1 Greening the Grid (GTG) Newsletter Vol 3, Apr - Jul, 2018 Photo:@secretaryperry on twitter Secretary of Energy Rick Perry Launches U.S.-India Strategic Energy Partnership U.S. Secretary of Energy Rick Perry s April visit to India established a new platform and a common vision for bilateral energy cooperation through the Strategic Energy Partnership (SEP). The SEP, originally announced by U.S. President Donald Trump and Indian Prime Minister Narendra Modi in June 2017, seeks to elevate bilateral energy cooperation through a more comprehensive alignment of policy priorities along with increased industry engagement. Secretary Perry co-chaired the inaugural meeting of the SEP with Indian Minister of Petroleum and Natural Gas Dharmendra Pradhan. Following the discussions, three pillars of cooperation have been agreed upon Oil and Gas; Power, Energy Efficiency and Coal; and Renewable Energy and Sustainable Growth. From the U.S. side, USAID will lead the Renewable Energy and Sustainable Growth pillar. Attending the inaugural session, USAID/India Mission Director Mark White highlighted the strong working relationship that already exists between USAID and the Government of India, built over a 50-year period, during which energy has been an important part of the USAID portfolio. Secretary Perry s visit also included bilateral discussions with the Indian Minister of Power (MOP) and New and Renewable Energy (MNRE), R.K. Singh. Minister Singh called the United States our closest friend and partner. Secretary Perry highlighted how the shared values of the countries have formed the bedrock of the relationship, that the U.S. did not have a better friend in the region than India, and that the bilateral energy partnership was one of the more promising aspects for the future. Both sides have agreed there is scope to broaden and strengthen the energy partnership. Minister Singh mentioned the importance of both oil and natural gas availability and of clean coal technology, as well as the imperative to achieve PM Modi s aggressive renewable energy targets, as he discussed the challenges of meeting India s power demands in a growing economy. About GTG Program USAID s Greening the Grid (GTG) is a five year program implemented in partnership with India s Ministry of Power (MOP) under the U.S.-India Partnership to Advance Clean Energy Deployment (PACE-D). This program aims to support the Government of India s (GOI) efforts to manage large-scale integration of RE into the grid. The program combines three components which interact with each other. These include: 1. Power system planning reforms and targeted analysis for large RE parks and RE integration pilots implemented by U.S. Department of Energy (DOE) laboratories 2. Renewable Integration and Sustainable Energy (RISE) initiative to implement innovation pilots, aimed at testing and evaluating building blocks to improve the integration of RE 3. Peer-to-Peer exchanges between U.S.- India system operators (System Operator Partnership) and regulators (India Regulatory partnership) Connect with us: GreeningthegridIndia/ GTG_India Greening the Grid Secretary Perry agreed that taking advantage of a broad portfolio of energy resources was a sensible strategy for India, and that the U.S. was eager to share resources and technology with a partner as important as India. The Secretary held additional bilateral meetings with Sekhar Basu, Chairman of the Department of Atomic Energy, and Dr. Harsh Vardhan, the minister at Ministry of Science & Technology, Ministry of Environment, Forest and Climate Change and Ministry of Earth Sciences. Before Secretary Perry s visit, Under Secretary Mark A. Menezes, Department of Energy, visited the Dadri thermal power plant owned and operated by India s largest power producer, the National Thermal Power Corporation (NTPC). USAID has a 25-year-old history of partnering with NTPC on clean and efficient coal operation with an ongoing pilot under Greening the Grid to support NTPC in making its coal fleet flexible. Mr. Menezes visited the control center in which NTPC has recently installed an automatic generator control (AGC) on its coal power plant, a 5 MW solar power plant, and ash mounds that have been converted into green spaces. USAID, through Greening the Grid, is also working toward expanding the use of AGC, an important grid modernization approach, across India.

