1 Product Description FTTC Customer Trial Supporting for Test Description: FTTC Customer Trial This document is being provided for the purpose of the Test Agreement for the nbn FTTC Customer Trial only. It should not be regarded as an offer to amend the Wholesale Broadband Agreement. This Agreement is a Standard Form of Access Agreement for the purposes of Part XIC of the Competition and Consumer Act 2010 (Cth) where one is required for NBN Co to supply a Test Product.

3 Introduction Introduction This FTTC Trial Product Description is supplied under and forms part of the Test Description: FTTC Customer Trial and describes the FTTC Trial Product. Roadmap A roadmap describing the structure of this FTTC Trial Product Description follows for the assistance of Test Participant. 4 Part A: The FTTC Trial Product Part A: The FTTC Trial Product The FTTC Trial Product: is an Ethernet-based Layer 2 virtual connection that carries traffic between a UNI used to serve a Trial Premises and a POI; is supplied by means of the FTTC Trial Network; enables Test Participant or its Downstream Service Providers to supply a Carriage Service or Content Service to a Trial Premises; and comprises 4 Product Components, which Test Participant must acquire as part of nbn Ethernet: Type Product Component / Product Feature nbn Network Product Components (required) NNI; CVC; AVC; UNI FTTC Trial Network The AVC and UNI Product Components are supplied as a bundle. nbn supplies the AVC to Test Participant on condition that Test Participant also acquires a UNI in conjunction with that AVC. nbn does not intend to apply charging for CVC, AVC or UNI product components ordered as part of the FTTC Customer Trial.

5 Part B: Required Product Components Part B: Required Product Components Section 1 describes the NNI. Test Participant must order an NNI for each CSA where nbn supplies nbn Ethernet to Test Participant. Test Participant connects its network to the nbn Network at the POI where the NNI is located. 1. Network-Network Interface (NNI) 1.1 NNI description (d) A Network-Network Interface or NNI is the interface at a POI where Test Participant traffic is handed over to the nbn Network. The NNI is the point of handover for all CVCs associated with that NNI. The NNI Bearer is the physical interface between the Test Participant switch and the nbn Network. An NNI Bearer must be configured as a member of an NNI Group which is a logical interface comprising one or more NNI Bearers supplied by nbn to Test Participant. 1.2 NNI Bearer The physical interface options for the NNI Bearer are: NNI Bearer profile 1000BaseLX 10GBaseLR 1000BaseEX 10GBaseER 1.3 NNI Group (d) An NNI Bearer can only be configured as a member of an NNI Group if its interface rate is the same as the interface rate of the NNI Group. Each NNI Bearer must be configured with a logical single or diverse chassis redundancy mode, together forming an NNI Group. Single chassis is the only redundancy mode available for an NNI Group comprised of a single NNI Bearer. If Test Participant selects single chassis as the redundancy mode for an NNI Group: each NNI Bearer in that NNI Group will be connected to the same chassis; and the NNI will operate as a single, unprotected interface. (e) (f) Each NNI Bearer in an NNI Group where Test Participant selects diverse chassis as the redundancy mode will be connected across a pair of chassis. Once an NNI Group is activated, the redundancy mode of that NNI Group cannot be reconfigured.

