7 Program Overview-1 NASA Regional Economic Development (RED) Initiative (Strategic Regional Partnerships for Technology) Objectives: (1)Through strategic regional partnerships with external public and private sector organizations, utilize NASA capabilities (subject matter experts, technologies, facilities) to support collaborations leading to regional economic development by the private sector in business sectors of critical importance to the region of interest. (2)Target and accelerate spin in of technologies to address NASA innovation & technology gaps. 7
8 Program Overview-2 NASA Regional Economic Development Initiative (Strategic Regional Partnerships for Technology) Outcomes: Regional economic development success is measured by impact of NASA collaborations on private sector outcomes of -Jobs created/retained -Increased revenue from improved/new product offerings -Funding (public/private) captured ( Economic metrics and outcomes for RED are measured using nationally accepted NIST Manufacturing Extension Partnership (MEP) approach.) and -Technology spin in successes ( Successes will be measured by acknowledgement by NASA product line managers/ executives) Partnerships with unconventional partners through RED effort will generate opportunities to address NASA mission needs and gaps in technology portfolio. 8

R&D projects identified/formalized which involve NASA capabilities and non NASA investment 3. Alignment of R&D projects with critical sectors of U.S. economy 4. Level of non NASA investments in R&D projects 5. Stakeholder/partner critical assessments of value proposition of NASA R&D projects to follow on creation of economic development by private sector 9
10 Presidential Direction Presidential Memorandum Accelerating Technology Transfer and Commercialization of Federal Research In Support of High-Growth Businesses Sec. 4. Facilitate Commercialization through Local and Regional Partnerships. (a) Federal laboratories [should] collaborate with external partners to share the expertise of Federal laboratories with businesses and to participate in regional technology innovation clusters that are in place across the country. (b) Agencies [should] locate applied research and business support programs to further technology transfer and commercialization. (c) Federal laboratories and other research facilities [should] engage in public-private partnerships in those technical areas of importance to the agency's mission with external partners to strengthen the commercialization activities in their local region. 10
