1 Amplifyig Missio Value through Cloud Computig Cloud computig, specifically the Commercial Cloud Service (C2S), has immese potetial to advace the state of the art withi the defese commuity ad provide missio beefit i timeframes ad costs previously uattaiable. This paper will explore the challeges legacy programs face ad how moder cloud systems, combied with idustry best practices, mitigates those challeges. Additioally, it will explore how Cloud Computig empowers iovatio, reduces costs, ad improves system quality, if executed properly. The iformatio is supported by Solidy s experiece migratig a legacy applicatio to C2S uder the Seve Hills cotract, providig a real-world example of how to be successful i C2S. Jue 29, 2017

2 The itroductio of cloud computig ad the architecture teets accompayig cloud-ative desig have revolutioized the commercial world, eablig previously uheard-of stability, reliability, ad speed to market. Cloud-ative iovatio allows developers to quickly implemet ideas ad diverse developmet approaches, eablig either rapid success or rapid (ad iexpesive) failure, ad givig rise to the matra of fail fast withi the startup commuity. The ability to quickly ascertai the viability of a idea through prototypes has fueled the commercial idustry s advaces i techology ad pushed the commercial IT idustry ahead of the state of IT withi defese. The beefits of cloud computig, specifically the Commercial Cloud Solutio (C2S), are startig to be realized withi the defese commuity via projects such as the Seve Hills cotract. Solidy Solutios, Ic. experieced these beefits o Seve Hills while migratig a legacy capability, which has bee operatioal for early a decade, to C2S. The results would ot have bee possible without the C2S cloud: sigificat savigs i cost ad time ad a leap forward i missio capability. These results were achieved through rapid prototypig, efficiet resource utilizatio (both persoel ad hardware), ad a DevOps pipelie. What does cloud computig offer? There is a commo miscoceptio that cloud computig is simply compute ad storage resources hosted by a third-party orgaizatio. While techically correct, this vastly uderstates the objective of cloud computig. This defiitio, which is commoly shared withi the defese commuity, describes it as little more tha a off-site data ceter that ca be used to host ad ru various ad disparate applicatios. Istead, the defiitio we offer is a seemigly ifiite supply of compute ad storage resources purchased o-demad ad accessed via welldefied iterfaces; allowig all ifrastructure to be programmatically defied as code ad easily allocated by users ad applicatios (Figure 1). This defiitio of cloud computig, epitomized by C2S, eables iovatio previously impossible withi the defese idustry as it elimiates IT ifrastructure as a limitig factor i the developmet, test ad operatioal use of a applicatio. Oce this aspect of desig has bee elimiated, ew dimesios of iovatio are possible. Cloud computig provides efficiecies that, at first glace, ca be difficult to quatify. O-demad resource pricig ot oly covers the cost of the uderlyig hardware, but also the staff required to maitai the hardware, egieers that desiged the specificatios, procuremet/supply chai, licese maagemet, compliace, physical security, floor space, power, coolig, ad the list cotiues. This also lowers the bar for etry for small iovative compaies which o loger eed secured server space to compete. Log term, the icreased competitio will provide more missio beefit at lower costs. Past issues that stifled iovatio, icreased costs ad reduced quality, ca all be approached with fresh solutios. These limitatios have forced a umber of accepted solutios withi software projects or their factories which are ow viewed as commoplace but which ca be completely re-thought with cloud as a foudatio. These challeges are described below. 1

