3 SHORT TERM: 1 12 MONTHS Status Key: Completed On-going Pending Needs Review Number RESOLUTION Status Comments 3 New Membership Classes The annual conference, according to the provisions of the constitution, ratified the new membership classes 4 Marketing Strategy and Membership All Members to solicit for membership to all potential organisations which include national operators and suppliers and the association to provide the membership benefits for each class The reconstituted marketing strategy team comprising TelOne, TDM and Telkom led by TelOne is going to work on the marketing strategy and campaign programmes and complete the work by end of September Membership Fees The association must implement membership promotions, half and quarterly prorating on membership fees 6 Tax Incentives on Membership Fees The association must submit a proposal for the tax incentives to the meetings of Senior Officials and Ministers of ICT going to be held during the year The task to provide its report during the 38 th Annual Conference The feedback was that this is difficult to implement and SATA to continue identifying other possible options to encourage industry 3

4 7, 8 &9 Designated Focal Points membership. All Members should update the association with the contacts of active designated focal points (DFPs). All Members should get quarterly update reports from their DFPs on the work of SATA and what the Members have done in supporting and contributing to the growth of the association. The association must provide updates and information to the DFPs. 14 Consultancy Business The Annual Conference endorsed the establishment of the consultancy business. 16 Training and Capacity Building Virtual Academies The Centres of Excellence owned by TelOne, Mauritius Telecom, Telkom and TDM are required to collaborate and build training and capacity building virtual academies by the second quarter of this financial year which can benefit the region 23 Regional Collaboration with Southern African Power Pool The association should invite SAPP and its Members to the Capacity and Traffic Southern Africa 2018 to come and show case their capacity and offerings to the ICT sector. 27 Regional ICT Infrastructure and Services All operators are requested to provide their country ICT infrastructure updates during the infrastructure and services meetings 4

5 28 12 th ICTs for Human Capital Development The 12th ICTs for Human Capital Development will be hosted by BTCL from 18 to 20 September 2017 and all Members and the industry are invited 29 SADC ICT Ministers Meeting 2017 BTCL could not host the meeting this year due to organizational transformation The ICT Ministers Meeting 2017 will be held in Durban, South Africa in September 2017 and all Members are expected to join their national delegations so that the voice of the association will be stronger when the issues of the industry are debated 32 Southern Africa Internet Governance Forum (SAIGF) The twelfth annual meeting of the Internet Governance Forum (IGF) will be held in Geneva, Switzerland, from 18 to 21 December 2017 and all Members and SATA are encouraged to participate during internet governance events as the debates have an impact on the industry 33 World Summit on Information Society 2017 (WSIS) The WSIS Forum 2017 will be held from 12 to 16 June 2017 in Geneva, Switzerland and Members are encouraged to send delegations, to WSIS Forum 2017 and support the association on the debates shaping the future of the industry 34 & 35 Partnership of the Association with the Industry The association solicits Huawei to organize and fund a C-Level tour Not implement due to budget cuts in Huawei 5

6 of China ICT industry during the year as part of the implementation of the MoU for exposure to latest technology and trends. All Members are requested to market SATA to their suppliers and encourage them to join the association for them to enjoy doing business in the region. 36, 37 &38 Audit Financial Report 2016/2017 The annual conference is requested to terminate the membership of the following organisations and write off their debt amounting to $ as follows: Econet Telecom Lesotho - $ , no longer a Member Movicel - $ , not active since joining and has gone through different shareholders Telecom Malagasy - $ , not active Africom - $ , not active Neotel - $ , company was sold too Liquid Telecom Re-joining the association, by these Members, will require approval by the annual conference after considering their history. The annual conference is requested to ratify the audit report according to the constitution provisions. The contributions from Members should be timely and transferred as approved, that is during the first quarter of the financial year (April June of each year) 6 For 2017/2018, 41% of the revenue was

All Members are requested to participate, supporting the association in making contributions on Quality of Service (QoS) debates and contributing to the standardisation of future technology and services which will help grow our industry. 7

8 45 Quality of Service and Customer Experience Management 2017 The Quality of Service and Customer Experience Management 2017 will be hosted by Telecom Namibia, from 14 to 16 June Mobile Money 2017 The Mobile Money 2017 will be hosted by Mauritius Telecom from 11 to 13 October Service and Network Operations (SNO) 2017 The 11th Service and Network Operations (SNO) Africa 2017 will be hosted by Botswana Fibre Networks from 12 to 14 July ITU Telecom World 2017 Mauritius Telecom could not host the first meeting in the series this year due to rebranding and organizational transformation Few operators attended the regional meeting and this calls for a review of the programmes The Telecom World is a great event to attend where latest trends in the industry will be discussed, debated and showcased. The ITU Telecom World 2017 will be held in Busan, Republic of Korea. Through its signed MoUs, SATA is negotiating with Korea Telecommunications Operators Association for them to organised and fund an ICT Training programme prior to the ITU Telecom World 2017 All Members are requested to send delegates and join the association during the ITU Telecom World 2017 to share 8

