The cope of thi document i to pecify thoe requirement of MPS neceary to provide an end-to-end ervice and to interwork with external network where needed. Service interaction with external network are conidered within the cope of thi document although thee interaction may be pecified in other tandard. 2 Reference The following document contain proviion which, through reference in thi text, contitute proviion of the preent document. MPS Multimedia Priority Service 4 General decription MPS provide priority treatment to increae the probability of an authorized Service Uer Voice, Video, and Data communication eion being ucceful. Some form of priority treatment i applied to the MPS invocation and eion etablihment, and continue to be applied until the MPS eion i releaed. The priority treatment may be applied before the invocation if a greater probability of ucce in receiving, recognizing, and proceing the invocation i needed. MPS allow qualified and authorized uer to obtain priority acce to the next available radio channel on a priority bai before other PLMN uer, during ituation when PLMN congetion i blocking eion etablihment attempt. In addition, MPS upport priority eion on an "end-to-end" priority bai. MPS i intended to be utilied for Voice, Video, and Data bearer ervice in the Packet-witched (PS) domain and the IP Multimedia Subytem (IMS). It alo involve priority tranitioning of MPS ervice (e.g., Voice) to the CS domain when the network doe not upport the requeted ervice in the PS domain. MPS Voice, Video and Data eion are baed on providing priority treatment to the correponding commercial ervice offered to the public. MPS include network function that fall into the following broad categorie: Service Invocation: The proce to recognize and identify a requet for an MPS eion. A MPS Service Provider network recognize an MPS invocation baed on the preence of an MPS-unique identifier entered by the originating Service Uer in the ervice requet received by the network from the UE, or baed on the ubcription profile of the originating UE, or a a regional/operator option the ubcription profile of the terminating UE. NOTE: The option related to ubcription profile of the terminating UE may not involve end-to-end priority becaue thi option i baed on providing priority only in the terminating network baed on the terminating UE ubcription profile. Authorization: The proce to verify that a Service Uer i authorized for MPS. Thi include capabilitie to verify authorization to receive priority treatment in the radio acce network and to acce the MPS application ervice (MPS Voice, Video, and Data). End-to-End Priority Treatment: The proce of providing priority treatment in all part of the path, from one endpoint to the other endpoint(). End-to-end priority treatment include priority treatment by all MPS capable network involved in the MPS eion path, the origination network and the termination network a well a any tranit network in between. Invocation-to-Releae Priority Treatment: The proce of providing priority treatment to all phae of a eion, from invocation until releae, including all tep in between. The combination of End-to-End Priority Treatment and Invocation-to-Releae Priority Treatment include both pre- and pot-authorization treatment and include the following apect: 1) Priority proceing of the Service Uer MPS invocation, 2) Admiion control and allocation of network reource (including bearer reource) in origination, termination, and tranit network, including handover, 3) Tranport of ignaling and media packet, 4) Priority proceing within EPS and CN, and 5) Proceing of the Service Uer releae of an MPS ervice eion.

8 3GPP TS verion Releae 14 7 TS V ( ) Network Interconnection and Protocol Interworking: A Service Uer MPS invocation and eion etablihment will involve tranport and proceing, and the end-to-end ignaling and media path may travere multiple MPS Service Provider network. Thee end-to-end cae include, but are not limited to: 1) LTE-to-LTE for voice, video, and data ervice, including ignaling for call/eion etablihment and media; 2) LTE interworking with the CS domain, including a) call originated in the CS domain and terminated in LTE, and b) call from LTE to the CS domain; 3) CS Fallback from LTE, for one or both end of call, with maintenance of exiting PS domain MPS ervice, either in LTE or in a legacy ytem, e.g., the GPRS Core; and 4) LTE acce to MPS data and video ervice not under IMS control. 5 High level requirement 5.1 General Upon invocation of MPS, the ytem hall provide preferential treatment for acce and core network reource aociated with the eion (i.e., ignalling and media bearer related reource within a domain and acro domain). A Service Uer i aigned a priority level by a regional/national authority i.e., agency authoried to iue priority level. Upon MPS invocation the calling Service Uer' priority level i ued to identify the priority to be ued for the eion being etablihed. Pre-emption of active eion hall be ubject to regional/national regulatory requirement. Subject to regional/national regulatory policy, a PLMN hould have the capability to retain public acce a a fundamental function. Therefore, MPS traffic volume hould be limited (e.g. not to exceed a regional/national pecified percentage of any concentrated network reource, uch a enodeb capacity), o a not to compromie thi function. 5.2 Priority eion treatment in originating network When an MPS eion i originated by a Service Uer, the eion hall receive priority treatment (priority acce to ignalling and media bearer reource for voice, video, and data) in the originating PLMN baed on the originating Service Uer priority information (i.e., priority indication and priority level). When an MPS eion i requeted by a Service Uer and the originating network upporting eion etablihment cannot aign the neceary reource to the MPS eion, the MPS eion requet hall be: - Queued, - Proceed for the next available reource in accordance with the calling Service Uer' priority level and eion initiation time. The network hall upport the capability to inform the calling Service Uer about the tatu of the MPS eion (e.g., tone or ignalling meage can be ued to indicate that the eion requet ha been queued). If the queued MPS eion time out, then normal eion proceing applie. 5.3 Priority eion progreion For an MPS eion, a Service Uer hall receive priority eion treatment/progreion through the PLMN(). In cae the MPS eion travere or terminate in other network (e.g., the PSTN), the network providing priority eion treatment/progreion hall upport the capability to indicate to the other network that thi i an MPS eion. Note: If there i no agreement on priority handling between network, the priority doe not carry acro network boundarie.