3 CHALLENGE 1: FACTORY HARDWARE PROCUREMENT LEAD TIME IMPACTS DEVELOPMENT INITIATION Legacy systems were required to purchase all hardware upfrot. This required extesive egieerig to determie the maximum amout of resources withi the factory while balacig costs. Cloud/C2S Eabler: Cloud computig eables a developmet factory to provisio ad pay for oly the hardware that is eeded ad oly whe it is required. Beefits: Sigificatly less time is required to iitiate a ew program. Icreased competitio is fostered small compaies with fewer physical resources ad ivestmet capital ca compete o equal footig with large, higher cost players i the field. Solidy Experiece: Solidy created ad deployed a full developmet eviromet icludig all ifrastructure as code (IaC) ad a DevOps 1 pipelie withi 1 moth from program start. The stack implemetatio supported dozes to hudreds of virtual machies (scaled based o load), a robust message bus, three differet SQL/NoSQL database implemetatios, ad persistet storage. Solidy did ot ivest i ay upfrot capital equipmet ad oly used stadard Widows desktops. CHALLENGE 2: FACTORY HARDWARE STRINGS THAT DO NOT MATCH OPERATIONS Factory hardware procuremet rarely matched expesive operatioal strigs. The result was hardware that was uable to mimic operatioal performace ad coditios, thereby limitig the ability to fully validate the product prior to Operatios, ad requirig troubleshootig of issues after delivery (Figure 2). Figure 2 Dissimilarities betwee Test ad Ops Hardware lead to icreased costs ad egieerig. 1 DevOps (a combiatio of "developmet" ad "operatios") is a software delivery process that emphasizes commuicatio ad collaboratio from cocept to operatios, icludig product maagemet, system egieerig, software developmet, ad operatios. DevOps makes use of best practices, such as cotiuous testig ad cotiuous deploymet, to icrease the quality ad reduce the time to move a chage from cocept to operatios. 2

4 Cloud/C2S Eabler: Cloud computig eables a developmet factory to provisio ops-comparable itegratio strigs essetially odemad, ad pay oly for the hardware eeded whe required. Beefits: Costs are substatially reduced operatioal sized hardware ca be allocated o-demad whe eeded, ad tordow whe ot eeded. Cloud computig eables test-like-you-fly eviromets, reducig operatioal defects ad costly, missio-impactig Operatioal outages. A cloud eviromet elimiates test specific system cofiguratios. Cloud computig reduces comprehesive upfrot hardware egieerig. A cloud eviromet reduces the required IT staff to maitai systems. Solidy Experiece: Solidy was able to develop ad test a applicatio while allowig all developers to use o-demad itegratio strigs that fully matched the ed-to-ed iterfaces ad performace rates of the operatioal cofiguratio. Solidy was also able to create automated ed-to-ed smoke tests that executed after every update to the baselie, esurig each chage did ot impact the fudametal requiremets of the system. CHALLENGE 3: UNDERUTILIZED FACTORY HARDWARE STRINGS Factory hardware procuremet resulted i hardware isufficiet to meet daily developmet ad test activities that wet uused durig ights ad weekeds. Coversely, factory hardware procuremet ca result i obtaiig excess hardware to meet expected surges ad growth. Cloud/C2S Eabler: Cloud computig eables a developmet factory to provisio ad pay for oly eeded hardware whe it is required. Beefit: Use of a cloud results i reduced costs ot payig for idle hardware. Cloud egieerig requires less upfrot hardware egieerig. Fewer IT staff are required to maitai developed systems. Solidy Experiece: Solidy did ot employ ay IT staff to maitai hardware, savig at least two Full Time Egieers (FTE) durig developmet. Solidy retured hardware to the cloud whe ot eeded, resultig i a estimated cost savigs of 87%. CHALLENGE 4: INSUFFICIENT RESOURCES PROHIBIT CONTINUOUS AND AUTOMATED TESTING With limited developmet ad test hardware, projects become bottleecked waitig for resources to free up. Alteratively, projects could overprovisio testig resources. This ot oly created higher upfrot capitalizatio costs, but also higher labor costs, as ew hardware ad test strigs require a project to staff up to support the factory. 3

