Current ESD Concerns: Secure Components' current concerns center around implementation of good ESD practices as outlined in the ANSI/ESD S20.20 standard. 4 RECOMMENDATIONS SUMMARY Specific recommendations are in the body of the Survey Report by "element section". Any element listed as Out of Spec should be addressed. These are what we consider the initial high concern areas: Grounding Verification Purchase the test equipment necessary to perform Initial Qualification, Installation Certification, and Periodic Evaluation of your ESD Control Technical Elements. Touch-Tester for operator personnel grounding items (Wrist Strap and/or Footwear) Operator Select and purchase proper ESD Foot Grounders. For grounding of mobile and standing operators using flooring / footwear for personnel grounding, operators MUST wear ESD Footwear on both feet All operators (including shipping and receiving) who handle unpackaged ESD susceptible items must be grounded Floor Establish an ESD floor. Worksurfaces Establish ESD work surfaces EPA's [ESD Protected Areas] Identified Increase ESD Warning Signage Packaging / Materials Handling & Storage Initiate use of ESD safe packaging Recommendation There are no initial high concerns at this time.. 4

5 Written ESD Control Plan Written ESD Control Plan- a written ESD Control Plan provides the "rules and regulations", the technical requirements for your ESD Control Program. This should be a controlled document, approved by upper management initially and over time when revisions are made. OPL - The purpose of a Qualified Products Listing (QPL) is to ensure that: 1. Only approved ESD control products are purchased, thus controlling the ESD protective products used to only those that meet both minimum performance criteria and your company's specific needs. 2. To assure that all products used will work together to ensure continued ESD Control Program improvements and to address necessary program changes. Compliance Verification Plan- Once the ESD control program is set up, it is important to implement a compliance verification program which includes periodic checking of ESD control items, and calibration of test equipment per manufacturer and industry recommendations. Training Plan- An ESD Program is only as good as the use of the products by personnel. When personnel understand the concepts of ESD, the importance to the company of the ESD control program, and the proper use of ESD products, they will implement a better ESD control program. ANSI/ESD S20.20 GOAL To work towards becoming S20.20 compliant / certified, we recommend that you start with a clean copy of ANSI/ESD S20.20 and highlight every "shall" & "must". Compare this to your current document and address all shall / must requirements. S20.20 Tables 1, 2, and 3 provide an excellent list to identify all of your ESD control items from which you decide and document which of them to make them a requirement in your program. Thus, these will need to be addressed in your ESD Control Plan and or Compliance Verification Plan. This is also a good point to start laying out your QPL Qualified Parts List of all the ESD control products used in your program. This list should not be a static document as new items will be necessary as your needs change and your program matures. For simplified Compliance Verification test procedures, Desco recommends purchasing and having available a copy of the ESD Association's ESD TR It is available on at 5

6 SURVEY DATA Equipment Used: Desco EMIT OR Desco ESD Survey Kit Serial Number: Calibration Date: 7/14/2013 Note: Environment during this ESD Control Survey was measured as 70 F / 35%RH. You can expect charge measurements and higher resistance measurements on hygroscopic materials that easily absorb moisture during periods of less than 30% RH low relative humidity. It is recommended that the static field meter and surface resistance measurements also be taken during those periods of lowest RH in order to establish your "worst case" conditions. Your ESD Control Program must be established to perform in those conditions. 1. GROUNDING 1.1 Check Ground, three-wire AC electrical outlets equipment ground properly wired Grounding system is via equipment ground / 3 rd-wire electrical. Measurement: Using AC Outlet Analyzer, outlets checked were properly wired. Recommendation: No corrective action required. 1.2 Wrist Straps worn and grounded when seated, with the resistance of perator-toground Required Limit measured at <3.5 X 10^7 ohms. This is also the upper limit if ESD Garment is used as part of the path to ground. Wrist straps are not part of the ESD Control Program. Recommendation: Seated operators must wear wrist straps. Often, un-grounded people are the biggest cause of ESD damage. Wrist straps are the first line of defense in ESD control. All operators that handle unpackaged ESD susceptible items must be grounded. Consider continuous monitor systems that allow you to continually monitor the operator and wrist strap path to ground to avoid periodic testing. With a wrist strap with an elastic wristband, while the primary ground contact to the operator's skin is the metal wristband buckle, the elastic wristband itself has conductive fibers. These will lose their conductivity over time. It is a good idea to test the wrist strap periodically by holding the interior of the wristband instead of wearing it. If the wristband fails, replace the elastic band or entire wristband. Consider purchasing wrist strap components as opposed to kits. All seated operators are wearing grounded wrist straps. 6