9 3GPP TS verion Releae 14 8 TS V ( ) 5.4 Priority eion treatment in terminating network When a terminating network receive an incoming MPS eion etablihment attempt, the MPS eion hall receive priority treatment (priority acce to ignaling and media bearer reource for voice, video, and data) in the terminating PLMN, baed on the originating Service Uer priority information. A an operator option, the terminating network may invoke priority treatment for an incoming eion from a non-mps ubcriber to a MPS ubcriber (ee claue 4). When the terminating network upporting eion etablihment cannot aign the neceary reource to the MPS eion, the MPS eion requet hall be: - Queued, - Proceed for the next available reource in accordance with the Service Uer' priority level and eion arrival time. The network hall upport the capability to inform the calling Service Uer about the tatu of the MPS eion (e.g., tone or ignalling meage can be ued to indicate that the eion requet ha been queued). If the queued MPS eion time out, then normal eion proceing applie. 5.4a Priority Data Bearer Service The Priority Data Bearer Service provide LTE acce with MPS priority for data and video ervice not under IMS control. When a Service Uer invoke Priority Data Bearer Service for tranport of any data packet to and from that Service Uer, the network hould give priority in admiion/upgrade of the Priority Data Bearer() and in packet data cheduling in the event of congetion (for new eion and upgrade to exiting eion), ubject to regional/national regulatory policy. Specifically: - A Priority Data Bearer ervice eion hall be given priority for admiion/upgrade over non-priority Data Bearer eion during time of congetion; - Data packet belonging to a Priority Data Bearer ervice hall not be dropped before data packet belonging to a non-priority Data Bearer ervice eion, when the network i experiencing congetion, ubject to the limitation impoed by public acce. Priority Data Bearer eion QoS, a required for the type of ervice invoked (e.g., packet delay), hould be maintained throughout the activity of the data eion. 5.5 Priority level The Service Uer hall be aigned one of "n" uer priority level. The priority level are defined with 1 being the highet priority level and "n" being the lowet priority level. The 3GPP network hall be able to upport at leat 5 uer priority level. Aignment of priority level i a matter of regional/national and operator policy. In cae of interconnecting network that have different priority level, mapping between priority level hould be etablihed. 5.6 Invocation on demand MPS priority hall be invoked only when requeted by the Service Uer. However, certain priority treatment are provided prior to invocation a pecified in Section MPS i applied when idle reource required for an origination eion requet are not available. If idle reource are available when MPS i requeted, the requet hall be allowed to proceed a normal, but marked a an MPS requet.