6 Part B: Required Product Components Section 2 describes the CVC. Test Participant must order a CVC for each CSA where nbn supplies nbn Ethernet to Test Participant. The size of the CVC that Test Participant requires is at the discretion of Test Participant (subject to this section 2). 2. Connectivity Virtual Circuit (CVC) 2.1 CVC description A Connectivity Virtual Circuit or CVC is Ethernet-based Layer 2 virtual capacity on the nbn Network used to carry Test Participant traffic between multiple AVCs in a CSA on an aggregated basis and the NNI at the POI serving that CSA. Subject to sections 2.2 to 2.4, nbn will make the CVC available in traffic class 1 (CVC TC- 1), traffic class 2 (CVC TC-2) and traffic class 4 (CVC TC-4). Test Participant may order a CVC TC-4, CVC TC-1 or CVC TC-2, or any combination of the three, in any of the bandwidth profiles set out in sections 2.2, 2.3 and CVC TC-4 Test Participant may order a CVC TC-4 in respect of FTTC Trial Network. Test Participant must select a bandwidth profile for the CVC TC-4. The CVC TC-4 bandwidth profiles available in respect of FTTC Trial Network: CVC TC-4 symmetrical Mbps (CIR) In symmetrical Mbps (CIR) increments of , CVC TC-1 Test Participant may order a CVC TC-1 in respect of FTTC Trial Network. Test Participant must select a bandwidth profile for the CVC TC-1. 7 Part B: Required Product Components 2.4 CVC TC-2 Test Participant may order a CVC TC-2 in respect of FTTC Trial Network. Test Participant must select a bandwidth profile for the CVC TC-2. The CVC TC-2 bandwidth profiles are: CVC TC-2 symmetrical Mbps (CIR) (in increments of 100 Mbps) Section 3 describes the AVC. Test Participant must order an AVC for each Trial Premises where nbn supplies FTTC Trial Product to Test Participant. 3. Access Virtual Circuit (AVC) 3.1 AVC description An Access Virtual Circuit or AVC is an Ethernet-based Layer 2 virtual connection on the FTTC Trial Network that carries Test Participant traffic to and from a UNI used to serve a Trial Premises. Test Participant must order an AVC for each Trial Premises to which an FTTC Trial Product will be supplied. Subject to sections 3.2 to 3.4, nbn will configure the AVC to carry data in traffic class 4 (AVC TC-4) and Test Participant may elect to partition the AVC to additionally carry data in traffic class 1 (AVC TC-1), traffic class 2 (AVC TC-2), or both. (d) Test Participant must order an AVC TC-4, and may additionally elect to order one AVC TC- 1, one AVC TC-2, or both, in any of the bandwidth profiles set out in sections 3.2, 3.3 and

8 Part B: Required Product Components 3.4 subject to section of the Product Technical Specification for the FTTC Trial Product. (e) (f) For each AVC traffic class Test Participant orders in respect of a Trial Premises in a CSA, Test Participant must order a CVC in the same traffic class in respect of that CSA. nbn will map one AVC TC-4 to any UNI used to serve the relevant Trial Premises and will not map more than one AVC TC-4 to the same UNI. 3.2 AVC TC-4 The AVC TC-4 bandwidth profiles for FTTC Trial Product are: AVC TC-4 downstream Mbps (PIR) 1 AVC TC-4 upstream Mbps (PIR) Notes: 1 To be read subject to: (1) the description of how the PIR for these bandwidth profiles is to be interpreted in section 7.1 below; and (2) section of the Product Technical Specification for the FTTC Trial Product. 2 Where the bandwidth profile is expressed as a range, the range shows the maximum PIR which may be achieved at the nbn Network Boundary for the relevant bandwidth profile. The PIR can fall anywhere in the range for the relevant bandwidth profile in respect of a particular AVC TC-4 used to serve a Trial Premises (they are not minimum-maximum PIR ranges). 3.3 AVC TC-1 The AVC TC-1 bandwidth profiles for the FTTC Trial Network are: AVC TC-1 symmetrical Mbps (CIR) AVC TC-2 The AVC TC-2 bandwidth profiles for the FTTC Trial Network are:

