1 Strategic Plan Report The Central Alberta Crime Prevention Centre () Change will not come if we wait for some other person or some other time. We are the ones we ve been waiting for. We are the change we seek. 2 EXECUTIVE SUMMARY The Central Alberta Crime Prevention Centre () presents this three year strategic plan to provide focus and direction as the Centre continues to evolve. A four member committee was tasked with creating this plan over a six month period utilizing a variety of resources. An in depth S.W.O.T. Analysis (Strengths, Weaknesses, Opportunities and Threats) was completed as a preliminary exercise and laid the foundation for the Themes, Goals, Objectives, Strategies and Outcomes that were developed. Prior to completion, the plan was summarized for all Board members on two occasions to gather additional input and ensure the Board was current with the Committee s work. Board Members also had the opportunity to provide individual feedback during the final phase of Plan work. The Central Alberta Crime Prevention Centre gratefully acknowledges assistance, commentary, and suggestions offered by individuals outside of the Board and Staff including City of Red Deer employees and Council, RCMP, partners, stakeholders, citizens and others involved in crime prevention beyond Central Alberta. As The moves forward with programs, initiatives and the continued engagement of residents, this Strategic Plan becomes a living, breathing document that will reflect changes or adjustments as opportunities arise or as dictated by new realities. The committee intends to meet twice per year to define any changes required and ensure the Plan remains on schedule. During these reviews, the Committee will seek feedback and meaningful engagement from the Board, the City of Red Deer, RCMP, our partners, stakeholders and citizens as we continue our collaborative approach to reduce and prevent crime in Central Alberta. I alone cannot change the world, but I can cast a stone across the waters to create many ripples. Mother Teresa 2
3 OVERVIEW This graphic representation of the Central Alberta Crime Prevention Centre Strategic Plan highlights 5 weighted themes of focus; each supported with goals, objectives and strategies that serve as a guide going forward. 1. Root Causes will be addressed as the Centre works to reduce crime through programs and collaborative efforts. 2. The will engage residents in crime prevention and identify potential advocacy roles. 3. Expansion of additional funding opportunities will be sought to ensure the Centre continues to build towards self-sufficiency. 4. The will advance the community understanding of what the does and how they contribute to crime prevention. 5. The organizational structure and development of will be strengthened. 4 THEME: Address root causes of crime in Central Alberta by utilizing evidence-based best practices that contribute to the reduction of crime Root Causes Provide programs, leadership, support, resources, education and activities that contribute to residents having an overall sense of safety in Central Alberta COMMUNITY ISSUES & CONCERNS Educate, empower, provide crime prevention resources, tools and programs to the community at large and those who are victims of crime. Continue and expand the S.A.F.E. summer program to include a permanent year-round S.A.F.E. Community Response Team Develop Crime Prevention Programs focused on Residential, & Property Crime, Vehicle Theft, Business/Retail Crime, Commercial/Industrial Crime Continue the graffiti abatement & education program including a Red Deer Graffiti Strategy As community need is identified, research and develop programs that address root causes Maintain a Crime Prevention Reference Library CPTED PROGRAM Develop an educational/awareness program that encourages utilization of known and accepted Crime Prevention Through Environmental Design principles. CFMH PROGRAM Initiate a Crime Free Multi-Housing Program in Central Alberta The Centre takes a collaborative leadership approach to crime prevention COLLECTIVE IMPACT Develop partnerships, collaborate, and work collectively to address larger scale community concerns. Take a leadership role in the research, development & implementation of the Achieving Maximum Potential AMP Program (focused on 0-24 year olds in Red Deer) and define the Centre s Youth Crime Prevention Program Participate in Collective Impact & Collaborative Initiatives such as: Central AB Poverty Reduction Alliance, Community Safety Committee, High Risk Youth Coalition, Youth Coalition, Downtown Business Development Committee, Gang Reduction Strategy Provide leadership role in bringing municipalities together to develop a QE2 Corridor Regional Graffiti Strategy The cure for crime is not the electric chair, but the high chair. 5 THEME: The is a community driven initiative focused on the reduction and prevention of crime Community Driven Be the primary, community-based organization within Central Alberta that engages the public to address crime and safety issues INFORMATION, EDUCATION, TRAINING Provide residents with information, resources, and education related to Crime Prevention, including online resources to access current crime data or mapping information. Respond to inquiries and information requests from the public and stakeholders Establish a range of education and training opportunities offered by the Centre Research evidence based value of crime mapping and collaborate with RCMP and the City of Red Deer to establish an online information and data mapping tool ADVOCACY ROLES Engage in advocacy roles when need is identified. Collaborate with RCMP to assists residents who submit concerns to regarding their experience with reporting complaints to the RCMP Identify advocacy roles for the Centre COMMUNITY ENGAGEMENT The Board, partner organizations and stakeholder relationships reflect the broad community. The Board aligns with the City s Crime Prevention & Community Safety Model - Centre of Responsibility and includes Red Deer City Council representation Increase partner organizations that work with the Centre Establish and build stakeholder and partner relationships to improve the effectiveness of Centre activities Education is the most powerful weapon which you can use to change the world. 6 THEME: Create a sustainable funding model that builds towards financial self-sufficiency Sustainable Funding Identify Centre operating and program costs IDENTIFY CORE OPERATING & PROGRAM BUDGETS Determine expenses required to operate the Centre Determine expenses for Core Programs Determine budgets with each program matrix Establish a sub-committee to determine funding streams for the Centre that create sustainability and financial independence IDENTIFY FUNDING STREAMS AND ESTABLISH A RESERVE FUND The budget is not just a collection of numbers, but an expression of our values and aspirations. 7 THEME: Develop a Marketing Strategy Establish a marketing campaign to increase public awareness and understanding of WHAT and HOW the Centre contributes to Crime Prevention COMMUNITY WILL KNOW WHO WE ARE, WHAT WE DO Participate in events, increase the Centre s presence and cross promote with partner organizations. Identify events to organize or participate in, collaborating with community associations, centres and facilities Increase Crime Prevention Week activities to become a Crime Prevention Month celebration Increase online presence Increase networking and collaboration with partner organizations THEME: Protocols and Strategies for HR and Business Operations Develop key documents and assess the organizational design to create a solid foundation from which to build the Centre s objectives ENHANCE ORGANIZATIONAL PROTOCOLS AND STRATEGIES A Human Resources recruitment and succession plan is developed and includes recognition of volunteers. All governing and guiding documents are current and assessed regularly. Marketing & Strategies Perform annual organization assessments with regular evaluation of all governing documents Annual review and development of strategic plan Develop a strategy to attract and retain Board Members, Staff and Volunteers Annual individual development plans for Staff Coming together is a beginning; keeping together is progress; working together is success.
