3 Growing urbanisation is a distinctive trait of the 21 st century: half of the Earth s current population of 7 billion lives in towns and cities; according to UN forecasts, it will have reached 9 billion by 2050 and 70 % of that number will be city dwellers. Such high concentrations of people pose many challenges to citizens security, crime prevention, coordination of emergency management, and natural disaster mitigation and management. Population growth, influxes of international migrants and travellers, and the resulting numbers of people concentrated in cities are creating increasingly complex challenges for governments and private stakeholders. Among them, urban security is vital to the quality of life of city dwellers. And because no two cities are alike, these challenges need to be addressed in the light of their political, economic, social and regulatory context. 3

4 Living better together Thales has been working to assure the security of people in the world s largest cities for almost 20 years. As an integrator of top-tier critical systems, like for example the urban security system in Mexico City, the Thales Group draws on its extensive experience and expertise to devise intelligent security solutions to meet the challenges facing a large city, with one key objective in mind: to help citizens to live better together by protecting them and providing continuous, high-quality public services. Integrated urban security Thales offers an integrated concept based on deploying systems that enable security forces to handle incidents and coordinate emergency response by police, fire crews, first responders and private operators. These systems share and pull together information from separate subsystems videosurveillance cameras, emergency call points, multiagency communications, etc. through an integrated operations control centre, providing real-time decision support and managing resources for incident response. This concept is driven by an urban transformation policy aimed at optimising a city s operations through an open, scalable architecture integrating innovative and efficient solutions within an urban security plan to ensure continuity of public services on a daily basis and in a crisis. 5 A scalable and modular supervision architecture for cities Also used to supervise transport and power distribution networks, the Thales Hypervisor supervisory command-and-control open architecture manages transport, civil protection, energy supply and other city operations, providing a comprehensive picture to inform decisions in real time. The Hypervisor solution is built around a service-oriented architecture (SOA) and an intuitive human-machine interface (HMI). This combination of technologies makes it easier to integrate individual supervision applications while offering operators a broad, cross-functional overview. Coordinating stakeholders and tying together information Thales offers customers multiforce command systems to support daily security operations. The command centre provides teams on the ground with precise information about the nature of an incident and the position of resources, or practical information shortest routes, road traffic, etc. to aid access and response. Thales solutions also interconnect systems and subsystems videosurveillance cameras, resource management systems, geographic information systems, secure communications, real-time alarm management, process automation and so on so that multisource information (voice, data and video) can be shared and tied together to build a common operational picture. Interoperable communication and security networks allow operators and stakeholders to share the same databases, collecting and reconciling information to detect events or incidents, clarify the nature of a threat and deploy the right resources to deal with the situation. Innovative videosurveillance systems The key to urban security is being fully informed about the situation at all times. Thales offers an optimised response to the burgeoning videoprotection applications market for transport systems (onboard and on the ground), security systems (urban security, protection of critical infrastructure and border control) and crime prevention. 6 Mexico City: the world s most integratedurban security system Thales helps to ensure the security of millions of citizens in the world s largest cities every day. The most integrated urban security system is in Mexico City, a megacity of 22 million. In partnership with telecommunications operator Telmex, Thales has deployed the very latest videosurveillance, image analysis, emergency call handling, event management and emergency simulation systems. The integrated system handles data from 8,080 video cameras, gunshot sensors and automatic number plate recognition cameras. A national C4I centre (command, control, communications, computers and intelligence) oversees five regional commandand-control (C2) centres. This megasystem transmits alarms to police, fire crews and emergency services whenever unusual events or behaviour are detected. And in a major emergency, the police can also deploy a mobile tactical C2 centre that remains in contact with the national C4I centre at all times. Making cities smarter In many cases today, the systems used to run a city s operations remain stovepiped: a control centre for security and emergency response, a control centre for each mode of transport (metro, bus, tram, etc.) and another for road traffic control. The ultimate objective of the smart city is to tie together such systems to offer citizens effective, innovative services at the lowest cost to the economy and the environment. 6