9 Part B: Required Product Components AVC TC-2 symmetrical Mbps (CIR) The AVC TC-2 Data Transfer Rate will be included in the overall AVC TC-4 Data Transfer Rate. 3.5 CIR Without limiting section 7.1, if the Line Rate of a FTTC Trial Product is not capable of supporting the provision of all AVC TC-1 and AVC TC-2 bandwidth profiles ordered by Test Participant in respect of that FTTC Trial Product (including as set out in sections of the Product Technical Specification for the FTTC Trial Product), then, for both AVC TC-1 and AVC TC-2 the Information Rate experienced by Test Participant, Downstream Service Provider and Trial End Users may each be significantly less than the downstream CIR and upstream CIR of the bandwidth profile ordered by Test Participant in respect of the relevant FTTC Trial Product. 4. User Network Interface (UNI) 4.1 UNI description The User Network Interface or UNI is a physical port to which nbn supplies a FTTC Trial Product in respect of a Trial Premises. nbn will make one or more UNI-DSL available in respect of a Trial Premises. The location of the UNI-DSL which nbn makes available in respect of a Trial Premises depends on the nbn Network used to serve the Trial Premises, the functionality requested by Test Participant and the type of Trial Premises: Type of UNI Port Location of UNI port Number of available ports on NTD Type of Trial Premises nbn Network UNI-DSL xdsl Jumper Cable termination on the Customer Side MDF N/A (there is no NTD) Trial Premises at an MDU Site FTTC UNI-DSL xdsl Telecommunications Outlet or, if present, Passive NTD 1 N/A (there is no NTD) Trial Premises not at an MDU Site FTTC 1 Where the nbn Network Boundary Point is at a Passive NTD, nbn will be responsible for the installation, supply and repair of nbn Ethernet up to, and including, the Passive NTD. In those cases, nbn will not be responsible for reconfiguring wiring beyond the Passive NTD to the Telecommunications Outlet. 4.2 UNI-DSL The number of UNI-DSLs available at a Trial Premises depends on: the number of distinct nbn Copper Pairs installed at the Trial Premises which terminate at an accessible xdsl port; and

10 Part B: Required Product Components the allocation and installation by nbn of a single xdsl port to each distinct nbn Copper Pair. It is a condition of supply of an AVC TC-4 Product Component of FTTC Trial Product that Test Participant also acquires a UNI-DSL in conjunction with that AVC TC-4 for each Trial Premises. 4.3 UNI mappings and AVC bandwidth profiles The UNI mappings and AVC bandwidth profiles available for those UNI mappings are: nbn Network AVC UNI mapping Available bandwidth profiles described in FTTC AVC TC-4 UNI-DSL Section 3.2 AVC TC-1 UNI-DSL Section 3.3 AVC TC-2 UNI-DSL Section 3.4

11 Part C: General conditions of supply Part C: General conditions of supply Section 5 sets out obligations of Test Participant in relation to downstream supply of services to which nbn Ethernet is an input. 5. Downstream supply 5.1 Trial End User Equipment and installation activities Test Participant is responsible for supplying and installing all Trial End User Equipment required for the supply of the FTTC Trial Product. Section 6 describes the structure of the FTTC Trial Network and the boundaries of nbn Ethernet. 6. nbn Network architecture and nbn Ethernet boundaries 6.1 nbn Ethernet boundaries nbn Ethernet carries traffic in respect of a Trial Premises over the FTTC Trial Network between the following boundaries: the UNI-DSL used to serve that Trial Premises; and the NNI that serves the Trial Premises. 6.2 Power Outages - FTTC Network nbn may not be able to supply a FTTC Trial Product in the event of a Power Outage affecting: an MDU Site or any nbn Equipment located at that MDU Site served by the FTTC Trial Network; an NTD or any other nbn Equipment located at a Trial Premises served by the FTTC Trial Network; or an nbn DPU, nbn RPU or any other active equipment that forms part of the FTTC Trial Network and is not located within a Type 1 Facility or a Type 2 Facility. 7. Speeds, performance and availability 7.1 Speeds and performance of FTTC Trial Product References to download and upload speeds (PIR and CIR) in this document are to Layer 2 speeds, including where those speeds are expressed as a range, and are references to the maximum data throughput that the nbn Network is designed to make available to Test Participant at the Test UNI used to serve the relevant Trial Premises, not the minimum data throughput. For example, where the PIR is expressed as a range for a particular bandwidth profile: the maximum data throughput at the Test UNI used to serve the relevant Test Premises may peak anywhere in that range; and may reach a PIR within that range only once during a 24 hour period.

