1 1. SCOPE 1.01 SCOPE OF WORK A. The Contractor shall design, manufacture, test and deliver two (2) complete 15kV, 4000A generator rated breakers, two (2) 1200A feeder breakers, enclosures and all incoming, outgoing and interconnecting non-segregated phase bus with supports, current transformers, voltage transformers, surge arresters and capacitors as well as transitions and transition enclosures for interfacing switchgear non-segregated phase bus to the existing Isophase bus. Note: Non-Segregated phase bus to the existing isophase bus to be proposed as an option. B. The equipment will be used to provide generator circuit breakers (52-G1 & 52-G2) between each of the two 13.8kV, 95 MVA hydro generator units and the respective 84 MVA, 13.8/230 kv main generator step up (GSU) transformer banks at Holm Powerhouse. Additionally, the feeder breakers in each line up will be used to replace the existing 13.8kV current limiting reactors, and the station service supply and interconnection to the respective new replacement 500kVA, kV station service transformers (by Others). C. The existing installation consists of 4000 ampere isolated phase bus directly connecting each hydro generator unit to the respective main GSU transformer bank. The existing station service is connected to the generator output via a current limiting reactor directly tapped to the isophase bus. New potential transformers, surge suppression equipment and capacitors will be mounted within the 15kV switchgear lineup and will replace existing equipment also currently tapped directly to the isophase bus QUALITY ASSURANCE All materials used shall be new, of high grade and with properties best suited to the working environment SUBMITTALS A. All submittals shall conform to formats, conditions, and requirements as specified in Attachment D Submittals. B. Submit with the bid proposal the following: Page 1 of 23

2 1. Certificate of Compliance or complete list of all deviations from the drawings and specifications. 2. Submit outline drawings for each 15kV switchgear lineup and non-segregated bus assembly including isophase bus transitions and enclosures, showing support point dimensions of enclosures and accessories, unit weight, and the following information: a. 15 kv Vacuum or SF6 Circuit Breaker Rated maximum voltage. Capacitors - Rating, data sheets, and catalog cuts. f. Spare Circuit Breakers- Ratings and description. g. Arc Flash Mitigation System Description and Data Sheets h. 3 All information shall be in the English language, clearly readable with IEEE, NEMA and ANSI symbols, device numbers and other requirements. C. Submit Contractor s installation instructions and certification. Instruction shall include procedures for items that are to be shipped disassembled but are to be assembled and interconnected for operation when installed. Instructions shall contain special rigging instructions as required for unloading, moving by skidding or rolling and lifting each 15kV switchgear lineup or non-segregated bus assembly, transitions, component, or accessories. D. Submit O&M Manual and spare parts list. The O&M manual shall include provisions for cleaning the 15kV switchgear lineups and non-segregated buswork assemblies and servicing or replacing components. Also included shall be instructions for accessing internally mounted components, special enclosure assembly and disassembly requirements, and setting and adjustment procedures and other information designed to assist in proper operation and periodic maintenance of the equipment being supplied. All manuals, instructions and supporting drawings and parts lists supplied by the manufacturer and supplemental instructions and data supplied by accessory manufacturers shall be in English, clearly readable and arranged in such format as to make the subject items easily identifiable. Each manual shall have an index and/or table of contents identifying each item/subject and shall include the location (name of manual, section, and/or page number) of information therein. All values shall be given in English units and may be in both English and metric values. See Attachment E, Operation and Maintenance Data. E. Drawing Requirements Shop drawings shall consist of the following: 1. Arrangement drawings. 2. Dimensioned drawings with plan and elevation views and other views, as necessary for clarity. 3. Cross-sectional drawings with views of bus bar arrangement, supporting blocks, and the enclosure arrangement. 4. Bus termination drawings showing details to connecting to isolated phase bus and vacuum or SF6 circuit breaker. 