7 1.3 ESD Footwear on each foot for mobile personnel. When foot grounders are used in conjunction with an ESD Floor for grounding of standing and/or mobile personnel, the RTG of the operator / footwear / floor circuit (Flooring / Footwear System) Required Limit is: Method 1 - Measure less than 3.5 x 10^7 ohms or Method 2 - Measure both resistance < 1 X 10^9 ohms AND charge generation to be less than 100 volts. Foot grounders are not part of the current ESD Control Program. Recommendation: Implement the use of heel/foot grounders if ESD Floor is implemented. Visitors should be required to use disposable foot grounders if ESD Floor is implemented. When both feet are in contact with the ESD floor the resistance is in parallel, if both foot grounders having a 1 megohm resistor the total resistance is not 1 megohm but half that amount or 0.5 megohms. Consider the use of foot grounders with a 2 megohm resistor so that when both feet are on the floor, the operator resistance to the floor mat will always be at least 1 megohm. Foot grounders should be UL Listed. ESD damage is a probability and all ESD Controls are designed to reduce that probability. When using only one foot grounder, the probability of the operator being ungrounded is very high. Charge generation and body capacitance changes can result in significant (1,000's of volts) body charges in microseconds. The larger the foot grounder heel/sole surface, the greater the probability that the operator will be continuously grounded. Use of foot grounders has been implemented. Operators wear grounders on both feet and tested in spec. 1.4 ESD Floor (and/or mat) grounded & clean. Flooring Required Limit is <1 X 101\9 ohms Rtg, however the Personnel Grounding Flooring / Footwear Required Limit is: Method 1 Required Limit< 3.5 X 10^7 ohms Rtg. Method 2 (must be used when operator Rtg is >3.5 X 10^7 ohms)) Required Limit < 1.0 X 10^9 ohms Rtg for Flooring / Footwear System AND less than 100 volt charge generation. ESD Floor is not part of the current ESD Control Program. Recommendation: Install an ESD floor (paint, mats, tile, or floor finish) where mobile and standing operators do not wear wrist straps for operator grounding.. Below is a list of options that can be often used in conjunction with each other to address varying ESD Flooring needs: Conductive Floor Mats Dissipative Floor Care Systems Conductive Floor Paint Permanent ESD Floor Materials (for example: Rubber, Carpet, and Vinyl floor tiles). 7

8 Floor Care System A superior quality dissispative Floor Finish will reduce tribo-charging of objects (including people) to less than 50 volts when measured by STM97.2, part of Flooring / Footwear System Method 2. The required limit is <100 volts. Use only an ESD Floor Stripper and Cleaner, preferably the same brand as the Floor Finish. For proper performance, all three must be chemically designed to work together properly. Floor should be swept regularly to remove dust and dirt that is typically insulative, and will inhibit proper floor resistance. Dissipative Floor Finish should be regularly damp mopped per manufcaturer's instructions (i. e. mixture of 3 parts water, 1 part floor finish). Floor resistance should be checked and when resistance is >1 X 10^9, a new coat of floor finish should be applied. Once per year, strip the dissipative floor finish and apply 3 new coats of dissipative floor finish. For specific details, see manufacturer's application instructions. When initially installed, the dissipative floor finish floor should measure <3.5 X 10 1\7 ohms. Seated workers may have rolling chairs. Floor dirt on the wheels will abrade the floor. A conductive floor mat may be used where there are rolling chairs to prevent this and to extend the life of the floor. A thickness of.125" is recommended to maintain lay-flat for floor mat applications. We can help you define the proper materials and specifications necessary to achieve proper flooring / footwear grounding system(s) for your facility. Use of conductive floor mats has been implemented. Tested in spec. 1.5 Personnel grounding devices (Wrist Straps, Footwear, and Groundabie Static Control Garment Systems) tested while worn with results logged. This Technical element was not covered during the survey at this time. Procure proper touch-test wrist strap and/or footwear tester. Start daily operator "touch-testing" system. Start operator logging sheet at all touch-testers. Operator grounding is the foundation of any ESD Control Program. Therefore, if not using continuous monitors, the daily testing that the grounding device is both operating and worn correctly is paramount. Daily operator touch testing with logging sheet system implemented. Operators required to test once per day. 8

