4 Infrastructure Security and Energy Restoration The Infrastructure Security and Energy Restoration (ISER) Program is the lead for Emergency Support Function #12 (Energy) under the National Response Framework, and is the Energy Sector-Specific Agency for national efforts, in cooperation with public and private sector stakeholders, to enhance the preparedness, resiliency, and recovery of the U.S. energy infrastructure. 7 Interdependencies: Regional Electricity Interstate interdependencies already highlighted by RTO/ISO s traditional markets Provide streamlined industry-driven restoration priorities and coordination Established awareness of electricity s regional interdependencies ONG Challenging to see regional interdependencies within supply chains Geographic challenges associated with liquid ONG product Opportunity for increased cooperation within regions in development of energy assurance and emergency fuel plans 7

8 Interdependencies: Sector Energy is integrated into all the critical lifeline sectors (financial, water, health, communications, etc.). Coordination at State/local level between energy and communications sector is uneven across the country. Energy and communications often share equipment (poles). Water and health also rely on electricity, and need to be factored in during prioritization. 8