5 Cloud/C2S Eabler: Cloud computig eables this bottleeck to be elimiated by allowig a program to spi up additioal compute resources o demad, allowig multiple test paths to occur i parallel. Beefit: Implemetatio i a cloud eviromet fosters quality test early, test ofte. Applicatio ad algorithm developers test ewly developed code ad fuctioality o full replicas of the operatioal system as opposed to small, stubbed out compoets, reducig defects later i the project lifecycle. Out of phase defects (or defects foud late i the process) are expesive ad time cosumig to correct. The lowest cost defect is the defect corrected the day it was created. Cloud eabled cotiuous testig allows for ear real-time feedback to developers, reducig overall defect costs. Itegratio ad test stacks ca be created ad destroyed o demad, allowig resources to truly be cosumed oly whe eeded. Solidy Experiece: Solidy maximized the use of o-demad test resources to quickly test ew features, esurig the baselie was always fully tested ad fuctioal. Fully tested code is typically produced at a rate of about lies of code per moth. Solidy achieved approximately 1500 lies of itegratiotested code per moth (Figure 3) Tested Lies of Code Per Moth (Average) Solidy s experiece shows providig full stack itegratio capabilities o demad for a team of developers ca realize a cost savigs of 87% compared to leavig cloud resources ruig at all times or purchasig developmet hardware upfrot Solidy s team of 4 developers committed ad tested code o average 40 times a week, testig their chages with a full, ed-to-ed system each time. 6 CHALLENGE 6: PROTOTYPING INNOVATIVE IDEAS CAN BE EXPENSIVE Iovatio required ivestmets i licesig, hardware, ad egieerig just to iitiate prototypig. This ivestmet required frequet success to maximize retur o ivestmet. Evetually iovatio was stifled i a risk-averse eviromet. Chage was difficult because ew solutios could ot be easily evaluated, resultig i outdated solutios ad projects locked ito outdated or iferior vedor products. Cloud/C2S Eabler: Cloud computig, combied with C2S services such as Amazo RDS, Amazo S3, ad Amazo SQS, allows for rapid prototypig with o demad resources ad licesig, virtually elimiatig the startup ivestmet. Beefit: Fail fast, iovatio ofte occurs with a properly implemeted cloud eviromet ad culture. Failures ca be quickly discarded, sice there is little startup ivestmet. Cloud computig fosters a eviromet where failures do ot cripple overall Retur o Ivestmet, ecouragig iovatio. Customers ca quickly evaluate ew solutios from differet vedors. Solidy Experiece: Solidy ivestigated three differet database techologies which traditioally would have required hardware procuremet, licese acquisitio, IT istallatio, ad DBA staff ad tuig. Solidy istatiated all three database solutios, updated the code, modularized the ifrastructure, ad tested all three implemetatios withi 1 moth. C2S eabled Solidy to quickly iitialize the databases with services such as EC2, RDS, ad DyamoDB ad IaC with CloudFormatio. CHALLENGE 7: LIMITED HARDWARE CONSTRAINS PROCESSING CAPABILITIES Algorithms were limited to available computatioal horsepower, ofte limitig their potetial. Cloud/C2S Eabler: C2S provides early ulimited compute, storage, ad specialized hardware, such as Graphical Processig Uit hardware resources o demad. Beefit: Computatioally expesive algorithms ca be implemeted ad executed with adequate hardware oly whe eeded usig o demad hardware. Existig algorithms ca be expaded by allocatig additioal hardware whe eeded, further extedig curret iovative developmet. Solidy Experiece: Solidy exteded existig processig algorithms to provide dyamic user cofiguratio ad icreasig missio value, eablig o demad resources to scale whe compute resources were eeded. 5

7 C2S allowed Solidy to icrease throughput performace by 15x, all while sigificatly reducig system latecy ad chagig less tha 10% of the legacy baselie. CHALLENGE 8: HARDWARE CONFIGURATION MANAGEMENT IS FRAUGHT WITH INCONSISTENCIES Hardware, etworkig, ad security was desiged ad documeted i drawigs. Egieers would the implemet the desig but rarely updated the documetatio to match as-built chages. This itroduced utracked modificatios to the fial implemetatio (Figure 5). The documetatio is the implemetatio. Beefit: C2S CloudFormatio is a idustry stadard, feature rich ifrastructure as code framework that documets all aspects of the system. IaC eables all chages to the system to be baselied, audited, ad easily comparable usig automated tools such as diff. The system elimiates the potetial for differeces to arise betwee the desig ad the implemetatio, resultig i a better security posture ad fewer defects durig missio. 6

