1 Special meeting of the Counter-Terrorism Committee on Terrorist Threats to Civil Aviation Technical sessions of the Counter-Terrorism Committee Executive Directorate (CTED), in cooperation with the International Civil Aviation Organization (ICAO) Day 1: 6 July 2017 United Nations Headquarters, New York, 6-7 July 2017 Conference room 2 Draft Agenda 10:00 a.m.- 11:30 a.m. Session I: Risks to civil aviation and ways to manage them Recent attacks against airports in Belgium, Turkey and the United States and the explosion of a terrorist bomb aboard Daallo Airlines flight 159 are stark reminders that landside attacks, the threat posed by insiders and airport staff, and increasingly sophisticated explosive devices remain significant concerns. In this regard, compliance with the applicable provisions of Annex 17- Security of the Chicago Convention is essential. This session will focus on the related threats and risks and ways to address them, as well as the challenges faced by States in implementing Annex 17 Security Standards and Recommended Practices (SARPs). Participants will identify risks to the airport and to aircraft, under the following headings: Intent and capability, Vulnerabilities and security measures in place, Consequences, post-event mitigation measures, and response, roles and responsibilities, Implementation of aviation security measures by Government agencies, Ways to counter threats, including the use of new technologies to detect explosives and other threats. States are encouraged to engage in dialogue on aviation security and cooperate by sharing information about threats, risks, and vulnerabilities in accordance with the provisions of Council resolution 2309 (2016), in particular its paragraphs 6 (f) and 8. In this context, participants will consider, inter alia, new and emerging security risks and threats faced by the international aviation sector. Participants will identify existing methods for the sharing of bilateral, regional and multilateral level information; explore ways to strengthen their use; address any gaps and obstacles to sharing such information and ways to overcome them; and consider ways to promote cooperation and information exchange by relevant actors in preventing and countering terrorist threats to civil aviation. 3 Conference room 5 3:00 p.m.- 4:30 p.m. Session III: Effective border control management tools, interoperable applications and identity management The international air transport sector faces a number of security risks in addition to unlawful interference against civil aviation, including the smuggling of persons and contraband, use of fraudulent travel documents, the movement of terrorists and their materials to plan and execute attacks, as well as commercial and other crimes. These categories of risk require effective border management as the first line of defence. This session will address existing policies and Annex 9 Facilitation provisions linked to the different elements of the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, notably, evidence of identity, Machine-Readable Travel Documents (MRTDs), secure document issuance, inspection systems and tools such as the ICAO Public Key Directory (PKD) and advance passenger information (API) as part of the interoperable applications. Participants will also explore the implementation of effective bordercontrol management systems, as well as the challenges associated with sharing and analysing data (including legal constraints and limitations on information technology). Participants will address issues such as secure travel documents issuance, inspection systems and tools, interoperable applications, and passenger data exchange, and consider the challenges associated with inadequate reporting of lost and stolen passports. 4 4:30 p.m.- 6:00 p.m. Session IV: Quality control, oversight, and promotion of security culture and risk management In order to prevent and counter terrorist threats to civil aviation, States should ensure that effective, risk-based measures, including enhanced screening, security checks, and facility security, are in place at airports. These measures should be reviewed and assessed regularly and thoroughly to ensure that they address the evolving threat and are in compliance with the ICAO SARPs. They should be effectively implemented on the ground on a continuing and sustainable basis, including through the provision of the required resources, the use of effective quality control and oversight processes, and the promotion of an effective security culture within all civil aviation organizations. The measures in place must not only be effective in detecting the threat, but must also be applied to a significant portion of the area of concern, and applied effectively. Participants will share best practices in risk management aimed at ensuring that security measures are aligned with threats and risk assessments and discuss quality control and oversight processes and mechanisms to ensure effective implementation of measures over time. 5 global system. This session will focus on the types of assistance currently being provided by Member States and international organizations. It will also address the role that ICAO, States, international and regional organizations, and industry supporters can play in expanding the scope and effectiveness of assistance provided in the context of aviation security and facilitation. Security deficiencies may be attributed to lack of resources, lack of awareness (or concern), or lack of authority. This session will enable participants to better understand the differences and the types of capacity-building initiatives to be considered. Participants will determine how to identify candidates for capacity-building initiatives and establish priorities for assistance. They will discuss the roles and responsibilities of ICAO, CTED, other relevant international organizations and States; the need to avoid duplication of effort through a collaborative approach to capacity-building; possible sources of capacity-building assistance, and the resources available. Participants will discuss the importance of identifying the root cause of security shortfalls and the ability of the assistance recipient to strengthen its security. The moderators for the previous sessions will provide introductory remarks reflecting the presentations and discussions of sessions I to V and discuss ways to improve aviation security, counter the terrorist threat to civil aviation, and prevent terrorist acts. Emphasis will be placed on how the relevant United Nations bodies in general, and the Counter-Terrorism Committee in particular, can bridge the gaps highlighted during the sessions. Participants will also identify the main risks, collect good practices in implementing aviation-security measures to manage those risks, and provide recommendations for action. All participants will be given the opportunity to contribute.
