2 Palestine Participation 2009: 1 st participation in UNFCCC, National Climate Change Adaptation Strategy. 2010: Establishment of NCCC. Decision by Cabinet of Ministers. 12 Dec Deposition of Instrument of Accession to UNFCCC. (H.E. the President, signed UNFCCC instrument of accession in Paris.
3 UNFCCC & Paris 22 April 2016: Signing and Ratifying Paris Agreement. (H.E. the President in person), (among first 15 climate champions) On the 17 th of March 2016, it officially became the 197 th party to the Convention On the 22 nd of April 2016, signed and ratified the Paris Agreement which entered into force on the 4 th of November 2016.
4 The State of Palestine submitted its Initial National Communication (INCR). National Adaptation Plan (NAP) became the sixth country to have submitted their NAP to UNFCCC on November 11 th, The period between joining the UNFCCC and submitting the INCR and NAP is less than eight months highlighting its commitment to being an active player in tackling and responding to climate change.
5 NAP The State of Palestine is particularly vulnerable to the impacts of climate change, with severe implications for its economy, living standards and environment. The NAP identifies a wide range of highly vulnerable issues across 12 themes/sectors with 3.5 billion $ for 10 years to adapt to CC.
6 National strategies Environment Quality Authority (EQA) led the preparation and development of the Environment Sector Strategy ( ) Vision of: A protected maintained and safe Palestinian environment that achieves sustainability of natural resources, under an independent Palestinian sovereignty. Sectoral strategies ( ) have been developed for 21 sectors in total, including: water, agriculture, energy and waste among others
7 SDGs The State of Palestine s ability to mitigate and adapt to climate impacts will be crucial to the ability to achieve, by 2030, not only SDG 13 on combating climate change. SDG 1 on ending poverty in all its forms, SDG 3 on good health and well-being. SDG 5 on gender equality, SDG 6 on clean water and sanitation. SDG 7 on affordable and clean energy among others. Hence, implementing NDCs can support the achievement of the sustainable development goals across all sectors and levels of government.
8 Programs and activities Capacity Development Program (5 Years plan). Completed Climate Related Capacity Assessment Report. Capacity Development Program Phase I, It is very necessary to enhance the development of next phases.
9 Green Climate Fund EQA was nominated as a NDA for the fund. Funding of a Readiness program with UNDP and as accredited entity. Support in Climate Change Technology Road Map. Concepts Submitted: water banking in Gaza with PWA and AFD with 40 M $. Resilient Land & Resource Management Project (RELAP) with MOA and IFAD with 42 M $.
10 Climate Technology Center and Network (CTCN) EQA was nominated as a National Designated Authority. Submission of Climate Change Technology Road Map. NDC partnership funded project: Developing an Action Plan and set-up of a consolidated National Platform and processes for the Implementation of Palestine s NDC.
11 NAMA Facility Active engagement in NAMA 4 th Call & 5 th for proposal. Onsite visit. NAMA Registry.
12 Action for Climate Empowerment (ACE, Article EQA was nominated as a NFP. High potential of National engagement at different fronts. Current active communications.
13 Future Prespectives Creating and Enabling Environment to implement National Climate Action Plans. (NAP, NDC, Mitigation,..). Providing essential means for implementation, incl.: Finance, TT and Capacity Building. Regulatory and legislative amendment of National Law(s) on CC.
14 National Climate (& Environment) Fund. MRV/MRE system. Fund raising (NAP, NDC, Mitigation,..) Partnership in implementation (accredited agencies, UNDP,UNEP,FAO,GIZ
