final Texas Department of Transportation approval of any items. The equipment covered by this specification shall be subjected to Design Approval Tests and Factory Demonstration Tests at the equipment manufacturer's facility to determine
6 conformance with all the specification requirements except that the Engineer may accept certification by an independent testing lab in lieu of the Design Approval Tests, to verify that the Design Approval Tests have previously been satisfactorily completed. The Contractor shall arrange for and conduct the tests in accordance with the testing requirements stated herein. Unless otherwise specified, the Contractor is responsible for satisfying all inspection requirements prior to submission for the Texas Department of Transportation's inspection and acceptance. Texas Department of Transportation reserves the right to have a representative witness all design approval tests and factory demonstration tests. The results of each test shall be compared with the requirements specified herein. Failure to conform to the requirements of any test shall be counted as a defect, and the equipment shall be subject to rejection by Texas Department of Transportation. Rejected equipment may be offered again for retest provided all non-compliances have been corrected and retested by the contractor and evidence thereof submitted to the Engineer. 5. Warranty. Equipment furnished and installed for this project shall be guaranteed to perform according to the manufacturer's published specifications. Equipment shall be warranted against defects and/or failure in design, materials and workmanship in accordance with the manufacturer's standard warranty. The Contractor shall assign, to the Department, all manufacturer's normal warranties or guarantees on all such electronic, electrical, and mechanical equipment, materials, technical data, and products furnished for and installed on the project. Defective equipment shall be repaired or replaced, at the manufacturer's option, during the warranty period at no cost to the Department. All equipment used on this project shall have no less than 95% of the manufacturer's standard warranty remaining on the date that equipment invoices are submitted by the Contractor for payment. Any equipment with less than 95% of its warranty remaining will not be accepted by the Department. 6. Training. Operational and maintenance training for the entire system shall be provided to designated personnel. This training shall be provided through practical demonstrations, seminars and other related technical procedures. Training shall be limited to a maximum of 10 people and shall be provided at time and location approved by the Engineer. The training shall include, but not be limited to, the following: A. Hands-on operation B. Required preventative maintenance procedures C. Servicing procedures D. System troubleshooting or problem identification procedures A minimum of 40 hours (unless otherwise approved by the Engineer) of instruction shall be provided for the operational and maintenance procedures for the system. An outline of these training sessions shall be provided for prior Department approval. The Contractor shall videotape the entire training on VHS (1/2 in.) tapes and shall provide the tapes to the Department for later use. 7. Measurement. This Item will be measured as each LifeLink unit furnished, installed and tested and made fully operational in accordance with this Special Specification
7 8. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under Measurement will be paid for at the unit price bid for LifeLink. This price shall include all equipment with all cables, connectors, jumpers, junction boxes, antennas, mounting attachments, enclosures and for all documentation and testing; for furnishing all labor, materials, training, equipment and incidentals necessary to complete the work