2 Renewable Integration and Sustainable Energy (RISE) Initiative under Greening the Grid The central component of Greening the Grid (GTG), RISE initiative, aims to design, implement and scale-up a series of prioritized innovation pilots that support the integration of RE into the grid. These pilot solutions will offer new market opportunities for innovative technologies, solutions and services. Grid Integration Pilot Updates: Regional Platform for Reserves Sharing Essential to development of the vast renewable energy capacity, which is predominantly located in six to seven states in India, is the need to bring in liquidity into the intra-day energy market as a means of exchanging variable RE as well as balancing energy more freely across the states at short notice. The grid modelling study for India by National Renewable Energy Laboratory (NREL) also outlined the importance of regional coordination in integrating VRE in the Indian grid. Various proposals have now been made on the range of interventions (market models) possible to enhance the intra-day trading market in India. Central Electricity Regulatory Commission (CERC) would like to evaluate these models of sharing reserves / coordination across the states in the intra-day timescales and to evolve a consensual way forward on adopting the best model for effectively enlarging the balancing area from individual states to regions or one national market. Currently, imbalances on intra-day basis are being largely managed within state control areas resulting in reduced flexibility to accommodate VRE. State distribution entities do not actively tap into available reserves with the other states/regions even though both the day-ahead and intra-day market mechanisms are currently available under the power exchange(s) in India. Stakeholders interaction indicated that there are significant barriers to participation in the intra-day market, which include lack of collective market transactions in the intra-day market, lead time to conclude trades, absence of flexible products, etc. Enhancing the efficiency of the intra-day market and increasing its volume and acceptance was viewed as critical to RE integration and is the focus of this pilot. Discussions ensued with CERC and Power System Operation Corporation Limited (POSOCO) and GTG-RISE has been requested to provide support in evaluating a range of interventions (market models) to enhance intra-day market operations in India and evolving a consensual way forward on the best model for improving the efficiency of the intra-day market. In addition to this, GTG-RISE shall provide support in automating open access related access and approvals through the implementation of a distributed application accessible to all key stakeholders. The open access approval and registry system will be implemented with POSOCO as the nodal agency and is expected to significantly reduce lead times for intra-day transactions. The pilot envisages a mechanism for reserves sharing through implementing the following tasks: Benefits demonstration of a national Px-based intra-day market: Various proposals have now been made on the range of interventions (market models) possible to enhance the intra-day trading market in India. The scope under this task is to assist CERC in evaluating these market models in the intra-day timescales and evolve a consensual way forward on implementing the appropriate model / product in the National power market to effectively enlarge the balancing area from individual states to regions or one national market. A Python based optimization tool has been used to simulate and demonstrate these benefits. Data collection is at various stages from the eight states under study (Telengana, Andhra Pradesh, Madhya Pradesh, Maharashtra, Tamil Nadu, Karnataka, States under the pilot Chhattisgarh, Gujarat). This is expected to facilitate day-ahead bilateral contracting of energy between states in a region while also enabling visibility and analysis for individual states to participate in the intra-day energy market. This will be a similar platform to what exists currently with the National Load Dispatch Center (NLDC) and Regional Load Despatch Center (RLDCs) for un-requisitioned surplus (URS) power allocation and monitoring. 