9 2. ESD Protected Area TECHNICAL ELEMENTS 1 ESD Protected Area (EPA) Clearly Identified and access to ESD Protected Area controlled. Caution signs indicating the existence of the EPA shall be posted and clearly visible to personnel prior to entry to the ESD protected area. This Technical element was not covered during the survey at this time. Create ESD Safe areas. An ESD Protected Area is a defined location with the necessary materials, tools and equipment capable of controlling static electricity to a level that minimizes damage to ESD susceptible items. An EPA can consist of a single workstation, entire room or building. Handling of ESD susceptible parts, assemblies and equipment in packaging without ESD shielding shall be performed only in an ESD protected area. Access to the ESD protected area shall be limited to personnel who have completed appropriate ESD Training and inclusion in written ESD Control Plans can help this. An ESD safe area has been created with appropriate EPA indicators (signs) and appropriate Access control. 2.2 ESD Protected Area Worksurfaces 1 X 10^6 to <1 X 10^9 ohm Rtg. Properly grounded to common point ground, maintained using ESD Mat Cleaner. This Technical element was not covered during the survey at this time. Implement ESD work surface areas. The purpose of the ESD worksurface is two-fold. (1) To provide a surface that has no charge on it. (2) To provide a surface that will remove charges from all conductors (including ESD susceptible devices and assemblies) that are placed on the surface. This needs to be a "controlled rate" and therefore surfaces that are <10^6 ohms can discharge ESD susceptible items too quickly, resulting in potential CDM (Charged Device Model) damage. Without ESD surfaces that are grounded, and measure 10^6 to 10/%8 ohms, neither of the above can take place. Two layer vinyl ESD matting is being used. Mats are grounded and in spec. 9

10 2.3 Packaging (including Material Handling Devices and storage containers) Inside the ESD protected area Low Charging, Dissipative, Shielding or Conductive Materials (Rtt 1 X 10^4 to <1 X 10'11) are to be used. This Technical element was not covered during the survey at this time. There is not ESD protective packaging available at this time. Implement use of Low Charging, Dissipative, Shielding or Conductive packaging materials. Unpackaged ESD susceptible items must be placed directly on grounded ESD worksurfaces or on materials where Rtg measures <1 X 101,9 ohms. An ESD Protected area is where all conductors are grounded. When circuit boards are placed on good quality grounded mats, the conductive elements of the circuit board are effectively grounded. When circuit boards are separated from the matting by shielding bags or other packaging material, grounding is not as effective and the circuit board conductive components are isolated from ground. This results in a condition of "isolated" conductors. This can lead to CDM (Charged Device Model) damage to ESD susceptible parts. Use of closed shielding bags has been implemented. In Spec Outside the ESD Protected Area - Shielding bags or other chiselling containers with covered lid (Faraday Cage) are to be used to transport or store ESD susceptible items outside the ESD protected area. All packaging materials used for outside the ESD protected area must measure 1 X to <1 X 10'11 ohm Rtt AND provide ESD shielding. This Technical element was not covered during the survey at this time. Implement use of Low Charging, Dissipative, Shielding or Conductive packaging materials. A basic principle is that ESD susceptible items should only be out of their ESD Protective packaging when they are in an ESD protected area. Unpackaged ESDS items should only be handled by a grounded operator in an ESD protected area. Use of closed shielding bags has been implemented. In Spec. 10

11 2.4 ESD Workstation Clear of Insulators such as regular high charging bags, packaging, document holders, binders & tape. This Technical element was not covered during the survey at this time. Recommendation: ESD Work stations need to be established. ESD workstations are clear of insulators. 2.5 Ionization - Out of balance to be less than +/-50 offset voltage. Discharge times to be determined by user. Ionization is not part of the ESD control program. 2.6 Seating/Chairs Rtg < 1 x 10A9 ohms if part of ESD program. ESD Chairs are not part of the ESD Control Program. 2.7 Shelves grounded. RTG is to be 1 X 10A6 to <1 X 10^9 ohms if storing unprotected ESD susceptible items. Shelves are not part of the ESD Control Program and thus not considered part of an ESD worksurface 2.8 Mobile carts / racks grounded. RTG is less than 1.0 x 10A9 ohms. If carts storing unprotected ESD susceptible items, cart shelves are to be 1 X 10^6 to <1 X 10 1'9 ohms RTT. Mobile carts / racks are not part of the ESD Control Program and thus not considered an ESD workstation. 2.9 ESD protective garments used to cover worker's synthetic insulative clothing. Categories: ESD Protective Smocks used to cover worker's synthetic clothing or kept 12" from ESD susceptible items. Rff 10A5 to 10 1`10 ohms. Smock should be grounded via operator's wrist strap system or ESD footwear/floor system. If grounding operator / Smock / Ground cord system < 3.5 x 10A7 ohms This Technical element was not covered during the survey at this time. Implement use of ESD garments. Wrist Straps reliably remove charges from a person via the moisture layer on their skin; charges on insulative clothing cannot be removed via the Wrist Strap. The primary purpose of ESD Smocks to shield ESD susceptible items from charges on operators' clothing. It should be part of your ESD Control Plan that all smocks are to be closed and regular clothing does not extend beyond the smock cuff. Otherwise, you are defeating the primary purpose of the ESD smock. For the smock to perform properly, it must make intimate contact with operator's skin, thus grounded when the operator is. Use ESD garments has been implemented. In Spec. 11

13 2.10 Solder Iron Tips < 1 ohm to ground per ESD STM13.1 < 20 ohms for verification purposes. Grounded AC Soldering Irons/Powered Tools are not part of the ESD Control Program.