12 Part C: General conditions of supply The speeds and performance (including stability) of FTTC Trial Products actually experienced by Test Participant, Downstream Service Providers, Contracted Trial End Users and other Trial End Users will vary and depend upon a number of factors including: (iii) (iv) (v) (vi) (vii) (viii) the contention ratios that are determined by Test Participant; the equipment that is used by Test Participant, Downstream Service Providers, Contracted Trial End Users and other Trial End Users (which can also affect the speeds experienced at the Test UNI used to serve the relevant Trial Premises in respect of products supplied to Trial End Users and end users of Other Customers); the nature and quality of the Customer Product or Downstream Product acquired by Downstream Service Providers and Contracted Trial End Users; in the case of PIR only, the number of simultaneous end users being served by the nbn Network; interference caused by the equipment or network of any third party; any service interference during a Co-Existence Period in respect of a nbn DPU or any external electrical noise from a source that is not under the control of nbn; the quality of any existing Line, bridge taps, Pre-Existing Carrier Side MDF, Customer Side MDF and in-building cabling used to serve the relevant Premises; and the nature, quality and length of the connection to, and signal reception (including any interference with in building cabling, line-of-sight interference or weather,) at or affecting, the relevant Trial Premises. 7.2 Line Rate and Information Rate Test Participant must consider, and acknowledges, the following matters in connection with nbn s supply of each FTTC Trial Product: if: Test Participant configures a UNI-DSL; or a UNI-DSL negotiates with any attached device beyond the nbn Network Boundary, to operate over a Line Rate which is insufficient to deliver the ordered AVC capacity, traffic loss may occur at the UNI; degraded copper wiring (including bridge taps) beyond the nbn Network Boundary for the FTTC Trial Product may degrade the Line Rate usable by a UNI-DSL and result in traffic loss at that UNI-DSL; and nbn s ability to deliver AVC bandwidth profiles selected by Test Participant (including in all relevant traffic classes, and in respect of both PIR and CIR) will be affected by actual Line Rates achieved in operation and, in respect of the FTTC Trial Product, predicted Line Rates, as indicated via Service Qualification. 7.3 Availability of supply of FTTC Trial Product Notwithstanding anything else in this FTTC Trial Product Description, the supply of FTTC Trial Product by nbn to Test Participant is subject to the availability of each of the FTTC Trial Product Components and Product Features at the time at which Test Participant places an order.

13 Part C: General conditions of supply 7.4 Temporary interruption of FTTC Trial Product The supply of an FTTC Trial Product to a Trial Premises may experience a temporary interruption during the performance of any work required in relation to installation, activation, relocation of, and any activities reasonably incidental to installation, activation and relocation of: another FTTC Trial Product including any FTTC Trial Installation Activities or any associated activities (such as a port swap of Lead-in Cable connected to an nbn DPU, or the replacement of an nbn DPU) by nbn (or any of its Personnel or other persons authorised by nbn); or another Carriage Service or Content Service supplied by Test Participant or any third party including any associated activities (such as a port swap of Lead-in Cable connected to an nbn DPU or the replacement of an nbn DPU), supplied using the same nbn DPU that supplies the Trial Premises as the FTTC Trial Product. Test Participant acknowledges that the activities contemplated in section 7.4 may involve nbn (or any of its Personnel or other persons authorised by nbn): adding, removing or relocating nbn Equipment; or relocating Trial End User Equipment, Customer Equipment or Downstream Service Provider Equipment. nbn will use reasonable endeavours where practicable to minimise any interruption to the supply of FTTC Trial Product caused by the activities contemplated in section 7.4.