3 commercial mechanisms for sharing of reserves. For the day-ahead IT platform, the stakeholders were in agreement for GTG-RISE to formulate the guidelines for implementation of this platform and to advise any changes to existing regulations and the scheduling and dispatch procedures to the Forum of Regulators (FOR) for due consideration at the level of CERC and the participating State Electricity Regulatory Commission (SERC)s. Automating the process of Open Access (OA) approval and maintaining an online registry: An integrated IT based system will be established, accessible to all stakeholders (including open access participants, trade intermediaries and national/regional/state LDCs, regional power committees), with functionalities for maintaining a centralized repository of information related to open access and inter-state corridor availability, interim approvals and No-Objection Certificates (NOCs) and a provision of payments portal linked to alternative modes of settlement (including linkages to clearing house based settlement. The system will include provisions to allow for future and proposed changes like transmission capacity allocation through e-bidding (will require a bidding engine), cross border transactions, payments gateway for OA clearances, etc. The response time for open access approvals will get substantially reduced once this gets implemented and enable the intra-day market to operate much more flexibly with increased volumes of balancing energy trade across states at short notices. The team has studied the as-is process and delved into the possible future requirements that the National Open Access Registry (NOAR) has to accommodate by closely working with the POSOCO, CERC, NLDC and RLDCs. Demonstration of the legacy solutions the NLDC and RLDCs use today were provided so that the team has an understanding of the process and interfacing requirements. The to-be process maps have been developed and discussed with all these stakeholders. Based on their views, currently the team is revising the to-be requirements and process maps. The proposed changes in the current system would go as an input to the CERC for enabling amendments in the Open Access Regulation. The scope also includes assisting POSOCO in the tendering and selection of the appropriate implementation partner for the NOAR. Regulatory support (TA) to the Technical Committee of FOR The Indian Forum of Regulators (FOR) has been taking steps towards facilitating large-scale grid integration of solar and wind generating stations while maintaining grid stability and security. Towards this, FOR endorsed draft Model Regulations for Forecasting, Scheduling (F&S) and Deviation Settlement Mechanism (DSM) of Wind & Solar generating stations at the state level. Given the variation in technical and commercial frameworks from one state to another, and to build capacity at the state level, a Technical Committee of states has been formed. The Technical Committee comprises members from state regulatory commissions of RE-rich states viz. Tamil Nadu, Gujarat, Rajasthan, Maharashtra, Andhra Pradesh, Karnataka and Madhya Pradesh, with a mandate to evolve a roadmap to implement and ensure timely action on the following: Deployment and implementation of Framework on Forecasting, Scheduling and Deviation Settlement of Wind & Solar generating stations at the state level. Introduction / implementation of Availability Based Tariff (ABT) framework at the state level as mandated in the National Electricity Policy and Tariff Policy. Introduction of Ancillary Services and Reserves at the state level. Implementation of Automatic Generation Control (AGC) and primary control within states. During the first Technical Committee meeting, it was unanimously decided that ABT and DSM should be implemented as early as possible in all the states. Intra-state ABT mechanism, along with Scheduling, Accounting, Metering and Settlement of Transactions in Electricity (SAMAST) implementation, will help in bringing uniformity of forecasting, scheduling, accounting and commercial settlement procedures at state and regional level, which is critical for integration and management of renewable energy into the grid. Early 2016, a sub-committee was constituted for assessment of preparedness at state-level for implementation of DSM framework. Based on interactions with SLDCs the sub-committee evolved a road map and presented a draft report on SAMAST to the Technical Committee which was also adopted by FOR at its 55th meeting. Intrastate ABT mechanism along with SAMAST implementation will help in bringing uniformity of forecasting, scheduling, accounting and commercial settlement procedures at state and regional level, which is critical for integration and management of renewable energy into the grid. During the 12th meeting of Technical Committee, USAID, along with GTG-RISE team, presented the overview of goals, project components and progress-to-date of its GTG project under RISE initiative. Given the alignment of objectives between GTG and the Technical Committee and considering the request from few members for continued consultancy / professional support on framing regulations pertaining to grid integration of renewables among other activities, technical assistance is being provided to the Technical Committee under the USAID s GTG-RISE Initiative. GTG-RISE team