5 Campus Integration Plan 3 July, 2016 i SECTION Executive Summary Gilbert Public Schools has determined that the two campuses of Mesquite Junior High School (MJHS) and Gilbert Classical Academy (GCA) shall be combined onto the existing MJHS school campus. Purpose The purpose of this document is to determine the facility remodeling and additions necessary to support this plan and to establish how much funding should be provided for this project. In response, this process has focused on the following: Gathering data regarding the each schools enrollment demographics, needed teaching stations to support curriculum, existing school capacity, curriculum and goals of each school, existing school facilities conditions, and the suitability of facilities to meet the current and future goals for each school; Conducting interviews with staff and parents in order to determine the priorities of GPS staff, parents and community regarding the needs of each school; Recommending a future course of action for funding such improvements. Plan Component Parts This document is comprised of three sections: 1.0 Project Design Factors: Existing Conditions detailing the existing enrollments of each school, capacity of MJHS, and the ability of the campus to support two schools, thinksmart planning, inc

Conclusion/ Recommendations The conclusions/ recommendations resulting from this process are the following: The MJHS campus is capable of supporting an enrollment of 1,547 students at a high rate of utilization (85-95%); Core facilities such as cafeteria, media center, and gymnasium are capable of supporting 1,547 students; The campus is capable of supporting two schools enrollment if each school has a distinct entry and administration, and scheduling is designed such that shared areas are utilized ½ of each day by each school; Some areas (as detailed in Section 2 of this document) will need to be remodeled to accommodate modern programs such as Science, Technology, Engineering and Mathematics (STEM); A few key additions (as detailed in Section 2 of this document), will need to be constructed in order to provide an appropriately sized administration for GCA and additional fine arts areas for GCA. Parking and roadways will need some improvements in order to insure good vehicular flow for each school. 8 Mequite Junior High School/Gilbert Classical Academy, Gilbert Public Schools 6 July SECTION Project Design Factors: Existing Conditions Introduction MJHS is an existing campus undergoing a master plan process in order to best combine the existing MJHS and GCA schools. General information to consider during the design process is described below. Design Concepts School Descriptions and Visions 1 Mesquite Junior High School. Located at 130 West Mesquite Street in Gilbert, AZ, Mesquite Junior High School is a campus of th and 8 th grade junior high school students. The enrollment of MJHS is expected to remain the same or decline slightly. Our Vision: The faculty and staff at Mesquite Junior High School take great pride in embracing the District's vision of preparing GPS students who are innovative, technologically advanced global scholars. Gilbert Classical Academy Currently located at 55 North Greenfield Road in Gilbert, AZ, Gilbert Classical Academy is a campus of approximately 600 students ranging from 7 th to 12 th grades. The enrollment of GCA is expected to grow to a maximum of 800 students. 1

9 Campus Integration Plan 7 July, 2016 The Gilbert Classical Academy (GCA) is an honors level school utilizing one-to-one integrated technology incorporated with Socratic instruction to prepare students for post-secondary education at a university. The six-year curriculum includes core courses in math, science, English, social studies, modern languages, Latin, physical education music and the arts. All students are required to take AP level courses for their upper class core subject areas. GCA is a small school, which embodies a strong unity amongst students and the community. All students are required to perform 80 hours of community service in order to graduate, thus building a strong sense of responsibility to one s community. Existing Campus Configuration. The existing Mesquite Junior High School is configured as a campus plan with buildings of various ages ranging over 11 years old. The existing square footage is approximately 131,000 gross square feet and has capacity for 1,547 students at full capacity. Construction of buildings on campus is masonry with open circulation between buildings. The campus size is average but is currently near its capacity for facilities, parking and fields. Expansion to adjoining properties is not a likely option at this time. The current campus is comprised of 62 permanent teaching spaces including 3 teaching spaces in outdoor field areas for physical education. Capacity at 85% efficiency will provide 1,547 seats for students. The campus is currently utilized at 40%. Community Use. MJHS is utilized by the community for a variety of purposes including graduation ceremonies, theatrical and musical performances, as the location of a district football stadium, track meets, baseball and softball tournaments, and parent gatherings. thinksmart planning, inc

According to Gilbert Public Schools, enrollment at Mesquite Junior High School is approximately 630 students with the historical enrollments reaching over 1,000 students in some years. The declining enrollment is a product of the aging of the communities within the current boundary area (only 602 students reside in the boundary for the 2016/17 school year.) MJHS continues to accept open enrollments from both inside and outside the District. Schedule. MJHS and GCA will operate on different schedules during the school year. MJHS will operate on a 62 minute/period schedule, while GCA operates on a 50 minute/period schedule. GCA classes commence at 7:40 while MJHS classes start approximately 20 minutes later at 7:58. GCA s school day will end at 2:40 pm and MJHS will end approximately 20 minutes thereafter.