8 Solidy Experiece: Solidy used C2S CloudFormatio to build templates that allowed us to startup, cofigure, ad ru microservices o 250 virtual machies across 2 subets, 2 data ceters (availability zoes), 3 databases, a custom messagig bus, ad a robust system awareess dashboard, icludig all firewall, etwork routig, ad storage compoets. Use of CloudFormatio templates eabled Solidy to repeat the deploymet of a stack idetically multiple times per day. This automatio effort was accomplished with 2 developers ad 1 system egieer, i less tha 2 moths. CHALLENGE 9: INABILITY TO QUICKLY ADAPT TO CHANGING MISSION ENVIRONMENT OR REQUIREMENTS New missios, ew programs, or ew requiremets required years of plaig, desig, implemetatio, testig, ad migratio. Quick tur products ofte suffered from lack of testig ad high defect rates. Cloud/C2S Eabler: Cloud computig elimiates IT ifrastructure as a obstacle to capability isertio. IaC provides immediate evaluatio of curret architecture, miimizig complex as-built aalysis. Cotiuous testig ad cotiuous deploymet is eabled by o demad resources, IaC, ad cloud ative architecture decisios. Beefit: Use of a DevOps pipelie o C2S esures the fastest process is the best process. Quality assurace, uit testig, ad itegratio testig are fully automated, allowig a feature to go from desig to implemetatio i hours. This occurs while executig more vigorous testig tha legacy programs could achieve. There is ewfoud flexibility i capability isertios. Small chages ca be itroduced quickly to a existig system, or large chages ca be ru i parallel ad quatitatively compared to existig capabilities. Solidy Experiece: Solidy developed ew capabilities, from requiremets to implemetatio, i fewer tha 2 weeks due to miimal architecture egieerig required. Solidy implemeted a DevOps pipelie that allowed for a code chage to be ready for deploymet i 30 miutes. CHALLENGE 10: PROGRAMS RECREATE THE WHEEL For a variety of reasos, legacy projects ted to ot leverage capabilities, products, or ifrastructure from other projects, despite the level of commoality. Examples of commo capabilities iclude databases, message buses, otificatios systems, system health moitorig, shared storage, ad deploymet scripts. As a result, legacy systems were cotracted for specific algorithms or specific missio beefits, spedig most of their time i ifrastructure developmet. Legacy projects could re-implemet, reuse, or itegrate existig solutios or deploy Free ad Ope Source Software (FOSS). These approaches take time ad egieerig effort to implemet. 7

9 Cloud/C2S Eabler: C2S moves beyod Ifrastructure as a Service (virtual machies o demad) to Platforms as Services, fully implemeted solutios available with the click of a butto. C2S provides a sigificat set of diverse tools available out of the box. Databases: RDS, DyamoDB, RedShift Deploymet: CloudFormatio, OpsWorks, Elastic Beastalk Shared Storage: S3, EBS Message Bus: SQS, SNS, Kiesis Moitorig/Auditig: CloudWatch, CloudTrail Beefit: Platforms as Services give programs a huge advatage startig at program iitiatio, allowig commo fuctioality to work immediately. Projects ca focus o their core missio ad customize oly the ifrastructure elemets that require it. Solidy Experiece: Solidy evaluated use of DyamoDB vs. a custom deploymet of MogoDB (both NoSQL databases). MogoDB provided greater capability but was time cosumig to cofigure ad deploy (2 weeks) while DyamoDB (a AWS provided service) was cofigured ad deployed after oly 5 miutes. CHALLENGE 11: DUPLICATE IT EFFORTS OCCUR ACROSS PROGRAMS Each program was required to acquire ad ru its ow data ceter. Operatioal hardware was maaged by a O&M orgaizatio. Spare capacity across projects could ot be shared. Physical security ad etwork security were idepedetly defied ad implemeted by each program. Cloud/C2S Eabler: Hardware is cetrally maitaied by a cosistet IT staff (Amazo, for C2S) across multiple programs. Security is cetralized ad actively maaged. Beefit: Cloud computig provides ecoomies of scale across multiple projects. Reduced redudacy i hardware maagemet reduces cost ad reduces isecure icosistecies across programs. Security policies ad protectios are immediately available ad eforceable across all projects. Solidy Experiece: Solidy employed o IT or iformatio security staff o Seve Hills, savig at least two FTE durig developmet, while meetig all security requiremets. Solidy beefited from ot expedig effort to maitai servers ad etwork equipmet. Solidy developed a product that was fully itegrated ito the security eviromet esurig proper cotrols were extat. 8

