2 WHAT WE HEARD C-TRAN hosted the first public open house for The Vine: project on August 8, The following are key comments we heard from 32 open house attendees. Community needs and priorities Design considerations Evaluation criteria Concern about traffic at I-205 interchange Consider ADA accessibility Improve transit service to community destinations Address issues with vehicle access at Mill Plain United Methodist Church Many commented on specific preferences about station locations No strong preference on east and west termini alignment Community members identified the following as the most important criteria to determine the best routing options for both the west and east ends of the route: Ridership potential Opportunity to improve safety and bike/pedestrian connectivity

3 CORRIDOR TRAFFIC CONDITIONS The project team analyzed traffic counts to identify existing congestion issues at key interchanges in Spring Staff evaluated both morning and afternoon conditions for two subareas. We will use the findings to help forecast future traffic congestion and inform decisions about Vine operations on the corridor. 5 PROJECT PURPOSE AND NEED A Purpose and Need statement describes the transportation problems in the corridor and provides context for decision-makers as they consider the best design options. Why Mill Plain? Mill Plain is C-TRAN s second busiest transit corridor, is a major east-west connection in Vancouver, and is starting to see significant transit delays. The Regional Transportation Council (RTC) identified the corridor as a top priority for enhancing transit in The C-TRAN Board approved moving forward with BRT on Mill Plain in August Purpose Improve Mill Plain transit service to serve corridor growth, improve east-west and regional connectivity, improve transit travel time, and improve safety to access transit Build upon The Vine s recent success to improve transit service and amenities on Mill Plain Support the City of Vancouver s Comprehensive Plan, Complete Streets Policy, and ongoing subarea planning processes Need Accommodate corridor growth Improve east/west travel, transit connectivity, and regional mobility Make transit travel times more competitive and reliable Improve safety and access to transit The Mill Plain corridor is forecast to add over 22,000 new jobs by 2035, an increase of over 45 percent.
