1 Delaware LLC Original Sheet 1 A. DESCRIPTION Speed Dialing Speed Dialing permits the customer to place calls to local or long distance numbers by dialing abbreviated codes instead of the complete telephone numbers. Two arrangements of Speed Dialing are available: 8-number capacity using one digit abbreviated codes and 30-number capacity using two digit codes. Customers may make changes or entries in their repertory by dialing special codes. Speed Dialing is available to customers by monthly subscription, which provides unlimited use. Busy Redial Busy Redial allows a calling party to automatically redial the last number dialed via the dedicated signaling network (Network), provided there have been no intervening calls. If the called line is found busy, a 30-minute queuing process begins. The calling party is then given an indication that the Network will attempt to set up the call when the called line is idle. The Network periodically tests the busy/idle status of the called and calling lines until both lines are found idle or the queuing process expires. Customers can either pay-per-use so that a separate charge applies to each activation of this service; or subscribe to the service and incur a monthly charge for unlimited use. When the customer pays-per-use, the usage charge applies per activation, regardless of whether or not the attempted call is completed by the called party's answer. The Big Deal The Big Deal is a discounted billing arrangement for residence customers that allows a customer to select as many features as they wish from the following list: Caller ID, Call Waiting, Call Forwarding, Three Way Calling, Speed Dialing 30, Distinctive Ring, Ultra Forward, Talking *69, Busy Redial, Call Block and Fixed Call Forwarding. The customermust subscribe to Caller ID to be eligible for the package.
2 Delaware LLC Original Sheet 2 B. GENERAL TERMS 1. Interactive Dialing Sequence Relates to the dialing activities performed by a customer while programming a service for use. The dialing activities are termed interactive because the customer's actual dialing functions are in response to messages provided by the Central Office. 2. Activation Involves dialing a code from the customer's line and originating the corresponding service. For usage based Busy Redial, an "activation" charge is applied at that time. No activation or daily charges apply when the customer subscribes to a service on a monthly basis. When the customer uses Busy Redial on a pay-per-use basis, activation charges apply whether or not the calls are completed by the called party's answer. 3. Deactivation Deactivation involves dialing a code from the customer s line and terminating the corresponding service. A. Busy Redial: The deactivation code for Busy Redial turns off the feature for the current call in progress only. There is no charge to deactivate Busy Redial.
3 Delaware LLC Original Sheet 3 C. REGULATIONS 1. AVAILABILITY OF SERVICE a. Speed Dialing and Busy Redial require special central office equipment and are furnished only from central offices where facilities are available, as determined by the Telephone Company. b. The services can be activated/used by either dial-pulse (rotary) or Touch Tone line dial tone service. c. Busy Redial employs a dedicated signaling network between central offices to pass information over computer data links. These central office-based call management services forward the calling party's number to the terminating central office, where facilities permit. These services work only on calls that originate from and terminate in central offices that are connected by this dedicated signaling network. They provide a variety of subscription and usage-sensitive priced, user-programmable features that manage calls based on customer input directions to the network. These services are automatically available to any customer connected to the dedicated signaling network as described in this Guide. The customer has various billing and/or blocking options for the use of these services. 2. PROVISION OF SERVICE a. Speed Dialing and Busy Redial will be provided in connection with Individual Line business. Individual Line business, Individual Line residence, and Feature Group A Switched Access Services. b. Speed Dialing and Busy Redial are not provided in connection with Pay Telephone Lines (PTL). d. Busy Redial cannot be provided on Outward WATS service. e. Busy Redial is not provided on dial tone lines serving any customer-provided Private Branch Exchanges (PBX). f. Busy Redial is available for Residence Service Variety Package (RSVP) and Electronic Service Package (ESP) customers on a subscription basis only. These features are available to Centrex customers on a subscription basis in the Centrex section of this Guide. 3. CUSTOMER SATISFACTION GUARANTEE AND CONTACT CONTINUATION PROGRAM Speed Dialing and Busy Redial are eligible for the CustomerSatisifaction Guarantee. Speed Dialing and Busy Redial (on a subscription basis) are eligible for Contact Continuation. Both programs are described in Section 1 of this Guide.
4 Delaware LLC Original Sheet 4 D. RATES 1. GENERAL a. The customer of record will be responsible for all rates and charges associated with Speed Dialing and Busy Redial, as applicable, asdescribed in this section. The customer of record will be charged for all services activated on his/her service and/or charged the applicable monthly subscription rate for each line on which Speed Dialing or Busy Redial is provided. These rates and charges are in addition to applicable rates and charges for other work being performed. b. A customer served by an appropriately equipped central office may request to have his/her line(s) made inoperable for usage service capability. The customer has the option to request deactivation of usage service capability on a per service/feature basis or to request deactivation of all usage service capability. All capability for the service, or services, is removed from the line(s) at no charge. Should the customer subsequently request to reactivate usage service capability, a Service Reactivation Product/Service Charge applies per line. These provisions are applicable to Busy Redial. c. In order to introduce customers to the advantages and benefits of subscribing to Speed Dialing or Busy Redial, a demonstration period of not more than thirty days may be offered. If the customer retains Speed Dialing or Busy Redial beyond the thirty-day period, the monthly rate for said service is applicable from the day after the thirtyday period has expired. In addition, Product/Service Charges are applied as specified in 2.a. and 2.b. following. Should a customer decide that Speed Dialing or BusyRedial should be disconnected, the customer must notify the Telephone Company of such a decision on or before the expiration of the thirty-day demonstration period. When the thirty-day expiration date falls on a weekend or legal holiday, the customer has until the first day following the weekend or legal holiday to notify the Telephone Company. In such event, neither the monthly rate nor any service charges would apply for the service discontinued. Only one thirty-day demonstration period will be offered for Speed Dialing and Busy Redial per customer. The thirtyday demonstration period is not offered to Centrex customers.

The following nonrecurring service charges apply to add and/or change Speed Dialing or Busy Redial when not associated with the installation or transfer of Exchange Service, or to reactivate usage services that have been previously deactivated/removed. One charge applies per line, per order regardless of the number of services being established, changed or reactivated. These charges are in addition to applicable charges for other work being performed. Standard Nonrecurring Product/Service Charge 1, 2 Residence Business Add Speed Dialing or Busy Redial per line, per order 3 $ 0.00 $ 0.00 Change Speed Dialing, per line, per order To reactivate usage service, per line, per order Appropriate business or residence rates are applicable to Feature Group A Switched Access Service. 2 If the customer installs Speed Dialing or Busy Redial for the demonstration period described in 1.c. preceding and retains the service beyond the 30-day demonstration period, the appropriate Product/Service Charge applies. 3 Product/Service Charge will not apply when establishing or changing Speed Dialing or Busy Redial during the installation or transfer of Exchange Service.

For subscription requests received within a 90-day period following the initial provision of central office facilities, the introduction of new services, or the enhancement of existing services, the Company may waive the nonrecurring Product/Service Charge for the establishment of Speed Dialing or Busy Redial. c. The Company may, from time to time, waive or lower the Product/Service Charge associated with establishing or changing Speed Dialing* or Busy Redial. 3. MONTHLY RATES (SUBSCRIPTION) a. The following monthly rates, and the nonrecurring Product/Service Charges specified in D.2. preceding, apply.
