1 SECTION 16450: NON-AUTOMATIC TRANSFER SWITCH / QUICK CONNECT GENERATOR SWITCHBOARD <S> <OM> PART 1 - GENERAL 1.1 RELATED DOCUMENTS A. Drawings and general provisions of the Contract, including General Conditions, and other applicable specification sections in the Project Manual apply to the work specified in this Section. 1.2 SUMMARY A. Scope: Furnish and install a service entrance rated non-automatic transfer switch (NTS) with number of poles, amperage, voltage, withstand and close-on ratings as shown on the plans and describe herein. B. Section Includes: The work specified in this Section includes, but shall not be limited to, service and distribution switchboards rated 600 volts and less. 1.3 REFERENCES A. Product Data: Submit product data showing material proposed. Submit sufficient information to determine compliance with the Drawings and Specifications. Submit product data for each type of switchboard, overcurrent protective device, surge protective device, ground-fault protector, accessory, and component indicated. Include dimensions and manufacturer s technical data on features, performance, electrical characteristics, ratings, and finishes
3 B. Shop Drawings: Submit shop drawings for each product and accessory required. Include information not fully detailed in manufacturer s standard product data. Submit shop drawings for each switchboard and related equipment. 1. Indicate front and side enclosure elevations with overall dimensions, conduit entrance locations and requirements, nameplate legends, one-line diagrams, equipment schedule and switchboard instrument details. C. Wiring Diagrams: Submit wiring diagrams detailing power, signal, and control systems, clearly differentiating between manufacturer-installed wiring and field-installed wiring, and between components provided by the manufacturer and those provided by others. D. Contract Closeout Submittals: 1. Operation and Maintenance Data: Submit operation and maintenance data for switchboards along with other required information as per specification section Warranty Data: Submit manufacturer's standard warranty documents. 1.5 QUALITY ASSURANCE A. Qualifications: 1. Manufacturer Qualifications: Manufacturer shall be a firm engaged in the manufacture of switchboards of types and sizes required, and whose products have been in satisfactory use in similar service for a minimum of 20 years. a. The manufacturer shall be ISO 9001 certified and shall be designed to internationally accepted standards. b. Equipment shall comply with most recent ARAA Made in America requirements. 2. Installer Qualifications: Installer shall be a firm that shall have a minimum of five years of successful installation experience with projects utilizing switchboards similar in type and scope to that required for this Project. B. Regulatory Requirements: Comply with applicable requirements of the laws, codes, ordinances, and regulations of Federal, State, and local authorities having jurisdiction. Obtain necessary approvals from such authorities. C. Standards: Comply with applicable requirements of the following standards: 1. NEMA PB NEC. 3. NFPA 70B. 4. NFPA 70E. 5. UL UL UL FS W-C
4 9. NEC702 Meet requirements for optional standby systems by providing key interlocking of the main and generator circuit breakers to manually transfer power between sources. An NEC 702 compliance label shall be affixed to the front of the switchboard to make it easy for inspectors to verify code compliance. D. Electrical Components, Devices, and Accessories: Electrical components, devices, and accessories shall be listed and labeled as defined in NEC, Article 100, by an inspecting and testing agency acceptable to authorities having jurisdiction, and marked for intended use. 1.6 DELIVERY, STORAGE, AND HANDLING A. Deliver materials to the Project site in supplier s or manufacturer s original wrappings and containers, labeled with supplier s or manufacturer s name, material or product brand name, and lot number, if any. B. Store materials in their original, undamaged packages and containers, inside a well-ventilated area protected from weather, moisture, soiling, extreme temperatures, and humidity. 1.7 WARRANTY A. General: 18 months from time of shipment. PART 2 - PRODUCTS 2.1 MANUFACTURERS A. Basis of Design: Equipment manufactured by Square D by Schneider Electric was used as the Basis of Design for this project. Equivalent products by ASCO or PowerSecure shall also be accepted. Items specified are to establish a standard of quality for design, function, materials, and appearance. The Architect/Engineer will be the sole judge of the basis of what is equivalent. 2.2 MANUFACTURED UNITS Front and Rear Accessible Switchboard: A. Nominal System Voltage: Nominal system voltage shall be 208Y/120 volts. B. Main Bus Continuous: Provide 3000 ampere rating. C. Short Circuit Current Rating: 65 ka
5 D. Enclosure: Provide steel enclosure, in compliance with UL 891, Nema type 3R. Provide 3 high mounting Channels E. Enclosure Finish: Provide factory-applied finish in manufacturer's standard gray finish over a rust-inhibiting primer on treated metal surface. F. Barriers: Provide barriers between each switchboard section for isolation. G. Strip Heaters: Provide factory-installed electric strip heaters of sufficient wattage in each vertical section to maintain enclosure temperature above expected dew point. 1. Strip Heater Control: Provide thermostats to maintain temperature of each section above expected dew point. 2. Strip Heater Power Source: Provide 120 volt external branch circuit. H. Front Covers: Front covers shall be screw removable with a single tool and doors shall be hinged with removable hinge pins. 1. Set back from front to clear circuit breaker removal mechanism. 2. Removable covers shall form top, front, and sides. Top covers at rear shall be easily removable for drilling and cutting. I. Buses and Connections: Three phase, four wire, unless otherwise indicated. Provide hard-drawn plated copper of 98 percent conductivity. 1. Ground Bus: Size per current NEC and UL 891 Tables 28.1 and 28.2, hard-drawn copper of 98 percent conductivity, equipped with pressure connectors for feeder and branch circuit ground conductors. 