12 1. AHA manages national targeted surveillance projects a. National Arbovirus Monitoring Program (NAMP) Monitors the distribution of economically important arboviruses (insectborne viruses) of ruminant livestock and associated insect vectors in Australia. b. National Transmissible Spongiform Encephalopathies Surveillance Project Requirements for a BSE negligible-risk and classical scrapie-free country, and provide early detection. c. The Screw-worm Fly Freedom Assurance Program Includes surveillance and associated enabling activities to detect a SWF incursion early enough to ensure a high likelihood of success of an eradication program.

13 2. AHA manages national general surveillance projects a. National Significant Disease Investigation (NSDI) Program Subsidises training of, and disease investigation by private vets. b. Surveillance Smartphone App Project (new) A collaboration of AHA and the AVA aimed at enhancing disease surveillance and building stronger networks between private veterinary practitioners and livestock producers. c. APL Evidence of Absence Exotic Disease Project (new) Aims to deliver exotic disease exclusion information for pig disease events through routine disease investigations undertaken by pig vets.

14 3. AHA delivers the National Animal Health Information System a. A web-based database management system enabling: online submission to discrete data projects automation of data analysis and summary provision of customised output reports. b. A subset of jurisdiction-held disease investigation data are collated nationally in NAHIS. c. Establishes national minimum data standards.

AHA supports national surveillance projects and working groups (Surveillance and Laboratory Enhancement and Support Project) Through technical contribution and seeking to improve efficiency (e.g. minimize duplication) 1. NAHIS Advisory Committee 2016 The NAHIS dataset and its level of notifiable disease exclusion data is currently adequate for trade and market access requirements. State and territory government committee members reviewed the NAHIS dataset however did not identify additional surveillance information needs.

33 Schedule 3 National Biosecurity Information Framework (IGAB) Outcome Policy directions Priority reform areas A COLLABORATIVE APPROACH to collecting, collating, analysing, storing and SHARING BIOSECURITY INFORMATION to improve decision making and enhance operational efficiency. A national biosecurity information management framework will allow for: Timely access to, and use of, a wide range of biosecurity information sources; Minimised unnecessary duplication of effort across jurisdictions; Improved planning of biosecurity activities and responses to biosecurity incidents; Better informed risk assessments using data from across the continuum; Technical interoperability and compatibility of information and management systems; and Appropriate data security protocols and systems. ESTABLISH NATIONAL INFORMATION NEEDS for optimal biosecurity management in each sector. Establish and utilise common national standards across jurisdictions for data collection, recording AND REPORTING TO MEET AGREED NATIONAL NEEDS. Develop and implement processes to enable TIMELY ACCESS AND AVAILABILITY OF DATA TO MEET NATIONAL NEEDS. Implement a process for the harmonisation of information management capabilities to optimise data sharing. Examine and address impediments to sharing biosecurity information (in particular legislative impediments). Examine and develop mechanisms to facilitate national consultation prior to developing new biosecurity information systems, to facilitate more cost-effective national and jurisdictional information management capability and utility.
