7 Minutes of 4 th Meeting of the National Reliability Council for Electricity held on at NRPC, New Delhi The 4 th Meeting of the National Reliability Council for Electricity (NRCE) was held on at AM in the NRPC, Katwaria Sarai, New Delhi. The list of participants is at Annexure-I. 2. Member (I/C), (GO&D), CEA and the Chairperson of the NRCE, Shri P.K. Pahwa, could not be present in the meeting due to an unscheduled visit to Vishakhapatnam to assess the damage done by the cyclone. Member Secretary, NRCE conveyed this information to all participants and stated that Chairperson, NRCE had asked him to conduct the meeting in his absence and apprise him of the proceedings. On behalf of Chairperson, NRCE, he welcomed all members of the Council to the fourth meeting of the NRCE. 3. He stated that the agenda consisted of the following points:- i. Apprising of NRCE on constraints used for TTC, ATC calculation between Northern and Western Regions, Western and Southern Regions, Eastern and North-Eastern Regions and discussions thereon. ii. Vetting by NRCE of decision of sub-group on setting of SPS of Gwalior- Agra 765 KV D/C line. iii. Vetting of SPS setting, in corridor constrained due to thermal overloading of the tie-line, considering the operational emergency rating. iv. Vetting of Operational Guidelines for System Operation (to be circulated later). 4. Member Secretary, NRCE, stated that the Operational Guidelines for System Operation were ed to all members on (morning) and he hoped that all had received it. He stated that since all the members who were present were also present in the meeting of the sub-group, there may not be any requirement to brief the members again. Mr. Satyajit Ganguly, representative of APP, who was the only new person, stated that he had read the Minutes of the 3 rd meeting of the Sub-group of NRCE and therefore he was aware of the discussions. DGM, POSOCO, Shri 4
8 Narsimhan informed that all the discussions on constraints between the Regions were not recorded in the Minutes of the 3 rd meeting of the sub-group of NRCE and should have been recorded. Member Secretary informed that since the idea was to come to actionable points where inter-regional constraints could be removed, therefore, discussions on the entire constraints between Regions were not mentioned. However, the same could be added to the revised Minutes of meeting of the 3 rd meeting of the sub-group of NRCE for information. 5. POSOCO mentioned that the Draft Operational guidelines circulated to the members envisaged increased power flow on account of ambient adjusted line rating, which may be okay for the line. But the rating of the terminal equipment at both ends of the line also needed to be checked to see that the enhanced current could be carried by it. Also, the relay settings at both ends of the line also need to be checked to see that the settings allow the enhanced current. For example, the settings on load encroachment should not result in tripping of the line due to the enhanced current. Similarly, the operational emergency rating, as specified in the Guidelines should also be capable of being carried by the terminal equipment. He suggested that the owner of this equipment should certify that the enhanced current can be carried. It was agreed that a certification may be taken from the owners of such lines where the current is enhanced beyond the normal ampacity rating of the line. POSOCO stated that the SPS of Gwalior-Agra 765 KV D/C line should also be enhanced only after confirmation is received from the owner of the line as given above. It was decided that the owner of the line, i.e. Powergrid, would give a certification in this regard. 6. Some members mentioned that protection settings in the grid affect the TTC and ATC of the transmission corridors. Further, protection coordination is the function of RPCs and therefore, protection setting philosophy may not be uniform among all the regions. It was felt that this was an issue to be considered and this could be discussed by the sub-group of NRCE in a separate meeting. SE (O), NRPC pointed out that the protection coordination on a national basis would be a function of National Power Committee (NPC). CE (GM), CEA, who is the Member Secretary of 5
9 NPC, pointed out that a consultant is in the process of being appointed for giving advice on Grid Protection Schemes and protection coordination. Nevertheless it was decided that Grid Protection Schemes could be discussed in the next meeting of the sub-group of NRCE, since this was an issue that affected the TTC and ATC of transmission corridors, and the consultant may take time to give its Report. The findings and recommendations of the NRCE could be given to the NPC. 7. POSOCO pointed out that under the provision of ambient adjusted line rating, as mentioned in the Draft Operational Guidelines, NRCE should give a table for loading at different ambient temperatures, to prevent disputes between beneficiaries and POSOCO. It was decided that such table, for an interval of 2 O C would be attached to the Operational guidelines and would be placed on the NRCE portal. Further, as discussed earlier, a provision would be added to the Guidelines that the owner of the terminal equipment would certify the current carrying capacity of the terminal equipment as well as the relay settings in the sub-stations. 8. POSOCO also pointed out that there are certain portions of transmission lines which are multi-circuit. In case there is a tower collapse of the multi-circuit tower, a number of circuits may trip simultaneously, which could endanger grid security. Therefore, the system operator needs to be aware of such locations in order to be vigilant. It was agreed that CTU should furnish such information to POSOCO. 9. It was queried by UP whether outage of Fixed Series Compensation (FSC) on a line could be treated as a contingency, since they are building a double circuit 765 KV line with FSC. During design stage, when the manufacturer of FSC was queried, he had stated that in case FSC of one circuit became dis-functional, the second FSC should also be taken out of service to prevent uneven loading of the parallel circuits. It was decided that this would be studied by the sub-group of the NRCE and decided by the next meeting and recommendation given to the concerned Division for modification of CEA Planning Criteria, if required. 6

Summing up, the following decisions were taken :- i) It was agreed that a certification may be taken by POSOCO from the owners of lines where the current is enhanced beyond the normal ampacity rating of the line due to ambient adjusted loading or emergency loading, that the current carrying capacity of the terminal equipment as well as the relay settings in the sub-stations can carry the enhanced current. Necessary changes in the operational guidelines would be carried out accordingly. ii) The SPS of Gwalior-Agra 765 KV D/C line would be enhanced after confirmation is received from Powergrid, that the terminal equipment at Gwalior and Agra that would give a certification in this regard. Powergrid may give the certificate to POSOCO for the same. iii) NRCE would attach a table to the Operational Guidelines for loading of lines at different ambient temperatures, at an interval of 2 0 C, to prevent disputes between beneficiaries and POSOCO. iv) CTU should furnish such information to POSOCO like multi-circuit tower portion in a transmission corridor, and other such information which may affect system operation, for it to take appropriate decisions. v) It was decided that the sub-group of the NRCE would study whether outage of Fixed Series Compensation (FSC) on a line could be treated as a contingency and give its recommendation to the concerned Division of CEA for modification of CEA Planning Criteria, if required. vi) Grid Protection Schemes and protection coordination on a national basis would be discussed in the next meeting of the sub-group of NRCE, and put up to the NRCE. Findings and recommendations of the NRCE could be given to the NPC. 7
11 vii) The Minutes of meeting of the 3 rd meeting of the sub-group of NRCE would be revised after taking into account POSOCO s comments as given in Para 4 above. 11. The meeting ended with thanks to the Chair. 8
