1 1993 Specifications CSJ Description SPECIAL SPECIFICATION ITEM 6398 Transportation Management Console This Item shall govern for the furnishing and installation of Transportation Management Consoles in locations as shown on the plans an d as detailed in the Special Specifications. 2.0 Material 2.1 General Requirements All materials furnished, assembled, fabricated or installed under this item shall be new, corrosion resistant and in strict accordance with the details shown on the plans and in the specifications. 2.2 Functional Requirements The TM Console shall consist of a 19 inch electronic equipment rack in or upon which various equipment is mounted. The equipment rack shall contain two computer chassis, a GFI protected multi-outlet surge suppressor power strip, and two rear mounted DB25 connector panels. Additional peripheral equipment and software shall also be included. Documentation for all electronic systems shall include schematics, board layout diagrams, part tests, shop drawings and maintenance and operations manuals. Areas of documentation may be combined as appropriate. Software shall be delivered with all manufacturer supplied documentation. The TM Console shall be delivered as an assembled unit, and shall meet the following minimum specifications: Console Housing and Layout 1. The console shall accommodate standard 19 inch rack-mount chassis units and shall be at least 28 inches deep. 2. The computer chassis shall be mounted on slide mechanisms at the topmost position on the front of the console. 3. The multi-outlet surge suppressor power strip shall be installed in the lowest possible rack position on the front of the console. 4. Unused rack space shall be closed with blank filler panels. 5. The DB25 connector panel shall be mounted on the rear equipment rack mounting rails using No bolts. 6. The console shall include both front and rear mounting rails tapped on EIA universal spacing for No bolts. 7. Chassis slide mechanisms shall be rated for an 80 pound load
2 8. The console shall be equipped with four (4) heavy duty casters rated for a load of at least 200 lbs Computer Chassis (2 required) 1. Each computer chassis shall occupy no more than eight inches of rack height, and no more than 24 inches of depth in the equipment rack. 2. The front panel of each computer chassis shall provide a cutout for at least two half height removable media devices, a reset switch, a lighted power switch, and a Winchester disk activity indicator. The removable media cutout shall be protected by a lockable door. 3. The rear panel of each computer chassis shall provide a connector for a removable AC power cord, two switched AC power outlets, and a keyboard connector. 4. All electronic assemblies in the computer chassis shall be rated for operation over a temperature range from 0 C (32 F) through 50 C (122 F). 5. Each computer chassis shall contain a passive ISA bus backplane with a minimum of 14 ISA compatible expansion slots. 6. Each computer chassis shall contain a 250 watt power supply capable of providing 30A at 5V, 6A at 12V, 1.5A at -12V, and 0.2A at -5V. The power supply shall provide AT standard power connectors for five separate disk drives. The power supply shall operate from 90 to 132 VAC and from 47 to 63 Hz. 7. Each computer chassis shall include a dual fan cooling system providing air flow of at least 100 CFM through the chassis. 8. Each computer chassis shall include a hold down clamp to ensure positive seating of all circuit boards. 9. Each computer chassis shall include a CPU board which contains a Pentium microprocessor operating at a speed of at least 90 MHz. The CPU board shall drive the passive backplane bus at 8 MHz. The CPU board shall include 8 MB of memory with one wait state or less, a keyboard interface, an AT compatible battery backed up clock/calendar, and a ROM BIOS which allows booting without having a keyboard or monitor attached. 10. Each computer chassis shall include a disk controller board capable of controlling two Winchester disk drives, a 5.25 inch 1.2 MB floppy disk drive, and a 3.5 inch 1.44 MB disk drive. 11. Each computer chassis shall include a Winchester fixed disk drive suitable for harsh environments, with a capacity of 300 MB or greater, and an average access time of 20 ms or less. All necessary cables shall be included. The disk shall be formatted. MS-DOS 6.2 or later system files shall be installed in a subdirectory named \DOS on the "C" drive. 12. Each computer chassis shall include a 5.25 inch 1.2 MB floppy disk drive with any necessary cables
3 13. Each computer chassis shall include a 3.5 inch 1.44 MB floppy disk drive with any necessary cables. 14. Each computer chassis shall include an SVGA compatible display controller board. 15. Each computer chassis shall include a PC/AT compatible printer port. 16. Each computer chassis shall include a solid state disk board containing 1 MB of battery backed up CMOS SRAM. The battery shall be capable of maintaining memory contents for a period of at least 24 hours. 17. Each computer chassis shall include two eight port RS-232 serial boards with UARTS installed. Cables shall be provided to connect the serial ports to DB25S connectors attached to the rear connector panel. The cables shall be of sufficient length to allow the computer chassis to be pulled from the equipment the extent of its slide mechanism. The serial boards shall be configured for interrupt lines, UART base I/O addresses, and rear connector panel ID number as shown below. Each board shall provide a status port at location 180 for IRQ3 and at location 181 for IRQ4 which identifies an interrupting UART in bits 0,1, and 2, and the corresponding board in bit 3. Serial UART Rear Board Port IRQ I/O Addr Panel Id Surge Protector 1. The surge protector shall provide at least six 120 VAC electrical outlets. 2. All outlets shall be controlled by a single master switch. 3. The surge protector shall have a 12 foot 14 AWG three wire power cord. 4. The surge protector shall utilize both metal oxide varistors and silicon avalanche diodes to protect against transients having a single surge energy level up to 70 Joules, voltage