10 CHALLENGE 12: RECAPITALIZATION CAN BE EXPENSIVE, LENGTHY, AND DISRUPTIVE Obsolete, isecure hardware took years to upgrade. By the time the hardware was deployed it was already obsolete. Cloud/C2S Eabler: Withi C2S, Amazo maages hardware updates. CloudFormatio makes hardware recapitalizatio updates a sigle lie chage i CloudFormatio. Beefit: Recapitalizatio ca occur i days, ot years, esurig each program is always up to date. Evirometal updates are trasparet to the developer ad resultig product. Solidy Experiece: Solidy leveraged differet C2S hardware daily by chagig the EC2 type ad testig with either more memory, more CPU, or more etwork badwidth. The average tur aroud to test these chages was 30 miutes. CHALLENGE 13: DEPLOYMENTS AND MIGRATION REQUIRE TIME CONSUMING PLANNING AND EXECUTION Upgradig or patchig existig systems was a moumetal effort. Moths of plaig ad testig occurred followed by a outage of operatioal systems durig itegratio. Cloud/C2S Eabler: O demad hardware combied with DevOps priciples allow for zero dowtime deploymets by allocatig ew hardware at deploy-time. Beefit: Cloud computig eables deploymets with zero impact to ogoig operatios. A/B Deploymets New systems are istalled ad cofigured i parallel to existig systems. The parallel system is fully tested i a operatioal settig prior to migratig it to operatios. The old versio of the system sits i stadby to mitigate ay remaiig risk. Blue/Gree Deploymets Systems are upgraded piece-meal over time, esurig full missio capability ad easy fallback durig the upgrade. Deploymets occur with egligible risk sice the migratio is rehearsed with other o demad hardware. Solidy Experiece: Solidy implemeted both A/B ad Blue/Gree deploymet methods, allowig completely ew baselies to be deployed with zero dowtime for a system that previously took days to upgrade. PITFALLS TO CLOUD COMPUTING Cloud computig ca be a cost effective geeratioal leap forward i missio capability but it is importat to recogize that: a) it is ot a uiversal aswer to missio problems ad b) if used ieffectively (like ay resource), it ca be expesive ad iefficiet. 9

11 Poor executio ad poor decisios whe usig cloud resources ca icrease costs without demostratig missio beefit, as eumerated below. PITFALL 1: TREATING CLOUD RESOURCES (SUCH AS C2S) LIKE A LEGACY DATA CENTER Cost: Lift ad shift solutios attempt to take legacy systems ad simply ru existig processes o C2S provided Virtual Machies. This approach does ot take advatage of auto scalig, o-demad pricig, ad cloud ative architectures. The cost of ruig, but uderutilizig, cloud resources could become more expesive tha traditioal IT hardware procuremet. Solidy s experiece has show this approach costs up to 87% more tha a well-desiged cloud ative architecture. PITFALL 2: IGNORING PLATFORM SERVICES OFFERED BY CLOUD PROVIDERS Cost: Implemetig custom software solutios requires full lifecycle support, requirig costly egieerig expertise. Cloud platform services such as C2S s Amazo DyamoDB ca provide commo fuctioality with miimal effort. Solidy required approximately 90% less effort to use C2S s DyamoDB over a custom implemetatio of the FOSS product MogoDB. PITFALL 3: NOT RE-EVALUATING LEGACY IT CONSTRAINTS Cost: Systems desiged for dedicated hardware had costraits that may ot apply to cloud computig. Costraits o hardware, etwork protocols, storage, missio, ad policy must be revisited. Furtherig these costraits o cloudative systems will result i more cost ad less missio beefit. Solidy took a Legacy system that had to ru withi 15 differet itegratio, test, ad ops eviromets, each with their ow cofiguratio. Software ad scripts were maitaied to support deploymets to the differet eviromets. By elimiatig the differet eviromets, ad leveragig CloudFormatio to deploy the system, Solidy was able to remove thousads of lies of code ad cofiguratio, reducig maiteace costs ad improvig quality. CONCLUSION Cloud computig ad the selected defese platform of C2S have immese potetial to advace the state of the art withi the defese commuity. Cloud platforms ot oly advace the state of IT ifrastructure but also advace algorithms ad processig ruig atop the IT layer. With dyamically allocated hardware ad storage resources, developers ca quickly implemet ideas, test them, ad field them eablig faster time to missio tha ever before. The lower barrier of etry for developmet also expads the competitive field for ayoe to develop the ext algorithm capable of furtherig our defese posture. Cloud truly amplifies missio value i a way that traditioal IT is o loger able. 10