11 Campus Integration Plan 9 July, 2016 These different bell schedules will allow the two schools to share bus lanes, with buses being scheduled to drop off students at the different school start and end times. Parent drop areas to the south of the school may possibly be shared, but the creation of an additional drop off area in the north parking area near building 300 may alleviate overlapping congestion in that area. The schedule differences will also imply a change to the intercom/bell system. GCA/MJHS rooms will need to be on different bell schedules; perhaps even different sounds, such as a bell for one school and music for another so that the two can be differentiated. Utilization refers to the actual placement of students within the classroom. Classrooms usually cannot be loaded to the maximum 100% because of the uneven loading of subject areas and grade levels; i.e., students do not divide evenly into groups of 30. Thus, when the classroom is used for only a portion of the day, excluding the teacher s planning periods and lunch, it cannot be utilized a full 100%. A utilization rate of 85% has been utilized in determining the capacity of the MJHS campus to accommodate shifting schedules and teacher planning periods. A higher utilization rate is used for GCA because the Academy mixes grade levels in classes, affording a higher capacity per room. thinksmart planning, inc

A capacity of at least 1,430 students, and a minimum of 58 teaching stations will be required to accommodate the addition of GCA at MJHS. Curriculum. MJHS will provide a comprehensive academic junior high school curriculum and will enroll students in the 7th and 8th grades. GCA will provide a liberal arts based curriculum that is comprehensive and emphasizes AP coursework at the upper levels, additional foreign language credits, and community service work. 13 Campus Integration Plan 11 July, 2016 Existing and Ideal Building Systems Acoustics. Mesquite Junior High School is located in downtown Gilbert. The school site, while originally located in an agrarian area, is now located within a compact downtown Gilbert area. Consequently, the congestion in the area may produce higher than normal ambient noise, reaching into 70 or more decibels. A good reference for school guidelines, the California Department of Education School Site Selection and Approval Guide states, The normal range of conversation is between 34 and 66 decibels. Between 70 and 90 decibels, sound is distracting and presents an obstacle to conversation, thinking, or learning. Above 90 decibels, sound can cause permanent hearing loss. The California Department of Transportation considers sound at 50 decibels in the vicinity of schools to be the point at which it will take corrective action for noise generated by freeways. (See Streets and Highway Code sections 216 and ) 2 Building Support Spaces. Custodial, storage, and loading areas are currently located in building 300 and on the northern edge of the school. This report will recommend a reconfiguring of this area to accommodate the new GCA entry, drop off, and parking. As large vehicle access areas to the site are limited, relocation of the support areas should be carefully considered. Health and Cleanliness. The MJHS campus is generally clean and well maintained for its age. Overall, systems (plumbing, irrigation, electrical, mechanical) have been upgraded regularly. Finishes may be dated and in need of replacement in some areas. A general renovation of all buildings and finishes are recommended during renovation projects and as budget allows. Public Access. Generally, the MJHS campus operates from early morning hours (5-6 am) to late at night (9+ pm) as well as on weekends. Areas utilized by students for extracurricular activities (sports, band and music, drama, club meetings) should be zoned into areas that are: Well Lit Near parking areas and parent drop off Able to be sub divided from the main campus with gates or fencing Accessed by wide, accessible sidewalks Provide a gathering or waiting area that is safe and well lit for students waiting for transportation 2 California Department of Education, School Site Selection and Approval Guide, thinksmart planning, inc

As stated earlier, a complete listing of items noted by the assessment team may be found in supplementary reports created by the Facility Management Group. The following is a summary listing of items to be addressed in any renovation: Adjacent Land Use: Adjacent land use is residential. Consideration of traffic flows is highly recommended. Morning and afternoon traffic is congested and unsafe for pedestrians leaving campus. Comfort of Neighbors: Parking congestion for staff on the northern portion of the campus should be limited in order to prevent congestion in this area. Selection and Location of Plant Materials: To be determined per renovation plan Separation of pedestrians, buses, cars, delivery vehicles: MJHS parking and entry areas will require further study on this issue. Currently, buses drop students on the east side of campus. Separation of parent, student and bus drop off is recommended. Location of student parking providing safe and contiguous pathways to the school is also recommended. Delivery vehicles and loading areas should be studied for safety and segregation from student traffic, both pedestrian and vehicle. The following considerations should be addressed in the renovation plan: 1. Buses do no pass through parking areas, unless a barrier is provided that prevents vehicles from backing directly into the bus loading area (the right side of the bus). 2. Parent drop off area should be adjacent to school entrance and separate from bus area and parking. 3. Vehicle traffic pattern does not interfere with foot traffic patterns. Foot traffic does not have to pass through entrance driveways to enter school. 4. Bus drop off for handicapped students may be in the same location as for regular education students, if scheduled at a different time and ramping is provided for wheelchairs. Street access: Access to the site is from Mesquite and potentially Palo Verde. The current turn in and out condition is to be used by buses in the north/south lane and parents in the southern parking area. Traffic Volume: Traffic volume will be a concern at MJHS. The original campus was designed for a high volume of walkers while most students today drive or are dropped off at school. Unauthorized access to rooftops, mechanical: safe access to all buildings to be determined per renovation plan Security. Planning is based on the premise that MJHS will be a closed campus. The MJHS/GCA campus must be safe and secure, keeping in mind that the school is an environment for education and not a prison. There must be a balance in the degree that a campus is made secure and by what means it is considered secure. Bullet proof glass is an example of overdoing it. Security cameras as well as security personnel should be incorporated into the school environment in ways that are not threatening or offensive, but leave the school environment with a sense of freedom and relaxed openness.