4 transients up to 6 KV, and current transients up to 6 KA. Protection shall be provided for line to neutral, line to ground, and neutral to ground terminals. 5. The surge protector shall provide an automatic shutdown feature in the event of a protection device failure. An indicator lamp shall be provided to indicate the status of the shutdown mechanism. 6. Electrical outlets shall be accessible from the interior of the equipment rack. All switches and indicators shall be visible and accessible from the front of the equipment rack DB25 Connector Panels 1. Each connector panel shall provide cutouts for 16 DB25 connectors, labeled "1" through "16". 2. The DB25S connectors from the serial port boards in each chassis shall be secured to the corresponding connector panel using Fastener Specialties FSD-3 or equivalent retainers Peripheral Equipment 1. The console shall include an office type tilt/swivel chair, with armrests and five (5) swivel casters. 2. The console shall include two AT compatible 101 key keyboards with attached cable and spillproof membrane cover. 3. The console shall include two multi-scanning rate SVGA compatible scanning color monitors. 4. The console shall include a wide carriage, 240 cps, 24 pin dot matrix printer. 5. The console shall include two bus interfaced mouse pointing devices Software The console shall include two (2) copies of the following software; software version to be approved by the Engineer. 1. Latest version of MS-DOS. 2. Memory Manager to recognize the 8 MB RAM Storage Media Each console shall be provided with ten (10) 5.25 inch and ten (10) 3.5 inch high density floppy diskettes and one (1) 5.25 inch and one (1) 3.5 inch diskette library case. 3.0 Construction Methods 3.1 Electronic Components All electronic components shall comply with Special Specification Item, "Electronic Components"
5 3.2 Mechanical Components All external screws, nuts and locking washers shall be stainless steel. No self-tapping screws shall be used unless specifically approved by the Engineer. All parts shall be made of corrosion resistant material, such as plastic, stainless steel, anodized aluminum, or brass. All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert dielectric material. All connectors shall be screw and stud retained. 3.3 Documentation Documentation of the TM Console shall comply with section 4.0 of Special Specification Item, "Testing, Training, Documentation and Warranty". 3.4 Testing Procedures Each console delivered under this contract will be subjected to a Functional Test prior to final inspection and acceptance. If technical data on the environmental capabilities of the console equipment are not considered adequate for approval, an Environmental Test may be performed on one or more randomly selected units, as directed by the Engineer. The contract period will not be extended for time lost or delays caused by testing prior to final Department approval of any items. The Contractor shall provide the Engineer twenty-five (25) working days advance notice of the delivery date of the consoles. The Department will complete Functional Testing of the consoles within ten (10) working days of the specified delivery date, and Environmental Testing, if required, within fifteen (15) working days of the specified delivery date. Console components failing any part of the Functional or Environmental Test shall be repaired or replaced by the Contractor and the Functional Test shall be rescheduled. If any modifications to the design are necessary, the same modifications shall be applied to any consoles previously accepted under this contract. The contract period shall not be extended as a result of delays in completing the Functional and Environmental Test. 3.5 Test Procedures Functional Test The functional test shall demonstrate the proper operation of the CPU board, disk controller and drives, video board and monitor, printer port and printer, RAM board, serial I/O boards, communication ports and mouse Environmental Test The Environmental Test shall demonstrate the proper operation of the console computer system under the specified extremes of temperature and voltage
6 Environmental Test Setup An Environmental Test monitoring program shall be installed in each computer system to be tested. Each computer system shall be placed in an environmental chamber capable of meeting the specified environmental conditions. Each computer system shall be connected to an AC power source and power shall be applied Environmental Test Procedure The following tests shall be performed in the order indicated. In all cases, the rate of change of temperature shall not exceed 30 F (17 C) per hour. (1) Low Temperature, Low Voltage Test With power applied to each computer system under test, the environmental chamber door closed, and humidity controls off, the AC voltage to all computer systems shall be adjusted to 95 V AC and the operational status of the computer system shall be checked. The environmental chamber temperature shall be reduced to 32 F (0 C). The operational status of each computer system shall be checked near the midpoint of this temperature transition and at the completion of the transition. Power shall then be removed from each computer system for a period of five (5) hours. Power shall then be restored and the operational status for each computer system shall again be checked. (2) Low Temperature, High Voltage Test With the humidity controls off and the temperature at 32 F (0 C), the AC input voltage to the computer systems shall be increased to 130 V AC and the operational status of each computer system shall again be checked. The computer system shall continue to operate for a period of at least one (1) hour, after which time the operational status of each computer system shall again be checked. (3) High Temperature, High Voltage Test With the input voltage at 130 V AC, the environmental chamber temperature shall be increased to 122 F (50 C). The operational status of each computer system shall be checked at the approximate midpoint of this transition. The computer systems shall continue to operate for a period of at least fifteen (15) hours and the operational status of each computer system shall be checked at least every three hours. (4) High Temperature, Low Voltage Test With the environmental chamber at 122 F (50 C), the input voltage shall be reduced to 95 V AC and the operational status of each computer system shall be checked. (5) Completion of the Environmental Test The computer system input voltage shall be adjusted to 120 V AC. The environmental chamber shall be reduced to room temperature. When the temperature has stabilized, the computer system shall continue to operate for one (1) hour. The operational status of each computer system shall be checked at the approximate midpoint of this temperature transition and at the conclusion of the final one hour interval. If, at the conclusion of the environmental test, no failures were detected, the computer systems shall be deemed to have passed the Environmental Test
7 4.0 Measurement The Transportation Management Console will be measured as each unit furnished, installed, made fully operational and tested in accordance with these Special Specifications. 5.0 Payment The work performed and materials furnished as prescribed by this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "Transportation Management Console". This price shall be full compensation for all equipment described under this Item with all cables and connectors, all documentation and testing; and for furnishing all labor, materials, training, and equipment necessary to complete the work
