5 SAPR: technical and operational challenges Top EU Priorities Development/production of a set of strategic platforms to preserve critical and limited resources (e.g pilots), ensure security of supply to Institutions and new programmes to the industrial sector Bridge the technological and manufacturing gap vs USA and ISR Need of a common EU regulation (Standardization, Certification, etc) essential to launch a market of products and services Roadmap: modular and integrated approach to optimize existing resources Things to do Mandatory an harmonized approach to develop / optimize capabilities in Europe in respect to geopolitical threats, recognizing existing skills, competence and competitive industrial know how The MUST: not loosing the momentum Doc. 6 EW technological needs to be developed and/or optimized 1/2 Development of net- centric solutions for surveillance and defense in expeditionary missions (e.g. mainly military), starting from the development of the payload for the platform up to its deployment in the network Analysis and control of the electromagnetic spectrum in air, space, naval, ground, as well, taking into due consideration the fast evolving cyber threats Development and Production of modular payloads for tactical and strategic SAPR, both rotary and fixed wing, MALE, HALE and, in the future, utilizing active devices Remote passive sensors for surveillance, disaster relief and search & rescue Doc. 7 EW technological needs to be developed and/or optimized 2/2 Self and mutual protection systems encompassing also electronic attack (radar and communication signals) Use/development of miniaturized, secure technologies and solutions, aimed to detect, survey, identify and contrast mobile or fixed objects, in civil and military situations, immune to information domain threats Such technologies will allow, as growing capability, the implementation of functionalities distributed among the platforms of a swarm of smaller SAPR, i.e. multiple EW sensors and effectors operating as cells or subsystems of an integrated system In such scenario, modular multifunction miniaturized sensors, data processing, secure data links, cyber technologies will be the key enabling technologies Doc. 8 SAPR as a Threat: a new concern Use of SAPR for illegal purposes - Advantages Ø Difficulties in locating the control station Ø Availability of low cost SAPR assets Ø Great impact on Media and public opinion following such innovative terroristic acts (even if low- tech) Ø Limited neutralization capability (hard kill?) in an urban scenario Difficult, in a limited timeframe, to take control of the threatening platform by electronic attack or info- war Doc. 9 Next steps: studies to prioritize within International Cooperation Common operational requirements for SAPR in civil and urban environment for identified missions special operations Identify military civil synergies at all levels within dual use SAPR for special operations (standards, protocols, regulation, technology, conops) Feasibility studies to support the implementation of the dual use SAPR technologies and regulatory efforts Dedicated investment to study / develop the identified technologies Identify soft kill solutions to neutralize platforms utilized for crime activities Doc. 10 Conclusions SAPR are intrinsically dual use platforms, offering many operational advantages, mainly related to lesser risk and personnel effort The main vulnerabilities are related to control (flight and mission: data transfer, obstacle avoidance, etc) Relevant R&D efforts are being made in the field of sensor and actuator payloads for unmanned platforms European decision maker can boost the roll out of such integrated set of highly valued technologies Doc.