10 3GPP TS verion Releae 14 9 TS V ( ) An indication of an MPS eion hould be propagated toward the terminating network regardle of the availability of reource in the originating network. 5.7 Multimedia priority ervice code/identifier MPS hall be requeted by including an MPS code/identifier in the eion origination requet, or optionally, by uing an MPS input tring (e.g., an MPS public uer identity). 5.8 Roaming MPS hall be upported when the Service Uer i roaming and the viited network and home network upport MPS, and roaming agreement are in place for MPS. 5.9 Handover MPS hall be upported during and after the handover (i.e., eion hall continue to get priority treatment in the network during and after the handover). Reource allocation for the eion during handover hall receive priority treatment (priority acce to ignalling and media bearer reource for voice, video, and data) in the target cell baed on the Service Uer priority information (i.e., priority indication and priority level). For handover of an MPS voice call to CS, only the active, or if all call are on hold, only the mot recently active voice call hall be tranferred and receive the priority treatment in CS. Any remaining non-mps voice eion in PS may be releaed. Any remaining MPS eion, e.g., MPS data, in PS hall not be releaed Interworking with CS domain Mobile origination in the CS domain -> MPS mobile termination For a Priority Service voice call, a decribed in [2] and a pecified in [3, 4, 5], originated by a Service Uer in the CS Domain, MPS hall upport priority Mobile Termination of the eion in the IMS. The priority information received from the CS domain hall be mapped and ued in the IMS accordingly MPS mobile origination -> mobile termination to the CS domain For an MPS voice eion originated by a Service Uer in the IMS, MPS hall upport priority delivery of the voice eion to the erving CS Domain. The calling Service Uer priority level hall be ent to the CS Domain CS Fallback from LTE Circuit Switched (CS) fallback from LTE need to be given priority in the LTE ytem to upport MPS voice in cell where voice i not upported in the PS domain. Priority treatment applie to both mobile originated call and mobile terminated call. When an MPS Service Uer in LTE originate a voice call intended to be upported in the CS domain, and when configured by the operator, the LTE ytem hall provide priority treatment in the ignalling and reource allocation needed to upport priority CS fallback. When a terminating LTE network receive indication of an incoming call to the CS domain, the LTE ytem hall provide priority treatment in the ignalling and reource allocation needed to upport priority CS fallback Network Management Function Baed on regional/national requirement and network operator policy, an MPS eion hall be exempted from network management control up to the point where further exemption would caue network intability. Congetion control, overload control, load balancing, and load re-balancing hall not adverely impact MPS.

Without uch priority treatment, a Service Uer UE might fail to gain radio acce network and CN connectivity which in turn mean that there i no acce to the MPS application ervice (Voice, Video, and Data). Priority treatment before MPS eion requet increae the probability of ucceful MPS eion etablihment and any aociated proce for the Service Uer authorization (e.g., credential collection) Requirement for priority before ervice invocation The 3GPP network hall be able to provide priority treatment to an MPS-ubcribed UE before the MPS application ervice invocation (e.g., priority treatment for the default and IMS ignaling bearer etablihment baed on a ubcription profile). The 3GPP network hall be able to provide priority requet for acce and attachment to the 3GPP network from an MPS-ubcribed UE, including thoe procedure applied prior to and during the acce of ubcription related information (e.g., baed on the UE memberhip in a pecial acce cla for MPS) Recovery/Retoration The 3GPP ytem hall allow operational meaure to expedite ervice recovery and retoration (i.e., ervice retoration after failure/unavailability). Should a diruption occur, MPS hall be re-proviioned, repaired, or retored to required ervice level on a priority bai ubject to regional/national regulatory requirement and operator policy Quality of Service (QoS) In certain cae, the QoS characteritic (e.g., packet delay and packet lo) for an MPS eion may be the ame a the underlying communication ervice (e.g., voice, video or data) ued to upport the MPS eion, with the MPS eion being provided priority treatment ubject to regional/national regulatory and operator policie. In other cae, there may be need to requet pecific QoS characteritic for the MPS eion (e.g., pecific data communication a decribed in claue 5.4a). The 3GPP network hall allow election and/or configuration of QoS rule() appropriate for MPS Voice, Video and Data. The 3GPP network upporting on-demand invocation of MPS hall recognize a ervice code indicating a requet for MPS. The choice of an MPS-pecific ervice code i a regional/national and operator matter. 7 Security and privacy 7.1 General Operator upport and ue a wide range of ecurity tool and capabilitie to protect the 3GPP ytem and all upported application ervice. It i important that appropriate meaure be taken to enure that the ue of thee ecurity capabilitie doe not negatively impact MPS. Ue of ecurity mechanim (e.g., intruion detection / prevention ytem, deep packet inpection, and encryption) hall not interfere with priority treatment mechanim upporting authorized MPS uage. 7.2 Acce Control Acce to MPS hall be determined baed on the ubcriber' profile. A level of authoriation in addition to authoriation to ue the IMS i required. Unauthorized acce to MPS hall be prevented. 7.3 Integrity The 3GPP ytem hall be capable of providing integrity protection to MPS ignalling and media bearer for voice, video, and data. 7.4 Confidentiality/Privacy The 3GPP ytem hall be capable of providing confidentiality protection to MPS ignalling and media bearer for voice, video, and data a appropriate. The 3GPP ytem hall be capable of maintaining anonymity of the originating Service Uer to the terminating party, if requeted by the originating Service Uer. 7.5 Ue of Encryption If encryption i ued on MPS communication, priority information hall be acceible to all network element which have to undertand and proce that priority information. 8 Charging apect A network upporting MPS hall be capable of recording the following charging information, in addition to non-mps information: - MPS invocation attempt and ucceful eion et-up, - Seion bearer (origination and/or termination) on which MPS wa ued to gain acce to reource,