5. One-line diagram of each 15kV switchgear lineup and non-segregated bus arrangement. National Electrical Code (NEC) 1.05 ENVIRONMENTAL REQUIREMENTS FOR 15KV SWITCHGEAR LINEUPS A. Seismic Conditions All equipment and components including their supports and anchorages, supplied by the Contractor, shall be designed in accordance with provisions of the appropriate sections of the City and County of San Francisco Building Code, latest edition and the latest edition of the California Building code to withstand seismic loads in addition to other loads. The test response spectrum shall be based upon a 5% minimum dampening factor, IBC: a peak of 2.57g s ( Hz) and ZPA of 1.0g s applied at the base of the equipment. The tests shall fully envelop this response spectrum for all equipment natural frequencies up to at least 35 Hz. Equipment shall not be required to function properly during periods of seismic disturbance but shall be capable of manual restart following a disturbance. B. Ambient Environmental Conditions All equipment is to be installed indoors in the following conditions: 1. Ambient air temperature (maximum) 104 deg. F (40 deg. C) 2. 6 2. EQUIPMENT KV SWITCHGEAR LINEUPS A. General Requirements for 15kV Switchgear Enclosures and Breakers 1. Stationary Structures The new switchgear shall consist of vacuum or SF6 circuit breaker units and auxiliary units as required, all assembled to form rigid, self-supporting, completely metalenclosed structures. In each unit, the major parts of the primary circuit such as the circuit breaker, buses, voltage transformers and control power transformers shall be completely enclosed by grounded metal barriers. This shall include an inner barrier in Page 6 of 23

7 front of, or as a part of, the circuit breaker. 2. Arrangement The switchgear shall include the units shown on the attached one-line diagram and shall be indoor construction. It shall be used on a 13,800 volt high resistance ground system. 3. Circuit Breaker Compartment Each circuit breaker compartment shall be designed to house 15,000 volt, removable element circuit breakers. The stationary primary disconnect contacts shall be constructed of silver plated copper. Grounded metal safety shutters shall be provided which isolate all primary connections in the circuit breaker compartment when the breaker is withdrawn from the connected position. 4. Ground Bus A continuous ground bus of 1/4-inch by two-inch copper shall be installed in the lineups with connections to each grounding contact and each compartment ground terminal. All joints shall be made with at least two (2) 3/8 inch zinc plated; bronze iridescent chromate conversion coated steel bolts per joint. 5. Bus Compartment 6. Finish The main generator bus shall be rated 4,000 ampere. Bus bars shall have a continuous current rating in accordance with ANSI standards of temperature rise and documented by design test. All joints shall be silver plated with at least FOUR (4) bolts per joint. Bus bars will be braced to withstand stresses developed by current equal to the main power circuit breaker closure, carry and interrupt rating. All bus connections 1200A or less shall be a minimum of two (2) bolts per joint. All interior and exterior steel surfaces shall be chemically cleaned after fabrication and treated with a rust-inhibitive phosphatizing or equivalent treatment to provide a bond between the primer and metal surfaces. The switchgear exterior surfaces shall then be primed, filled where necessary and finished with not less than two (2) coats cathodic electro-deposition of ANSI 61 gray epoxy paint. Finish coat shall be gloss. Interior surfaces shall receive not less than one (1) coat of corrosion-resisting paint in accordance with manufacturer s standard practice. Page 7 of 23

8 7. External Power Connections Provisions for termination of external power connections shall be as indicated in the specifics for each breaker. Where indicated, termination drillings for cable connections shall conform to standard NEMA 2-hole configuration. 8. Arc Flash System The entire 15kV switchgear lineup shall be provided with an arc flash mitigation system. As a minimum, each enclosure housing equipment capable of creating an arc flash shall have arc flash detection sensors. The arc flash relaying will include provisions to open remote disconnect devices. Arc flashes relaying to utilize photo electric arc detection devices with current magnitude supervision unless otherwise approved. Submit details of the proposed or alternate arc flash mitigation system with the bid proposal KV CIRCUIT BREAKER CUBICLE EQUIPMENT A. CIRCUIT BREAKERS The circuit breakers shall be rated 15,000 volts, maximum, 3-phase, 60 hertz, with a nominal interrupting rating of 1,000 MVA. All circuit breakers of equal rating shall be interchangeable. The circuit breakers shall be operated by an electrically charged, mechanically and electrically trip-free, stored-energy, operating mechanism. Provision shall be included for manual charging of the mechanism and for contact wear inspection. The circuit breakers shall be equipped with secondary disconnecting contacts, which shall automatically engage in the connected position. The breaker compartment shall be furnished with a mechanism that will move the breaker between the operating and disconnect position. The mechanism shall be designed so that the breaker will be self-aligning and will be held rigidly in the operating position without the necessity of locking bars or bolts. In the disconnect position, the breaker shall be easily removable from the compartment. Page 8 of 23