is assisting the respective state electricity regulation in reviewing feedback received on draft Forecasting and Scheduling (F&S) Regulations, DSM regulations and preparation of the draft statement of reasons (SOR). In states like Punjab and Haryana, the team is assisting SLDC for preparation of DPR for SAMAST implementation. Success so far: Telengana SERC has notified F&S Regulations which will facilitate the largescale RE grid integration in the Telangana state Tamil Nadu is in advance state of notification of F&S Regulations and DSM Regulations which will address the issues of large-scale RE integration and further facilitate the higher RE penetration in the grid. West Bengal and Haryana have submitted their SAMAST DPRs for Power System Devlopment Fund (PSDF) funding and, Punjab is in advance stage of submitting the same which will provide the necessary infrastructure for implementation of DSM framework for Energy Accounting in these states. 4 GTG Events IAC Brainstorming Meeting New Delhi, April 12, 2018 Under the GTG-RISE Initiative, USAID is collaborating with US-India Strategic Partnership Forum (USISPF) to establish the Industry Advisory Council (IAC), a knowledge-sharing forum for Indian and U.S. entities working in the renewable energy integration space. The IAC will also aim to promote commercially viable and innovative solutions for meeting India s Renewable Energy targets. The IAC held its first brainstorming meeting on April 12 at the USISPF with 15+ companies. The IAC will help develop an ecosystem to discuss collaboration and partnership opportunities for activities that will help to promote trade between the two countries. For any further details you may visit Roundtable Discussion on SAMAST implementation in North Eastern Region (NER) States with Meghalaya State Electricity Regulatory Commission (MSERC) Meghalaya, May 14, 2018 Under the USAID s GTG- RISE technical assistance (TA) to Technical Committee under India s FOR, a roundtable discussion was organized on May 14 in Shillong by Northeastern Regional Power Committee (NERPC) and North Eastern Regional Load Despatch Centre (NERLDC) for all SLDCs in North Eastern states to enhance their capacity on the DPR preparation for SAMAST implementation. The discussions with MSERC and other stakeholders highlighted the need for intra-state DSM framework and F&S framework for Meghalaya. It was agreed that the consultants from the GTG- RISE would assist MSERC to provide appropriate modifications in model regulations to make these compatible with state-specific requirements. AGC Pilot Workshop - NP Kunta Ultra Mega Solar Plant Andhra Pradesh, May 15, 2018 USAID s GTG-RISE Initiative, in partnership with POSOCO and Transmission Corporation of Andhra Pradesh (AP TRANSCO-SLDC), organized a capacity building workshop focused on implementing AGC Pilot at the NP Kunta Ultra Mega Solar Park on May 15, 2018 in Vijayawada. During the workshop, POSOCO shared the concept and learnings from the AGC pilot implemented at the Dadri Thermal Power Plant and representatives from Southern Regional Power Committee (SRPC) and AP TRANSCO-SLDC stressed on the need of commercial mechanisms for enabling solar AGC pilot at NP Kunta. The discussions later focussed on technical and commercial aspects on the AGC pilot as well as the required regulatory framework for countrywide implementation. The workshop was attended by 39 participants, which included representation from POSOCO, AP TRANSCO-SLDC, Andhra Pradesh Electricity Regulatory Commission (APERC), Andhra Pradesh Solar Power Corporation Private Limited (APSPCL), Andhra Pradesh Power Generation Corporation Limited (APGENCO), Southern Regional Load Despatch Center (SRLDC) and SRPC. Roundtable Discussion on SAMAST implementation in NER States with Assam Electricity Regulatory Commission (AERC) Guwahati, May 16, 2018 Under the USAID s GTG-RISE technical assistance (TA) to Technical Committee under India s FOR, a roundtable discussion was organized on May 14 in Guwahati by NER Power Committe and NER Load Despatch Centre for all SLDCs in North Eastern states to enhance their capacity on the DPR preparation for SAMAST implementation. The discussions with Assam Electricity Regulatory Commission and other stakeholders highlighted the need for intra-state DSM framework and F&S framework in Assam. It was agreed that GTG-RISE would assist AERC to provide appropriate modifications in model regulations to make these compatible with state specific requirements. 4

