2 Environmental Active Transportation Advisory Committee Meeting Minutes FEBRUARY 14, 2018 ADOPTION OF MINUTES Adoption of Minutes - January 10, 2018 Moved by Randall Ross THAT the minutes of January 10, 2018 be adopted as presented. PRESENTATIONS / DELEGATIONS 1. Brent Larmer, Municipal Clerk - Roles and Procedures of Advisory Committees This presentation will be deferred until our next meeting on March 14, 2018 when more Committee members will be present. COMMUNICATIONS / CORRESPONDENCE 1. Advisory Committee Survey Results Members were provided the responses from the Advisory Committee survey; for information only. 2. Litter Letters sen by . For information only. UNFINISHED BUSINESS 1. Ontario Municipal Commuter Cycling Program (OMCC) Following our last meeting, Laurie provided a spreadsheet to members showing the the Elgin St multi-use path project broken out into three (3) parts for the Committee's information. Barry noted that $202K was approved. Barry also reported that the County of Northumberland has agreed to provide $20K toward the project, the Town will contribute the other $20K in The Committee also discussed the possibility of guardrail to provide safety to riders by the cemetery on Elgin St. Barry reported that the tender will go out this spring; work to commence in the summer. The Committee inquired if the design will come back to the Committee, Barry will make sure that this Committee is able to view the design. 2. Vision Zero Renee reported that Laurie provided pedestrian crossing information from the Ontario Traffic Manual for the Committees information. Renee noted that for those who could not attend the last meeting, links to the videos that we viewed are in the minutes. Page 2 of 8
3 Environmental Active Transportation Advisory Committee Meeting Minutes FEBRUARY 14, 2018 Randall noted that he researched the advocacy institute, there is no cost to being a member; links and relevant information is provided to those who signup. Randall provided frequently asked questions handouts to the Committee (attached). 3. University & D'Arcy St Intersection Barry reported that traffic lights are not warranted at this intersection. Committee members have discussed this topic and have noted that driver error is the cause of most of the issues at this intersection. Barry noted the congestion for two short periods of the day for the beginning and end of the school day. Renee will remove this item from the agenda until there is something new to report. 4. Division St Improvements - Police Statistics Cobourg Police provided accident report numbers from for Division St intersections Division VIA Rail, Munroe, Spencer, Park and Division at 500 Division (gas bar). For information only. Sharrows in the turn lane on Division to Munroe St are in the wrong lane, the sharrow should be moved to the straight through lane. 5. Pitch-In Canada Week - April 22-29, 2018 Renee reported that Cobourg's Pitch-In Week event will take place on Saturday, April 28, 2018 at 9:00 a.m. in the foyer of Victoria Hall. For members that are available to help, please meet in the foyer at 8:30 a.m. to set up supplies. In order that Cobourg participates in Pitch-In Week, Council must pass a motion proclaiming the week of April 22-29, 2018 Pitch-In Week in Cobourg. Moved by Randall Ross THAT the Environmental Active Transportation Advisory Committee recommends that Cobourg Municipal Council declare the week of April 22-29, 2018 as Pitch-In Week in the Town of Cobourg. 6. Treasure Hunt Dates - Possible dates: July 14, 21 & 28 or August 25. The Committee reviewed possible dates suggested and noted that Saturday, July 28, 2018 was a date that the Town of Cobourg should hold their annual Treasure Hunt Day. Discussions were made regarding advertising this event at the beginning of July to notify residents well in advance. Moved by Randall Ross THAT the Environmental Active Transportation Committee recommends that Cobourg Municipal Council endorse the annual Curbside Treasure Hunt Day which will take place on the last Saturday in July. 4 Environmental Active Transportation Advisory Committee Meeting Minutes FEBRUARY 14, 2018 FURTHER that Cobourg Municipal Council declare July 28 as the Curbside Treasure Hunt Day in Cobourg for China's recent ban of recyclables for re-use - County of Northumberland Renee has touched base with the County of Northumberland regarding the above. Daniel Orr from the County will provide the Town of Cobourg with a report or will attend an upcoming meeting to discuss. NEW BUSINESS 1. Terms of Reference Review Terms of reference will be reviewed at the next meeting when more members are in attendance. 2. from Justin Jones Manager, Bicycle Friendly Ontario, Share the Road Cycling Coalition regarding Cobourg's BFC Application. Paul Mills reported that application is due on March 2, Paul noted that he, Bruce and Rick Nonnekes have been preparing the application for submission. The Bicycle Friendly Community summit will be held in April and if Cobourg is successful, an award will be presented. Paul noted that the presence of a Cobourg Council member or staff person would be great representation for Cobourg; Councillor Rowden will speak with Councillor Darling to see if he would be available to attend. If successful, this would be a wonderful thing to celebrate and advertise. REPORTS 1. Public Works Report Barry reported that the works department is currently working on designing upcoming jobs. Top lift of asphalt will be applied to James St this spring. Kerr St to Division St, tender to be issued this spring; the project may continue into 2019 and will tie into the storm water pond at Canada Pallet. The storm water to flow into the new storm water pond, an open house will be held at the Cobourg Community Centre. Lakefront Utilities will be replacing the water main on Henry Street, at that time Public Works will be replacing sanitary sewers. 2. Transit Update Renee reported that the new 30' Vicinity has arrived, however there are a few deficiencies to correct before it is on the road. Specialized transit scheduling software has been approved by Council, Route Match was awarded the RFP; staff are in the Page 4 of 8

Victoria Square Committee Update Randall reported no new movement on this project; the project will be phased in over the next few years.
