1 TICADVI: The Sixth Tokyo International Conference on African Development Official Side Event A New Initiative for Combating Desertification to Strengthen Resilience to Climate Change in the Sahel and the Horn of Africa On August 27, the Japan International Cooperation Agency (JICA) co-hosted a side event titled A New Initiative for Initiative for Combating Desertification to Strengthen Resilience Climate Change in the Sahel and the Horn of Africa with the Ministry of Environment and Natural Resources of Kenya, the National Food Security Council of Senegal, and the Secretariat of the United Nations Convention to Combat Desertification (UNCCD) at the Sarova Panafric Hotel in Nairobi. A New Initiative for Combating Desertification to Strengthen Resilience to Climate Change in the Sahel and the Horn of Africa was officially launched during the event. Also, discussion was held on related challenges, including how African countries and development partners can work together to strengthen resilience against climate change by taking measures to combat desertification in each of the regions. As local people depend heavily on natural resources, persistent drought in recent years has worsened their livelihoods. The assistance being provided to these regions for fighting desertification is insufficient for surmounting the challenges that the severe conditions pose. In addition, the issues of drought and desertification have not been given sufficient international attention despite their importance and urgency. In light of this background, this initiative was launched at TICADVI to seek ways to address the challenges in the target regions. At the beginning of the event, Mr. Hiroshi Kato, Vice-President of JICA, expressed JICA s strong commitment to combating desertification and strengthening climate change resilience through the initiative. Prof. Judi Wakhungu, Cabinet Secretary of the Ministry of Environment and Natural Resources of Kenya, stated that Kenya has been working hard to setting national targets of Land Degradation Neutrality, which is highlighted its importance in SDG target She also emphasized that Kenya is promoting sustainable land management in order to effectively address desertification, land degradation, and climate change.
2 In the subsequent panel discussion, representatives of the Sahel and the Horn of Africa regions, international organizations working there, and a Japanese specialist in the issues of the forum discussed how synergistic effects can be achieved from the activities of African countries and organizations toward combating desertification and better strengthening climate change resilience. As a result of the discussion, the panelists agreed that the following actions are necessary to improve the effectiveness of development efforts in the regions: formulate a network among relevant stakeholders, promote the sharing of knowledge and experiences, and increase access to international development financing that is already available. At the end of the event, Mr. Mohamed Ali alias Sega Camara, Executive Secretary of the National Food Security Council of Senegal, addressed expectations for the new initiative and called for further cooperation of partner countries and organizations. JICA, together with partner countries and partner organizations, will work toward achieving the SDGs, especially by strengthening climate change resilience and reducing poverty in the regions through this initiative. The initiative is also expected to contribute to peace and stability in the regions and globally at large.
