Nevertheless, the implementing agencies and more broadly the Government of Burkina Faso continue to demonstrate a strong commitment toward the WARCIP-Burkina Faso project and toward the development of the ICT sector in general (as demonstrated by the request to explore further opportunities to develop egovernment initiatives). The Bank is closely working with the autorities and the implementation unit to ensure that sustained efforts are maintained to finalize the key activities of the project. In parallel, the activities related to the 'enabling environment' component of the project are progressing in a satisfactory manner. Good progress have been achieved on most PDO indicators targets. One can expect that the project indicators should reach their targets by the end of the project. Guinea Implementation Support conducted remotely during the presidential campaign and elections campaign. The project in Guinea has already exceeded most of its initial targets. The project included new indicators and targets for the remaining implementation period. These indicators have been included in the PLR (Performance & Learning Review) for Guinea, and the CPF (Country Partnership Framework) Matrix has been updated accordingly. The project's progress toward PDO achievement remains satisfactory, as shown by the PDO and Intermediary indicators. Also, from the institutional point of view, the Government of Guinea has demonstrated strong ownership and willingness to move the ICT agenda forward: (i) the new legal and regulatory framework is now adopted. It clarifed many issues not addressed in the current law. It also re-assures investors, in particular the GUILAB shareholders; (ii) there is a newly etablished National Council of Regulation (the regulator's college), which oversees the activities of the Secretariat. This will certainly make a significant difference in the role played by the regulatory authority and improve its relationship with the operators on the medium term. As a governing body of the ARPT, the Council improves transparency in the management of the regulator; and (iii) the Government is willing to operationalize the Universal Access Fund, to which all operators have been contributing for years. Managed by the ARPT, this fund will allow the operators to extend their coverage in zones where there's market failure. Management of GUILAB (the company managing the ACE landing station) should launch a review of the company's current legal status to incentivize investment and price reduction at the retail level. Meanwhile, the project continues to launch studies critical to the sector: (i) the redelegation of the domain name.gn; (ii) the review of the current taxation; and (iii) the update of the broadband strategy for Guinea. The installation of a new IXP in Conakry should reduce Guinea's dependence to international capacity. These on-going activities are facing some delays due to the elections (October - December) last year. An extension of the closing date may be necessary to successfully complete these activities. The Gambia Implementation Support mission conducted between June 15-19, Since the operationalization of the new bandwidth capacity from the African Coast to Europe (ACE) submarine cable in December of 2012, the wholesale price of international E1 capacity has been reduced by 80 percent and the geographical reach of mobile broadband is gradually increasing, which reflects good progress towards the PDO. The project willl close March 2016 and there is a significant number of consultancies to be implemented. Although the overall disbursement rate is good at 80%, disbursements for the remaining funds in the past two years has been 4-5%. This has led to three out of four of the PDO level results indicators being met, however, there is a need to implement the consultancies in order to create an enabling market environment for the benefits of ACE to reach the people of The Gambia. This will require promoting competition among the telecom operators and Internet providers so that retail prices come down to reflect the reduction in wholesale bandwidth. 2/3/2016 Page 2 of 13