5 Regulatory Workshop on Transition of Contracts to Electricity Markets New Delhi, May 17 & 18, 2018 Under the USAID s Greening the Grid program, the National Association for Regulatory Utility (NARUC), USA is implementing a series of activities in partnership with CERC. As a part of the partnership, a two-day regulatory workshop was organized on transition of contracts to electricity markets on May 17 and 18. NARUC team presented the draft Regulatory and Market Guidelines focused on Electricity Market Transitions and Bilateral Contracts and on the role of physical and financial contracting to support new generation development in energy markets. The team identified California and New York as examples from U.S. that offer lessons to Indian regulators as they undergo this transition. NARUC also brought a regulator from Arizona, a utility which has recently entered the Western Energy Imbalance Market, and an attorney from the Midcontinent Independent System Operator (MISO). MISO manages the bulk electric transmission system in 15 states, coordinates transmission service with the Canadian Province of Manitoba, and operates several energy and capacity markets. These additional perspectives supplemented the discussions surrounding the electricity market development in California and New York that are profiled in the Guidelines. The workshop was attended by 30 Indian participants from CERC, POSOCO, Central Electricity Authority (CEA), Indian power exchanges, generators and distribution companies. Site Visit to NTPCs Ramagundam and Jhajjar Plant May 23 & 25, 2018 As part of the Flexible Power Generation Pilot with NTPC Ltd., GTG-RISE conducted plant site visits to its Ramagundam (Unit 2; 210 MW) and Jhajjar (Unit 1; 500 MW) projects on May and May respectively. During the visit, RISE team interacted with plant personnel at various departments. The interactions were focused around understanding the as-is scenario and collecting detailed data on maintenance and equipment failure history and existing operation & maintenance practices along with design and historical data for assessment of present condition of the respective units. The site visits are expected to aid the preparation of the inception report/ as-is review of the existing procedures, equipment, processes and operational practices of both the units and to gauge the readiness of the unit(s) equipment for flexible operations. Following the site visits, damage modelling studies and economic cost-benefit analysis shall be captured in the draft feasibility report. Subsequently, GTG-RISE will conduct a Knowledge Dissemination Workshop to invite comments / feedback from NTPC on the recommendations suggested in the report. Knowledge Session on Technical Advancement in Renewable Energy Interfacing Inverter New Delhi, July 24, 2018 Under the USAID s India GTG-RISE initiative, one of the pilots is focussed on the Dynamic Reactive Power Compensation for Large Solar and Wind Park Integration which will demonstrate inverter features. As a part of this pilot, a Knowledge Session on Technical Advancement in Renewable Energy Interfacing Inverter was organized in New Delhi involving GOI stakeholders, OEMs and technology providers with an intent to ideate on technologies and inter-connectivity standards to meet Grid Reliability, and power quality requirements. Senior representatives from the POSOCO, Ministry of Power, Government of India, CEA also participated in the event. Speaking at inaugural session, CEA Chairperson, Mr. Pankaj Batra, said Inverters needs discussions as they will be critical to RE Integration, so that frequency drops are regulated better and all stakeholders have to play together to maintain Grid Stability and reliability. 5

6 Women Leaders in Energy Anjuli Chandra, Member, Punjab State Electricity Regulatory Commission (PSERC) Ms. Anjuli Chandra, a Member at PSERC, is a former CPES cadre officer and Ex Principal Chief Engineer, CEA. She is a gold medalist in Electrical Engineering from Thappar Institute of Engineering and Technology and MBA, Finance from Punjabi University, Patiala. She is a certified Energy auditor from Bureau of Energy Efficiency (BEE). During her stint at CEA, she worked on renewable energy sources, power survey and load forecasting, power system monitoring, project appraisal and distribution planning and development. Prior to that, she served as the Executive Director Tariff & Engineering for Delhi Electricity Regulatory Commission (DERC). In 2006 she was rewarded by the Central Board of Irrigation and Power for her meritorious contribution to power sector. In 2012, she was rewarded by the Council of Power Utilities. Apart from her many contributions in power sector she was advisor-cum-consultant to the state of Jammu and Kashmir for Accelerated Power Development and Reforms Programme (APDRP) programme of GOI. She has planned the distribution system of Jammu urban area and Srinagar. She has also planned the sub transmission and distribution system of Thimpu and Paro cities of Bhutan under the aegis of MOP and Ministry of External affairs GOI. She has prepared the 19th Electrical