9 Interlocks shall prevent moving the breakers to or from the operating position unless its contacts are in the open position. As a further safety precaution, the operating springs shall be discharged automatically when the breaker is rolled fully into the compartment or is moved into the disconnect position. Means shall be provided for padlocking the racking mechanism in either the connected (operating) position or the disconnected position. When locked in the disconnected position, the breaker shall be removable from the compartment. Padlocking the breaker shall not interfere with the operation of the breaker or its mechanism. The circuit breaker control voltage shall be 125 volts DC. B. Instrument Transformers 1. Current Transformers Current transformers shall have ratios as indicated in the details of each switchgear unit. The transformers shall have a mechanical rating equal to the momentary rating of the circuit breakers, and shall be insulated for full voltage rating of the switchgear. 2. Voltage Transformers C. Control Wiring Voltage transformers shall be drawout type, equipped with current-limiting fuses, and shall have accuracy as required by the details of each switchgear unit. The ratio shall be as indicted in each switchgear unit specification. 1. Secondary control wiring shall be minimum No. 14, extra-flexible, stranded, tinnedcopper control wire, rated 600 volts, except for CT secondary circuits which shall be No.10. Secondary control wire shall be armored or enclosed in grounded metal troughs where they pass through primary compartments. Wire markers shall be furnished at each termination. Control wiring to be terminated on terminal blocks with marker strips numbered in agreement with connection diagrams and schematics. 2. All inter-unit wiring, except CT secondary circuits, is to be made at the unit terminal boards. Connections wired directly between devices, installed in different units, will not be permitted. 3. All devices shall be completely wired, tested, and ready for use. SFPUC-HHWP will be responsible for setting all relays. Page 9 of 23

10 D. Devices 4. Provide terminal blocks for all external sources and for manufacturer connection of the wiring for all panel and cabinet devices, including instrument transformers. Terminal blocks, fuse blocks, CT shorting blocks, and other control devices are to be mounted inside the enclosure, separate and isolated from the high voltage compartment. 5. Any spare or unused contacts of all devices are to be connected to suitable terminal blocks for use by SFPUC-HHWP. 6. Provide space for the addition of a minimum of one (1) 12-pole terminal block for customer use. 7. All internal wiring by Contractor shall be identified with wire labels or markers at each end of each wire. These markers shall correspond to the wire destination shown on the manufacturer s wiring and schematic diagrams. Wire markers shall be sleeve type. Adhesive wrap around labels are NOT acceptable. 8. Control and instrument wires are to be terminated with insulated locking fork or spade type lugs. Current transformer leads will be terminated with ring type lugs terminals. Wires terminating on devices with terminals that do not accept spade lugs shall be soldered or terminated with ferrules. Terminating bare wire will NOT be permitted. 9. All CT s, PT s and other equipment supplied as part of the 15kV switchgear shall be accessible. If located behind bolted coverplates, no devices or wiring shall be required to be removed for access. Where indicated, all protection, instrumentation and control devices shall be as shown, or equal. Instruments shall be switchboard type, with one percent (1%) accuracy. E. Basic Circuit Breaker Unit 1. The basic metal-clad unit for each individual circuit breaker shall consist of one metalclad compartment and include: a. 1,200 ampere, three phases, copper main bus, (does not apply to generator breaker incoming and outgoing bus). b. Vacuum or SF6 power circuit breaker, three pole, single throw, 15kV with 1000 MVA nominal interrupting rating with a minimum close and latch rating of 77,000 ampere RMS and arranged for 125 volt DC close and trip. d. One (1) set of test switch terminal blocks to short out all CT wiring to meters and instruments, and open all voltage wiring to meters and instruments, leaving protective relay circuits complete (to disconnect instrument and meters for calibration). e. All primary cable