2. Bus Composition: Plating shall be applied continuously to bus work. The switchboard bussing shall be of sufficient cross-sectional area to meet UL 891 temperature rise requirements. The phase and neutral through-bus shall have an ampacity as shown on the Drawings. For four-wire systems, the neutral shall be of equivalent ampacity as the phase bus bar. Tapered bus is not permitted. Full provisions for the addition of future sections shall be provided. Bussing shall include, but shall not be limited to, necessary hardware to accommodate splicing for future additions. 3. Isolation Barrier Access Provisions: Permit checking of bus bolt tightness. 4. Outgoing Load Connections: Provide mechanical load lugs in separate section/compartment. Provide lugs for 8 conductors per phase and neutral sized to accommodate 3/0 to 750 Kcmil Copper or Aluminum conductors MAIN OVERCURRENT PROTECTIVE DEVICES A. Generator Main Breaker : 1. Thermal magnetic/basic electronic circuit breakers. Rated 2000AT/2500AF 2. Electronic trip, standard. 3. Lugs: Mechanical style, suitable for 6 per phase, 3/0 to 500kCM, Type W flexible welding cable conductors
6 4. Key Interlock Kit: Externally mounted to prohibit circuit breaker operation; key shall be removable only when circuit breaker is in off position. Key Interlock with Utility Main Breaker to prevent both breakers from being closed at same time. B. Utility Main Breaker, Insulated Case Circuit Breaker: Fully rated, encased power circuit breaker with interrupting capacity rating to meet available fault current of 65K AIC. 1. Mounting: Fixed circuit breaker mounting. 2. Closing: Two-step, stored energy closing. 3. Trip Units: Microprocessor-based trip units with interchangeable rating plug, LED trip indicators, and the following field-adjustable settings: a. Instantaneous trip. b. Long-time and short-time pickup levels. c. Long-time and short-time time adjustments with I2t response. 4. Key Interlock Kit: Externally mounted to prohibit circuit breaker operation; key shall be removable only when circuit breaker is in off position. Key Interlock with Generator Breaker to prevent both breakers from being closed at same time. C. Control Wiring: Factory-installed, with bundling, lacing, and protection included. Provide flexible conductors for No. 8 AWG and smaller for conductors across hinges. 2.4 IDENTIFICATION A. Mimic Bus: Provide an anodized aluminum or plastic engraved plaque. Arrange in single-line diagram format, using symbols and letter designations consistent with final mimic bus diagram. Produce a concise visual presentation of principal switchboard components and connections. B. Sequence of Operation Name Plate: Manufacturer shall provide instructions on an engraved nameplate permanently attached to the front cover of the compartment. Loss of Utility Power 1. Open all distribution breakers. 2. Open the main breaker and rotate the key A1 to lock the breaker in the open position key is now removable. 3. Remove generator breaker lugs cover. 4. Connect generator cables to the generator breaker incoming lugs per the connection sequence label. 5. Verify proper phase and voltage connection. 6. Remove key from the lock and insert it into the lock on the generator breaker. 7. Rotate key A1 to unlock generator breaker, key is now held captive
7 8. Start generator. 9. Verify proper voltage L L and L N and proper phase rotation. 10. Close generator breaker, close appropriate distribution breakers. Return of Utility Power 1. Open distribution breakers. 2. Open generator breaker and rotate the key A1 to lock the breaker in the open position key is now removable. 3. Remove key from the lock and insert into the lock on the main breaker. 4. Shut down generator. 5. Disconnect generator cables per the connection sequence label. 6. Replace all covers. 7. Rotate key A1 to unlock the main breaker, key is now held captive. 8. Close main breaker, close all distribution breakers PART 3 - EXECUTION 3.1 EXAMINATION A. Verification of Conditions: Installing contractor shall examine areas and conditions under which the work is to be installed, and notify the owner and engineer in writing of any conditions detrimental to the proper and timely completion of the work. Do not proceed with the work until the owner and engineer have responded to all concerns. 1. Beginning of the work shall indicate acceptance of the areas and conditions as satisfactory by the Installer. 3.2 INSTALLATION A. General: Preparation and installation shall be in accordance with reviewed product data, final shop drawings, manufacturer s written recommendations, and as indicated on the Drawings. 1. Install switchboards and accessories according to NEMA PB 2.1 and NECA Install and anchor switchboards level on concrete bases, 4 inch (102 mm) nominal thickness. 3. Remove temporary lifting eyes, channels, and brackets and temporary blocking of moving parts from switchboard units and components. 4. Frame and mount the printed basic operating instructions for switchboards, including, but not limited to, control and key interlocking sequences and emergency procedures. Fabricate frame of finished wood or metal and cover instructions with clear acrylic plastic. Mount on front of switchboards. Where a Nema 3R enclosure is utilized, it shall be mounted inside the exterior door
8 5. Install overcurrent protective devices, surge protective devices, and instrumentation. a. Set field-adjustable switches and circuit breaker trip ranges. B. Identification: 1. Identify field-installed conductors, interconnecting wiring, and components; provide warning signs as specified in section BASIC ELECTRICAL MATERIALS AND METHODS and required by the NEC. 2. Label each switchboard compartment with engraved metal or laminated plastic nameplate mounted with corrosion-resistant screws. 3.3 FIELD QUALITY CONTROL A. Install and test equipment in accordance with the manufactures written instructions. 3.4 PROTECTION A. Provide final protection and maintain conditions in a manner acceptable to the owner, that shall ensure that the switchboards shall be without damage at time of Substantial Completion. END OF SECTION