Power survey report of CEA which is the base document for perspective planning of power sector for the next 20 years. Q1-How have your education and career path led you to where you are now? What excites you the most about your entire journey until present date as the Member, Punjab State Electricity Regulatory Commission? Ans: I joined CEA in Dec 1979 after qualifying the IES exam. My stint in Punjab State Electricity Board (PSEB) gave me a lot of insight into field level working of a distribution utility. Thereafter on return to CEA, working in the distribution planning and development division of CEA gave me a comprehensive knowledge of what is happening in distribution sector in all the states in the country. I was associated with the APDRP programme of GOI and I assisted in preparing the guidelines for development of sub transmission and distribution system. I also worked for the state of J&K for development of sub transmission and distribution systems in the state. All this exposure to the distribution sector helped me tremendously in my assignment as Executive Director Engineering with additional charge of Tariff in DERC. I also remained Chief Engineer Transmission, Generation and RE monitoring which gave me an insight into each and every facet of power sector. I got the opportunity to serve many task forces and committees set up by CEA, CERC, MOP & Ministry of New and Renewable Energy. I have remained Chairperson of ETD13 Committee of BIS for Framing Standards for Meters. I have also remained as Independent Director on the Board of Haryana Vidyut Prasaran Nigam and Uttar Haryana Bijli Vitran Nigam. I have been faculty for many training courses and programmes for power sector professionals and that gave me a lot of satisfaction. My experience in distribution and regulatory sector helped me in becoming member PSERC. The entire journey with has been very fulfilling and rewarding. I have been supported in my endeavours by seniors, colleagues and family. Q. 2 How can the power sector (which has been traditionally male-dominated) improve on its gender diversity, i.e., have better representation of women and girls at all levels and especially in the area of system operation? Ans: The sector has been male dominated because not enough women are joining the sector and wherever they have, the organisations have not done enough to support and retain them. In fields like power, where women have been traditionally underrepresented, looking at career entry points is important. It needs to be recognised that, unless women are interested in a field, they are unlikely to enter it, build a career, and reach the highest levels. We need more women with the right educational backgrounds. More women need to become engineers and technicians and the power sector needs to support this. The companies should allow the women to work in field level jobs, including system operation. The companies/ corporations in the power sector must proactively think of creating an inclusive work culture, overcoming bias and giving them room to grow. They also need to support aspiring women through mentoring, career planning, training and supportive networks. Flexible work schedules and childcare provisions may also help women balance work and family demands. Women also need to stop holding themselves back and just go for it. 6

7 Industry Advisory Council IAC is conceived as a convening forum for organizations with interests in renewable energy (RE) in India and the U.S. with a view to share information, knowledge and expertise and contribute towards India s 175GW RE Target. IAC will support overall private sector participation in RE development with particular focus on grid integration of VRE. US-India Strategic Partnership Forum (USISPF) will serve as the legal entity under which IAC is hosted ( USISPF will also provide support and cooperation to IAC to help achieve its stated objectives. IAC provides a B2B platform for its members to interact with each other, share knowledge, showcase their products and seek business associations. These could be U.S. based companies or Indian companies who have products or solutions in the RE integration space or likely to be engaged in the value chain. The B2B platform is hosted on It is requested that the IAC members register themselves and start participating actively through this by posting updates, identifying tracking joint pursuit opportunities, and tracking events organized/ facilitated by IAC and other similar forums. How to become a Member Corporate Membership of IAC is open to U.S. or Indian companies or organizations with a keen interest in Indian energy sector. The acceptability of any applicant for membership in IAC shall be determined by the IAC Governing Council / IAC secretariat in accordance with established procedures.