terminations will be with high compression, NEMA 2- hole lugs provided by SFPUC HHWP. f. Circuit breaker control switch, with green and red indicating lights and with pull-out position (close in test position only). Refer to Appendix B for additional description. g. Minimum of four (4) each a and b truck operated contact (TOC) switches. h. Separately fused circuit with auxiliary close and trip relays to provide for remote control from a Synchronizing Panel or customers SCADA system. i. Provision for padlocking in the withdrawn (disconnected) position. j. Each breaker to have two (2) extra isolated a and two (2) extra isolated b contacts wired to terminal board for customers use. k. Provision for connection of external control wiring for control of circuit breaker while in the withdrawn (disconnected) position. This is for electrical maintenance only. l. CT s for differential functions shall meet the minimum standard relaying accuracy classification of C200. m. Space heater, separate, fused, humidistat control, powered from an external 120 volt AC Source. All heaters in a 15kV switchgear lineup shall be connected to a single control circuit. n. Mechanical operations counter to register breaker trip operations, non-resetable. o. White indicating light to indicate that the stored energy device is fully charged (include as part of control switch). p. Remote racking capability. q. Wheels for ease of movement. Page 11 of 23

No lift truck, rails, ramps, channels, or transport devices of any kind shall be required for placing the circuit breaker in the fully connected position, once breaker is inserted into the cell SPECIFIC REQUIREMENTS/SPECIFICATIONS A. Metal Clad Switchgear, Generator Line Breaker 52G Addition for Holm Power Plant Unit 2 Item 1 New 15kVSwitchgear lineup H2 (reference drawings GB-HP-5000-SK)) One (1) line-up of indoor metal-clad 15kVswitchgear consisting of the following units and arranged from left to right when viewed from the hinged panel side of the structure in the following order: 1. Unit H2 52-G2 Holm Unit 2 Generator Line Breaker as identified in Section 2.02 and to meet or exceed IEEE Standard C for generator circuit breakers. Included is: Qty. Description A Bus incoming and outgoing 1 Basic unit with 4000 ampere breaker, natural convection cooled, and provision for connection to incoming and outgoing non-segregated 4000A bus system. 9 Phase CT s, 4000/5 ampere, Accuracy Class C200, thermal rated 2.0, for metering and remote relaying 3 3 phase sets of PT s connected WYE-GND WYE-GND, to provide 14, volt line-to-line ratio, connected as shown on the reference drawings 8 Isolated stationary auxiliary switches wired to terminals for use by the utility and as interlocks. Switches are to be cubicle mounted, not breaker mounted, so that the b contact remains closed and made up, and the a contact remains open when the breaker is in the test and disconnect positions. The b contacts shall be able to open and the a contacts shall be able to close, only when the breaker is in the full connected position. Connections as shown on reference drawings. 2. Unit H , Holm Unit 2 Station Service Interconnect Breaker consisting of all equipment as identified in Section 2.02 and: Qty. Description ampere bus (minimum) 1 Basic unit with 1200 ampere breaker and provision for connection of three (3) 3/C 500 kcmil cables. 3 Phase CT s, 4000/5 ampere, accuracy class C200, thermal rated 2.0, for remote differential relaying. 3 Phase CT s multi ratio, 400/5 ampere, accuracy class C200, thermal rated 2.0, for remote relaying. 3 PT s connected delta-delta to provide 14, volt line to line, connected to the outgoing (load) side of the breaker. 8 Isolated stationary auxiliary switches wired to terminals for use by the utility and as interlocks. Switches are to be cubicle mounted, not breaker mounted, so that the b contact remains closed and made up, and the a contact remains open when the breaker is in the test and disconnect positions. 14 3. Unit H Holm Unit 2 Station Service breaker consisting of all equipment as identified in Section 2.02 and: Qty. Description A Bus (minimum) 1 Basic unit with 1200 ampere breaker and bus connection to transition section A transition sections with provision for direct connection to station service transformer (by Others). Transition section to be fitted with a blank Glastic or equal insulated panel for field modification 3 Phase CT s, 4000/5 ampere, Accuracy Class C200, thermal rated 2.0, for remote differential relaying 3 Phase CT s, multi ratio, 400/5 ampere accuracy class C200, thermal rated 2.0 for remote relaying. 8 Isolated stationary auxiliary switches wired to terminals for use by the utility and as interlocks. Switches are to be cubicle mounted, not breaker mounted, so that the b contact remains closed and made up, and the a contact remains open when the breaker is in the test and disconnect positions. The b contacts shall be able to open and the a contacts shall be able to close, only when the breaker is in the full connected position. Item 2 New Switchgear (see attached Drawing No. GB-HP-5000-SK) One (1) line-up of indoor metal-clad switchgear consisting of the following units and arranged from left to right when viewed from the hinged panel side of the structure in the following order: 1. Unit 52-1 Holm Unit 1 Station Service Breaker consisting of the same as Unit H H Holm Unit 1 Station Service Interconnect Breaker consisting of the same as H except: without the 3PT s. 3. H1 52-G1 Holm Unit 1 Generator Breaker consisting of the same as unit H2 52-G2. Page 14 of 23

