5 1. Introduction to strat-e-gis Congestion strat-e-gis Congestion utilises congestion data supplied by Trafficmaster plc - Trafficmaster Historical Journey Time Data (herein known as Trafficmaster Data throughout this User Guide) is mapped to the Ordnance Survey (OS) Integrated Transport Network (ITN) in order to calculate journey times by ITN link. The Trafficmaster Data supersedes the previously supplied floating vehicle data (FVD) based journey time CJAMS data and is available from September 2006 onwards. Important points about Trafficmaster data: Trafficmaster Data covers the whole of England. Data is continually collected twenty-four hours a day, seven days a week. Data is categorised into nine vehicle classes; Buses (including minibuses), Car, HGV s (up to 3,500 Kg), HGV s (between 3,500 kg and 7,500 kg), HGV s (Over 7,500 kg), LGV, Motorised Caravans, Taxis, Other Vehicles and Unknowns. Trafficmaster Data is used under licence from Trafficmaster plc according to the licence agreement signed between your Local Authority and Trafficmaster plc. Trafficmaster Data is delivered bi-annually to the local authority Coverage for congestion monitoring is dependent upon the density of GPS-equipped vehicles using the route A range of analytical techniques can be used to produce various congestion indicators (including those set by the DfT). The data can be used to measure specific local situations or to monitor the whole network. Journey time data is often required during model calibration to offer the best fit between observed and modelled conditions. Trafficmaster Data saves time and cost by replacing traditional journey time surveys and improves the predictive quality of strategic and microsimulation models. The standard deviation is calculated for the journey time, however the standard deviation will vary according to the variability of a route and not always due to error

Logging In and Out Logging In strat-e-gis congestion is accessible over the Internet at the following address: Once the browser has loaded the application, the Login Screen will be visible as can be seen below: Image: istockphoto.com/chrishepburn To login, please enter the Username and Password you have previously selected into the appropriate text boxes on screen. Once the login button has been pressed, strat-e-gis congestion will check the username and password to make sure it is a valid user account. The user profile including the area of interest and contextual map backgrounds will be loaded and after a brief pause the main strate-e-gis Congestion map screen will appear. n.b. If a screen appears stating that you are already logged in, please check that nobody else is logged in using your account and then select the click here option. You will then need to press the RESET button to clear any previous session information. This can be caused by not logging out correctly (see below) - 4 -

7 If at any point you experience any problems logging in, or if you have forgotten your password, please contact: Logging Out & Timeout Once a user has finished using the strat-e-gis Congestion, they are requested to select the Log Out menu item to quit their session. This will allow all user session information to be cleared up neatly. Please do not simply close the browser window. The system will automatically log a user out if the system has been left idle for 20 minutes. Any open map windows or tables will be closed and the system will display a dialog stating the user has timed out. 3. Map Navigation and Layers Map Navigation The map toolbar contains buttons that enable interaction with layers and features in the map window. The tools provide the following navigation, selection and interrogation capabilities: Zoom In Zooms the map extent to the area dragged on screen or the point clicked on. Zoom Out Zooms out from the point clicked on the map. Drag Pans the map to the position dragged by the user. Zoom Extent - 5 -

8 Use this tool to view the full extent of a map layer or to frame one or more selected features in a map window. Zoom Width Use this tool to enter co-ordinates for the map to be centred upon and a distance in kilometres describing the width of the map displayed. Layer Control The layer control dialog presents a list of the layers in the map window that can be managed by the user. The Layer Control dialog is discussed later. Point Select To select a single feature use the point select tool. To add to an existing selection hold the shift key whilst clicking on a feature. As the selected features in a map window change a dialog summarising the selected features is displayed in the system screen. Draw Region Draws a region in the user s edit layer. A region is created by clicking a series of points on the map. To complete the region Double-Click the final point and the region will be closed to complete the process. Delete Feature Deletes any selected features in the user s edit layer. Note that this tool cannot be used to delete features from any other map layer. Information The information tool returns the information associated with features that lie under a point clicked on the map window. Attributes and values derived from themes are listed in the dialog in the same order they are presented in the map window. Layer Control The layer control dialog is displayed by clicking the Layer Control button in the toolbar

9 Crown Copyright LA Congestion Data Source: Trafficmaster GPS Data A map layer is promoted/demoted by selecting it in the layer control list and clicking the Up or Down button. User should be aware that Up brings the selected layer closer to the front of the map window, potentially obscuring details from lower layers. Similarly, Down moves the layer further back in the map, potentially concealing it behind other layers. If a thematic map has been applied to a map layer it is displayed under the map layer with a >. The user can turn any map layer on/off by checking the box under the Visibility icon. The visibility of a map layer is also controlled by system administrators who can define the minimum and maximum map widths within which a map layer will be drawn. Features in a map layer can be labelled by turning on the Labels checkbox. Before a feature can be selected in a map layer the user must define which layer is selectable. This is done by checking the Selectable checkbox. Certain layers cannot be removed as they are essential for strat-e-gis Congestion

10 4. Changing Network * * If you only have signed up for access to Trafficmaster Data only, please ignore section 4. Once logged into strat-e-gis Congestion, you will have an option to select the network you wish to work on; either CJAMS or Trafficmaster Data (depending if your authority has agreed to single dataset or dual dataset provision). To change networks, simply click on the Select Network at the top of the Trafficmaster Data toolbar. This will bring up a form for you to choose the network you wish to use. Click on either the Trafficmaster Data or CJAMS network and click Okay. CJAMS is a simplified version of ITN whereas Trafficmaster Data is essentially ITN with a few low priority roads removed i.e. alleys and pedestrianised streets. Once the network has changed it may be useful to close the toolbar for the other network i.e. if you are using the Trafficmaster Data network close the CJAMS toolbar