9 experience and contribute to the debates shaping the future of the industry. 49 ICT Infrastructure and Services 2017 The ICT Infrastructure and Services 2017 will be hosted by TelOne, Zimbabwe from 23 to 25 August Telecoms/ICT Risk Management 2017 The Telecoms/ICTs Risks Management 2017 will be hosted by Zamtel from 28 to 30 June 2017 The event was co-hosted in Cape Town by FTTH Council Africa Zamtel could not host the event due organizational transformation 51 Broadband Southern Africa 2017 Broadband Southern Africa 2017 will be hosted by SPTC, Swaziland from 6 to 8 September 2017 The event was co-hosted in Cape Town by FTTH Council Africa 52 & 53 Capacity and Traffic Southern Africa 2018 The association is requested to submit to the SADC ICT Ministers Meeting 2017, the request for harmonization of the terminations rates in the region so as to eliminate the distortions and opportunities for Least Cost Routing (LCR) in the industry. Capacity and Traffic Southern Africa 2018 will be hosted by TelOne from 21 to 23 February

10 54 & 55 Key Regional and International Programmes and Events 2017/2018 All Members are encouraged to invest at least 10% of the budget on human capital and capacity development Members and SATA where funding is available are requested to attend these regional and international programmes and events and make their industry contributes 57 Constitution of the Board 2017/2018 The Annual Conference approved the new Executive Board for 2017/2018 MEDIUM TERM: 1 2 YEARS MONTHS Status Key: Completed On-going Pending Needs Review Number RESOLUTION Status Comments 15 Voice Traffic and Signalling hub The implementation task team is required to report implementation progress for the trial by end of June

11 18 & 19 Broadband SADC: High Level Broadband Initiative TelOne is requested to lead the work programme on influencing the national, regional and International ICT Institutions governing policy, regulatory framework and standards; and SPTC to lead the work programme on broadband and cross border network connectivity, interconnection and security. The association should develop Terms of Reference for Regional Procurement and circulate them by 5 May 2017 for comments by Members. The association to convene regional meetings, before the SADC ICT Ministers Meeting 2017 going to be held in Durban, South Africa in September 2017 where the key procurement sponsors, procurement executives and SADC are invited. The first meeting for the regional procurement group is going to be held in Botswana at SADC Headquarters in May The next High Level Broadband Forum will be hosted by Telkom during the SADC ICT Ministers Meeting 2017 in Durban, South Africa in September 2017 and all CEOs are invited. 26 Guidelines on Roaming Transparency All operators providing roaming services are requested to provide any challenges in implementing the guidelines to the association for consideration by the regional economic community. Hosted by Telkom in South Africa on a bilateral basis 11

12 30 & 31 World Radiocommunication Conference 2019 (WRC-19) All Members are requested to download the final acts and use them for planning new networks and services especially rural broadband All Members are required to participate in the preparatory meetings supporting the positions of the association 42 Routing and Termination of Regional Traffic All operators should consider implementing direct routes to other SADC countries and rebuild the voice market. Operators should also consider promotions and flat rate calling options within the region 43 Telecoms/ICT Infrastructure Database All Members are requested to provide their country infrastructure updates during the infrastructure and services meetings so that this database is populated and used as a reference for future needs. 56 Hosting of the 38th Annual Conference 2018 The 38th Annual Conference will be hosted by Botswana Fibre Networks from 25 to 27 April

13 LONG TERM: 2 4 YEARS Status Key: Completed On-going Pending Needs Review Number RESOLUTION Status Comments 1 All members are encouraged to engage the national regulators and policy makers on policy proposals and formulation and participate during the SADC meetings to support the association when policies and regulations are proposed and debated before approval for implementation 2 Vandalism of ICT Infrastructure and Services The association to submit this concern to the SADC ICT Ministers Meeting 2017 as a reminder to encourage all those countries which have not reviewed their national laws to consider reviewing them so as to protect the ICT infrastructure and services and request SADC to consider developing guidelines for Critical ICT Infrastructure and Services Protection Law 10, 11 &12 Volunteers, Associate Experts and Internship Programmes The annual conference approved the implementation of these programmes All capable Members are kindly requested to 13

14 consider sponsoring these programmes through seed funding under the association s supporting partnership opportunity whose levels are. The association should development objectives and implementation plans by end of August 2017 and approach development partners and cooperating financiers for consideration to support these activities. 13 Joint Investments The annual conference requests the experts team comprising SPTC, Telkom and TelOne to identify and develop this concept and come up with possible proposals by the second quarter of the financial year which can sell to the Members and investors 17 Industrial Strategy Members which include TelOne and Telkom having manufacturing capacity are required to consider implementing this strategy by identifying manufacturing opportunities which can benefit the region and encourage collaboration between SADC and the association in the implementation of this strategy. 14

15 20 Southern Africa Development Community Project Preparation and Development Facility (PPDF) All Members are requested to consider national and regional projects which can benefit from the funding window. 21 &22 Regional and International Collaboration The work of SATA is for the whole industry and Members are encouraged to continue their collaboration and support the regional work and solicit operators and suppliers from the industry who are not Members to join the association and contribute to the development of the sectors Members need to report benefits and outcomes from benchmarking working visits for the benefit of the region. 24 Regional Collaboration with Southern Africa Postal Operators Association (SAPOA) Operators should partner with the postal operators for the provision of broadband services especially in remote and rural areas where postal community centres exist 15

16 25 Strengthening the Capacity of ICT Technology Parks and Data Centres The association solicits for the cross border connectivity requirements by the ICT Parks, Data Centres and Innovation Parks and facilitates the business to connect them. 16
