Substation modernization initiative First phase (from 1999) Substation Modernization began in 1999: Digital protection and control using legacy serial and hardwired connections Problems with incompatibilities between multiple manufacturers IEDs 24

Substation modernization initiative Second phase (from Standardization) To improve IED compatibility, EVN issued specification for SAS in 2003 UCA2, Modbus TCP, DNP TCP, and IEC are chosen for substation LAN communication protocols between Host Computers and IEDs or NIM (Network Interface Modules). IEC is designed to move data from substation real-time databases to existing SCADA system. 25

Substation Automation System Upgrade Projects In order to modernize power transmission network, NPT proposes to retrofit the existing conventional control & protection system by the Substation Automation System, details as follows: Items Substation kV substations 220kV substations Cost estimate (USD) Note The protection control system has been under operation for 15 years Total

Communications Infrastructure for Transmission and Substations: North-South Information Backbone Network and WAN connection In order to ensure sufficient information to be provided to the information systems at NPT office and 04 PTCs, it is necessarary to develop the North-South information backbone and connect the WAN network to all substations under NPT s management. Upgrade Information System Connecting directly to NPT s S/Ss for acquisition data (Analog, Status information at the S/Ss and metering data) and providing data to Information Systems of PTCs and data backup for SCADA system of NLDC. Integrating WAMS, DTCR, FLS (as mention below) in Information Systems of NPT and PTCs. Integrating advanced functions as specification following: calculation load flow, stability limit, power capability in real-time (on-line) of transmission network; calculation load flow, fault, stability in off-line for operation and for planning implementation of grid optimization, loss reduction and improving reliability. Exchanging information and data with other parts of system in the Vietnam s Electricity Market. Allowing the registered users of NPT and PTCs staffs to easily access necessary information from anywhere using Web services with the high security level that in accordance with international standards. 38

Metering Data Acquisition System Substations Only purpose: providing as accurate, reliable and on-time energy (MW and MVAR) data from all network points where energy is being sold and purchased in order for the Market Operator. PTCs NPT s information system 39

Wide Area Monitoring Systems (WAMS) Project: Install Phasor measurement units (PMUs) to all 500kV substations under NPT s management. Benefits: Increase system loading while maintaining adequate stability margins. Improve operator response to system contingencies, such as overload conditions, transmission outages, or generator shutdown. Advance system knowledge with correlated event reporting and real-time system visualization. Promote system-wide data exchange with a standardized synchrophasor data format. Validate planning studies to improve system load balance and station optimization. 40

Dynamic Thermal Circuit Rating (DTCR) Dynamic rating and real-time monitoring of transmission lines are becoming important tools to maintain system reliability while optimizing power flows. Dynamic ratings can be considered a low-cost alternative for increased transmission capacity. Dynamic ratings are typically 5 to 25% higher than conventional static ratings. Application of dynamic ratings can benefit system operation in several ways, in particular by increasing power flow through the existing transmission corridors with minimal investments. 41

Dynamic Thermal Circuit Rating (DTCR) Dynamic rating increases the functionality of the Smart Grid because it involves the monitoring of real-time system data that can be used in various applications: o Real-time monitors yield a continuous flow of data to system operations line sag, tension or both, wind speed, conductor temperature, etc. traditionally not available to operators. o Monitored data can be processed to spot trends and patterns. o Real-time monitored data may be turned into useful operator predictive intelligence (e.g., critical temperature and percent load reduction needed in real time). 42
