Access Models to DFN s Network Infrastructure in a changing environment TF-MSP Workshop on AUPs & CPs 11./12. January 2016, Berlin Christian Grimm
Wording DFN Deutsches Forschungsnetz the communication infrastructure to serve R&E in Germany includes network and application services DFN-Verein Verein zur Förderung eines Deutschen Forschungsnetzes e. V. the organisation and legal body to maintain, operate and develop DFN association under German law members represent German universities, polytechnics, research organizations, governmental institutes, industrial research WiN Wissenschaftsnetz the network backbone as part of DFN implementations since 1980s: WiN, B-WiN, G-WiN, X-WiN Slide 2
DFN in numbers (January 2016) founded in 1984 as Association under German law 332 members 236 higher education, 84 governmental/public, 12 industry 701 entities using DFNInternet service staff at DFN offices in Berlin and Stuttgart complemented by DFN-CERT (Hamburg) 3 Competence Centres: WiN lab (Erlangen), Videoconferencing (Dresden) and research on legal matters (Muenster) ~40 M of annual revenue and expenditure since 2007 revenue mainly service fees, some project funding (esp. GÉANT) no subsidies from a ministry since 2004 Slide 3
Service Portfolio Connectivity IP, VPN (P2P in MPLS or DWDM, MP2MP in VRF, VPLS (planned)) Telephony POTS, VoIP, Centrex, Mobile, Text message (SMS) gateway Conferencing H.323, SIP, Webconferencing AAI eduroam Security PKI, CERT services, DDoS mitigation (planned) Spam/Virus filtering, ing list management Federated Services (Storage, Compute) Slide 4
X-WiN Fibre Footprint total length of dark fibre is about 11,000 km 64 core PoPs (almost) all PoPs located on customer premises PoPs are built at sites with many and/or big customers typically big universities or research facilities up to 50 customers/pop DWDM and IP at most PoPs 45 ILA sites Slide 5
X-WiN Access Area Access network (mostly) based on leased lines lines terminate on customer equipment, no DFN CPEs DFN currently manages about 800 leased lines 701 DFNInternet customers Customers can choose between single and redundant access connections to X-WiN Customers connect either directly to PoP(s) or via Dark Fibre(s) or leased line(s) Access capacities range from (2x)100 Mbps to (2x)50 Gbps Slide 6
X-WiN IP-Platform Slide 7

Connections to other Networks Slide 9
Access models to DFNInternet Regular access to the premise, the access model for legal entities to connect to DFN includes full transit and other services such as eduroam, PKI, CERT, VC&Webconferencing, AAI, MailSupport, ListServ Cluster access similar to regular, but several entities share single access case-by-case cost calculation Port access similar to regular, but entity manages own connectivity to X-WiN PoP all services included, but limited to lower subscription categories Co-user access independent entity (on premise) uses existing access of parent entity restricted to 10 Mbps, full transit but no other services included Slide 10
Subscription Fees DFNInternet apply to Regular access model cover all costs including access links, independent of geographical location (exceptions allowed) Category Subscription Fee ( /a) Redundant (Mbps) Single (Mbps) I01 I / I / I / I / I / I / I / I09 I / I / I / I / I / Slide 11
Connecting DFN with the outside GÉANT Peerings (private and public) at national Exchanges DE-CIX, B-CIX, ECIX few other sites in Germany with local providers Global Upstream Level3 and Cogent via GÉANT World Service Deutsche Telekom connectivity matrix from DFNInternet GÉANT Peerings Global Upstream DFNInternet Yes Yes Yes Yes to GÉANT Yes No No No Peerings Yes No No No Global Upstream Yes No No No Slide 12
Entities eligible for DFNInternet organisations performing R&E (higher education) universities, polytechnics (public and private funded) research organizations governmental research institutes industrial research labs organisations supporting R&E but without clear commercial background ministries & parliament museums Slide 13
Entities not eligible for DFNInternet separate legal entities, not affiliated to R&E organisations Alumni Organisations, Dormitories, Refugee Camps Hospitals, Schools Cloud Providers not immediately related to supporting R&E subordinate agencies to ministries > e.g. motor vehicles registration office but all entities are ok for Peering with DFN no transit, secondary Internet access required for global reach no additional DFN services another alternative we have in our pocket: WinShuttle invented in 1990es by ministry to serve schools and IT journalists, commercial DSL-connectivity, domain, , webspace, support Slide 14
Summary DFN operated on a stable basis since early 2000 Association under German law, pure member organisation > closed user group > tax advantages > relevant to procurement > policies are under full responsibility of DFN s members > maintaining this status is essential no national subsidies > no immediate state aid issues situation is changing scope of R&E and interested entities is getting wider > background of entities introduce different potential implications requires careful case-by-case investigation to understand situation > difficult to identify a clear rule > but does not scale requires rethinking of policies and connectivity/service bundling Slide 15