15 C. Schematics, Generator Line Breaker 52G Addition for Holm Power Plant Unit 1 and Unit 2 Schematic diagrams for each switchgear lineup shall indicate all internal wiring and terminal boards. Field interface connection points shall be clearly identified NON SEGRATED BUS AND TRANSITION TO ISOPHASE BUS REQUIREMENTS A. General Description The non-segregated bus assembly shall include all required equipment, enclosures, transitions, hardware and miscellaneous components necessary to complete the bus transition between the generator breaker cubical and the existing isophase bus. This non-segregated bus work will connect the incoming (generator) side and the outgoing (GSU) side busses of each generator breaker cubical to the respective existing isolated phase busses. Alternate bus work systems will be considered. Submit details and supporting documentation with proposal. B. Ratings: Interconnecting buswork shall be rated on the symmetrical basis, and shall have the following minimum ratings: Current ratings based on 40 deg. C. 16 C. Construction Each non-segregated phase bus assembly shall consist of two copper five-eighths inch by six inch (5/8-inch x 6-inch) bus bars per phase supported on insulators and insulated with antihygroscopic material and rated as described herein. Transition connections to the isolated phase bus shall be made via adequately sized flexible tinned copper connectors. All contact surfaces on all joints, splice plates, termination and other transitions intended for bolted connections shall be silver plated. All hardware necessary for assembly shall be supplied and be of new manufacture. Bus joint, splice, and transition hardware shall be high strength plated steel and include necessary spring pressure lock (Belleville), flat and lock washers. The complete nonsegregated bus assembly shall be designed and constructed to meet the following requirements: 1. Operate within specified temperature limits while continuously operating at the rated current, without supplemental (fan) cooling. 2. Bus bar temperature rise shall not exceed 65 C while operating at the maximum current rating. The limitation of hottest spot temperature shall meet the requirements of ANSI Standard C37.23, Table Conductor support system shall remain fully functional after exposure to system design short circuit conditions. Different 15kV bus work systems utilizing other construction methods that do not conform to a single enclosure configuration as described above will be considered. Contractor shall submit with the proposal all supporting documentation. Other such bus systems shall meet or exceed the performance requirements described herein. D. Insulation Bus bars shall be insulated with extruded polymer sleeve, and mounted with corona control devices in molded, glass-reinforced polyester support blocks or approved equal. Insulation shall conform to the following requirements: 1. The conductors shall have fully insulated conductors and conductor joints. Insulating materials shall be non-hygroscopic and flame retardant, rated for continuous operation at 105 C (class 105). The insulation level of the combined system shall meet or exceed the requirements of ANSI Standard C37.23 Table 5 2. Bus joints shall be insulated with EPR/PVC tapes or molded vinyl boots. Page 16 of 23

17 3. All bolted joints to be insulated shall be wrapped with a conductive mesh of the same material as the conductors prior to insulation. This mesh serves as a corona suppressant. E. Enclosure Non-segregated bus and non-segregated to isophase bus transition enclosures shall be fabricated from high grade aluminum to minimize circulating currents and magnetic heating. The transition enclosure shall not be electrically connected to any portion of the existing isophase bus. Existing electrical continuity between existing isophase bus sections modified for insertion of the generator breakers (52G1 and 52G2) shall be maintained but not connected to ground. Grounding of new non-segregated bus and transition enclosure shall comply with NEC and establish industry practices. Ventilation louvers shall be provided to maximize natural convection cooling of the enclosed bus and fittings. Access to bolted connection points and transitions shall be via hinged and/or removable panels. Provision for supporting all non-segregated bus duct work and isophase bus transition enclosures shall be included in the design of each enclosure segment. The installed duct work will ultimately be supported from overhead within the powerhouse. The following design requirements shall be met: 1. All exposed surfaces are to be finished as indicated in this specification. 