11 5. Selecting a route Before congestion data can be extracted and analysed the user needs to set the area of study. This can be one of the following two options; a subset of the network or a selected route/predefined route. The following flow chart shows how the various different geographic sub-selections can be made: Entire network The system will often time out when attempting to plot the entire network over the internet. If you require a plot for the whole of your user area please cjamsviewer@mottmac.com along with your date ranges, day types, times etc. and we will be able to extract the data offline and send it to you. The same applies for any other large areas where you find the system times out

12 Subset of the network A subset of the network can be selected by drawing a polygon on the map. Once you have selected your region in your edit layer click on the Create Route button under the 2. Define Search Area on the Trafficmaster Data Options toolbar. A new dialogue box will pop up asking what road classes you would like to select in the region (see above). Select your required road classes and press OK. This will then return all the links in that region matching the road classes you selected, in the event of no links being found within the region matching your criteria you ll be informed of this and you ll be able to start a new search. 13 Selected route Alternatively, the user can define a route by selecting start and end nodes of a route on the map. If the road nodes are not visible, zoom into the map to a map width that is less than 15km. Once the nodes are visible, using the point select tool on the main toolbar select the start node holding the shift key down select the end node. A route can be defined by two points i.e. the start and end nodes or the route can have intermediate points as well between the start and end nodes. The nodes have to be picked in the order of travel. To create the route, click on the Create Route button under the 2. Define Search Area on the Trafficmaster Data Options toolbar. Once the route is defined congestion data can be extracted for that route only. The picture below shows a route that is defined by three points, the starting point is on the left of the map (start node) and the end node is on the right of the map. The route has an intermediate point as well. The user will then be prompted for the name for the route as shown in the picture below

A confirmation message will appear to show the route has been correctly saved. 6. Selecting Data Criteria Once the area of interest is defined, congestion data can then be extracted for the entire network, the subset of the network or the selected route. To query congestion data click on Select data button under the 3. Query Trafficmaster Data menu on the congestion options toolbar. On clicking this button the Trafficmaster Data Selection dialog will be presented to the user

15 Crown Copyright LA Congestion Data Source: Trafficmaster GPS Data From this dialog the user can select the days of the week, day types, dates, time band, vehicle type, and the map theme (speed, delay) that they would like to look at. The dialog also shows the area that the data will be extracted for. The above dialog shows that data will be extracted for the entire network. The user can at this time override the current working area by changing the working area to a predefined route or working area in the dropdown menu. Click OK to create a congestion map. You may be told you have selected invalid start or end dates, in the event of this happening you will be offered an alternative that you can accept or chose to redefine your search. You may also be told that the range of data you are searching is too large, in this case you will be sent back to the form to change your search criteria. Once the congestion map is created all the road links will be thematically mapped with a speed range that traffic will traverse the link at. A legend is also created as shown below

Viewing Results There are five items under the view results menu namely Update Thematic Map, Browse Route Data, View Results Table, View Metadata and View Route Summary. These options are active if congestion data has been extracted for a route otherwise they will be disabled. Update Thematic Map This feature allows the user to alter the thematic map that has been generated. The menu that pops up when selected gives the user options to alter the type of range (e.g. equal ranges, equal count, custom, etc), number of ranges, colour schemes and rounding. Once the user is happy with their selection pressing Okay will update the map window and the thematic legend. Browse Route Data This option is accessed from the toolbar via the Browse Route Data. All the data for the selected route on each link and direction will be shown as in the dialog below

17 Crown Copyright LA Congestion Data Source: Trafficmaster GPS Data The user can drill down further on each link/direction by clicking on the go button at the start of each row. This button will zoom to the selected link along the route showing its exact location. Additionally, all the data for the route can be exported to excel for further analysis by clicking the export table button. On clicking this button the user is prompted to either open, save or cancel the file download as shown below

18 Opening the file will show an excel file with the congestion data and the route data as shown below. Source: Trafficmaster GPS Data View Results Table This option extracts congestion data in excel format as described above. View Metadata This option exports an excel file containing a list of the parameters the user selected for the data. View Route Summary This option pops up a window containing the average journey time, the length (in metres), the speed (both in kph and mph) and the delay (in seconds) for your selection. 8. Map Data Export Map Data

19 This option is accessed from the toolbar via the Export map data button. strat-e-gis congestion allows the user to export the congestion map in mid/mif format. Clicking this button will take the user to the Select layer to export dialog. Click Okay on this dialog and follow the instructions to export mid/mif files of the congestion map. To download the files, right click the mouse on each file and save it to the local computer (both files will have to be saved to the same folder). These files are then able to be imported into MapInfo Professional or a number of other widely available GIS packages

20 Export Map Image This option is accessed from the toolbar via the Export map image button. To export an image of the map click the Export map image and set the format of the image and the dimensions in the Export map dialog box shown below. Print Map Selecting Print map will produce an rtf file in a new window with a header sheet, an image of the map and a list of the layers with any thematic legends and any licences

21 9. Isochrone Mapping Create isochrone map You can create isochrones based on the congestion map of the whole network. Isochrones can be either outbound or inbound. To create an isochrone map, first set the centre of the isochrone. To do this either pan round the map until the required centre of the isochrone is in the centre of the map or select a node from the node layer to be the centre. Next click on Create isochrone map and the dialog below will be shown. Set the isochrone band (minutes) the total travel time (minutes), time period and travel direction inbound or outbound. Selecting an isochrone interval of 5 minutes and total travel time of 20 minutes will result in four bands, the first showing the 0-5 minutes travel time, the second other showing 5-10 minutes travel time, the third showing minutes travel time and the forth showing minutes.
