Please ensure that yu read the infrmatin belw carefully befre submitting yur applicatin fr an IP number. The frm appended t this letter will be accepted by lcal Internet Registries acrss Eurpe. The previusly centralised prcedures fr btaining IP netwrk numbers frm the Glbal Internet Registry (nw the InterNIC and frmerly knwn as hstmaster@nic.ddn.mil) have been replaced by a distributed system whereby applicatins fr IP netwrk numbers acrss Eurpe are prcessed by lcal Internet Registries (lcal IR s). The Glbal Internet Registry nw delegates blcks f IP netwrk numbers t the RIPE NCC as the registry fr the Eurpean regin, which in turn delegates blcks f IP netwrk numbers t lcal IR s. The diagram belw shws the distributed hierarchy f Internet Registries. Nte that lcal IR s are f tw types; "service prvider" and "nn-service prvider". An IP service prvider is an rganisatin that supplies Internet cnnectivity t it s custmers r users (examples are academic netwrk prviders and cmmercial netwrk prviders). "Nn-service prvider" lcal IR s are rganisatins that are prepared t handle all requests frm rganisatins that have n cnnectin t the Internet at present r planned. Currently nly ne f this type f registry exists per cuntry in Eurpe. If yu d nt knw whether a nn service-prvider lcal IR exists fr yur cuntry then yu shuld cntact the RIPE NCC (address is given belw). If hwever, yu are already a custmer f an IP service prvider, then yu shuld cntact them fr yur IP netwrk number(s). Regardless f whether yu are applying fr class B r C addresses yu shuld always make yur applicatin in the first instance t a lcal IR. Hwever, class B addresses are nly assigned by a Reginal Internet Registry (in Eurpe this is the RIPE NCC lcated in the Netherlands), s if yur applicatin is felt justified, it will be frwarded by yur lcal IR fr the RIPE NCC t review. 2 Supprting Ntes fr the IP Request Frm Befre making yur request fr an IP number, there are 3 dcuments which yu shuld receive and read: the Supprting Ntes - this dcument the Eurpean IP number request frm - appended t this dcument the Additinal Hints dcument - this dcument is currently being updated (until this dcument is available, the ld dcument "Additnal Hints fr rganisatins requesting class B netwrk numbers" is appended). This dcument will guide yu in hw t cmplete the Eurpean IP number request frm crrectly. This frm is used by all the Internet Registries acrss Eurpe. The frmat f the frm is designed s that it enables yur applicatin t be prcessed mre quickly. That is why we ask yu t carefully read and fllw the "Supprting Ntes" dcument. Please be careful t fllw the infrmatin cntained within the examples belw. A cmpleted template is als included fr reference. If yu are unsure abut any f the fields, please leave them blank. Please send the cmpleted template t yur lcal IR r cntact the RIPE NCC if yu are unsure abut what t d next. Part A - Administrative Details The infrmatin supplied fr this sectin tgether with the assigned netwrk numbers will be entered int a database f Eurpean netwrk numbers and their cntact infrmatin which is accessible by the whle Internet cmmunity. NETWORK TEMPLATE netname: Please cmplete with an apprpriate netwrk name fr the netwrk t be numbered which is shrt and meaningful. The netname is used mainly fr administrative purpses like cnsistency checking f the Internet Registry. Yu will mst likely nt see this name appear anywhere, but n frms like this. The netwrk name shuld be written in capital letters eg: netname: TBIT descr: Please cmplete with a shrt descriptin f the rganisatin, including the lcatin. Befre yu cmplete this sectin yu shuld read the `Additinal Hints' dcument (currently being updated) which will guide yu. It is particularly imprtant t read this dcument if yu are applying fr a class B netwrk number, as it prvides mre detail and a number f helpful hints. Until this dcument is ready, the current dcument has been appended t this dcument. If yu are applying fr a Class B netwrk number please send yur cmpleted applicatin t yur lcal registry wh will review yur case. If it is felt that a Class B netwrk number is justified, yur applicatin will be frwarded t the RIPE NCC which will review yur applicatin. Please be reminded that Class B netwrk numbers are extremely scarce and are rarely allcated. Additinal Hints fr Organisatins Requesting Class B Netwrk Numbers Please understand that the criteria fr allcating Class B netwrk addresses are extremely strict. This is due t the glbal scarcity f these netwrk numbers. Out f necessity then, the lcal registry and the NCC has t clsely examine each and every request received fr a class B netwrk address. As a result the allcatin prcess will take lnger. Organisatins can hwever speed up the prcess by prviding as much infrmatin as pssible n their initial request t enable a decisin t be made withut having t request mre infrmatin. The number f hsts estimate shuld be substantiated with ther data abut the netwrk and/r rganisatin like number f emplyees, gegraphical distributin, type f hsts. The clearer yu can dcument that yur estimates are carefully derived, the easier it is fr us t justify allcatin f a class B address. Besides a sufficient number f hsts we must determine that yur netwrk cannt be engineered using a number f cntiguus class C netwrks. If yur netwrk cnsists f a large number f physical netwrks with relatively small numbers f hsts n each, yu will have t cnsider subnetting class C netwrks. A large number f subnetwrks alne is nt sufficient justificatin fr allcatin f a class B netwrk number. We realise that a number f engineering decisins can be based n administrative cnvenience. Unfrtunately the remaining class B address space is t small t take these cnsideratins int accunt. The clearer yur explanatin is, as t why yur netwrk *cannt* be engineered using a blck f class C netwrk numbers, the easier it is fr us t justify allcatin f a class B netwrk address. All the abve mentined pints apply even mre strngly t cases where multiple class B netwrk numbers are requested. Assignments f multiple class B netwrk numbers will nly ccur when yur lcal registry and the RIPE NCC are cnvinced with a detailed justificatin in terms f the criteria mentined. Finally, please understand that we are nt wrking against yu, but with the whle Internet cmmunity t achieve a fair distributin f the remaining address space.