2. Enclosure shall be designed for a maximum temperature rise of 40 C above ambient. 3. Indoor non-ventilated drip-proof NEMA 1 construction. Housing will include gasketed solid top and bottom covers and solid sides to prevent entry of falling liquid or solid particles. 4. Exposed hardware shall be stainless steel. Screened breather/drains are required along the enclosure bottom and at all low points along the installation. 5. Space heater, separate, fused, humidistat control, powered from an external 120 volt AC Source. All heaters in a non-segregated bus duct shall be connected to a single control circuit. Provide similarly configured heaters for non-segregated to isolated phase buswork transition enclosure. Page 17 of 23

18 F. Grounding The bus housing shall be designed to carry the system ground fault current for a period of two seconds without excessive temperature rise. If necessary, a separate copper ground bus shall be provided on the inside or outside of the bus enclosure. Separate ground bus may terminate to equipment or a ground pad for the connection to the station ground. Flexible jumpers shall be provided at all expansion joints to ensure ground continuity. If the housing is used as the ground path, housing ground continuity shall be maintained at shipping splits by the use of housing ground spice plates. G. Conductor Support Systems Bus conductors shall be rigidly supported within the enclosure and shall be braced to withstand the short circuit currents specified herein. Bus conductors shall be supported on nonhygroscopic, track resistant and flame retardant molded high alumina ceramic blocks. H. Connections 2.05 FACTORY TESTS Contractor shall provide with the proposal the intended method for interconnecting isolated phase bus to the non- segregated phase bus for approval. Each equipment termination shall include flexible housing joint and flexible connectors to the equipment terminals. Each 15kV switchgear lineup shall be tested prior to shipment. A direct current high potential impulse test shall be conducted at the factory; in addition the following tests in accordance with ANSI C "Metal-Clad & Station Type Cubicle Switchgear". A. Rated continuous current. B. Flame resistance insulation. C. Shop tests recommended by Contractor. A representative for SFPUC-HHWP shall be permitted to witness shop tests. Provide 10-day advance notice of scheduled tests. Page 18 of 23

19 3. BID REQUIREMENTS 3.01 SUPPLIER SHALL PROVIDE WITH THE PROPOSAL THE FOLLOWING: A. Price for indoor switchgear line-up per Section 2.03 New 15kV Switchgear Lineup H2, as specified. B. Price for indoor switchgear line-up, Section 2.03 New 15kV Switchgear Lineup H1, as specified. C. Price for incoming and outgoing non-segregated buswork transitions for generator line breaker 52-G1 D. Price for incoming and outgoing non-segregated buswork transitions for generator line breaker 52-G2 E. Price to add spare breaker as required for the 1200A breakers. F. Price to add spare breaker as required for the 43000A breakers. G. Price to add breaker lifting device if not included in base bid. H. Price to add three (3) additional phase CT s, 4000/5 ampere, C200 accuracy to unit 52-G1 and 52-G2 for remote relay. (For a total of 12 CT s each). I. Cost per day for qualified, factory trained, field service representative to provide field support and assist in commissioning and startup of both 15kV switchgear units H1 and H2 beyond that which is included in the base proposal. Provide and estimate of the total work hours anticipated for commissioning each unit individually. Manufacturer s field service representative shall be responsible for certifying in writing that the equipment has been installed, adjusted and tested in accordance with the manufacturer s recommendations. J. Total cost to provide qualified representative(s) for a training session for up to ten Hetch Hetchy Water and Power representatives, at a job site or location to be determined by the City. The object of the training program is to provide instruction on the operation and maintenance of the assembly, 15kV switchgear, circuit breakers and major components with each generator breaker switchgear assembly. K. Descriptive and dimensional data necessary to evaluate the proposal. Data shall include, but not be limited to, a front view layout showing proposed arrangement and approximate weights.