15 Campus Integration Plan 13 July, 2016 All buildings should have alarm system for security access in corridors, entries, and academic zones of the school. This way the police can follow the alarm sequence on a computer floor plan from the central office. The buildings should be designed to keep in mind current and acceptable methods of providing security to students and staff from within the school as well as from the outside taking into consideration the various forms of security problems schools are facing at this point in time. The building should be designed to follow Crime Prevention through Environmental Design principles. These include: Natural Surveillance. The design concept is directed primarily at keeping intruders easily observable. This concept is promoted by features that maximize visibility of people, parking areas and building entrances: doors and windows overlooking streets and parking areas; pedestrian-friendly walkways; front porches; and adequate nighttime lighting. Territorial Reinforcement. Physical design can create or extend a sphere of influence. Users then develop a sense of territorial control while potential offenders, perceiving this control, are discouraged. Territorial reinforcement is promoted by features that define property lines and distinguish private spaces from public spaces using landscape plantings, pavement designs, gateway treatments, and CPTED fences. Natural Access Control. This design concept is directed primarily at decreasing crime opportunity by denying access to crime targets and creating a perception of risk to offenders. Control gained by designing streets, sidewalks, building entrances and neighborhood gateways to clearly indicate public routes and discourage access to private areas with structural elements. Targeting Hardening. This concept is accomplished by features that prohibit entry or access: window locks, dead bolts for doors, and interior hinges. Utilizing this technique should be relegated to only where absolutely necessary. Signage. Wayfinding will be a priority issue for the campus. Current configuration, location of elements, and lack of signage could be a problem for visitors and new students, causing unnecessary confusion. Create a clear and easily decipherable set of visual cues including clustering similar functions, clear and easy to find pathways, and visible signage (even super graphics) from street and on campus. thinksmart planning, inc

The current MJHS campus has a wealth of mature plantings that should be preserved in the renovation of the campus. Large trees in the courtyard areas are notable. Fields and play areas are turfed and should be preserved. Other landscape improvements should add to the beauty of the campus. Buses, Parking and Traffic Separation. Specific design points that should be considered include (as stated above, under Building Systems); it should be noted here that the current bus loop seems to be sufficient if used at different drop times for both schools: Bus loading and unloading zone is separate from other parking or other traffic flow patterns, including pedestrian. People should not be walking around the buses. The loading zone is designed without requiring individuals to cross over in front of buses. Buses are on a tight time schedule. Buses require a separate entrance/exit from other traffic. Also note that buses are operating when delivery trucks are operating, so ideally they should not share the same entrance. Buses should not be adjacent to staff parking or other parking where individuals are trying to beat the buses out. Buses have large blind spots and can backup on students. A fence barrier with walk through ports is currently used to restrain students from walking out in front of the buses until the buses have stopped and shut down their engines. An opening in the fence is provided for students to access buses. A single bus drop off line is provided, with boarding on the right side of the bus. Double lines create a hazard with students walking in front of the buses. If a single line cannot be created, the school may use angled (drive through) parking, where the bus can then proceed forward. Buses should never have to back up. Avoid any double parked bus arrangement. The bus loading zone must be clearly marked, with signs (in white or yellow), curb painted in yellow. It should be obvious that the bus lane is not for car pool. Bus loading zones should not intrude on fire lanes. When buses are in the fire lane, the driver cannot leave the buses. The bus loading zone should be capable of accommodating growth. The buses need a separate exit from the car pool, student and visitor. A single line should be 12 feet wide, with 40 feet of length for each bus (buses are feet long). If a bus breaks down, the single file arrangement must have pullout lanes to allow buses to bypass a bus with mechanical problems. There should be pull-off at the end for buses with problems that need to be addressed before they get on the road. Bus turning radii are 42 ft outside radius and 24 ft inside radius.

Transportation supports the special education students, with a separate drop off and bus service. Special needs transportation for students who are disabled, in wheelchairs, or vision impaired, need to have their bus transportation close to the building for ease of getting to the loading zone and on the buses. Provide a dedicated spot for special needs buses. This should be accessible from the special needs/special education. Special needs busing will need sloped curb cuts. Playfields. This plan provides for four science lab rooms and one class room be used at GCA and three science lab rooms and two classrooms be used for MJHS. Each teacher will spend a portion of their week in classroom activities and a portion in lab activities, rotating rooms with other teachers on their non-lab days. 44 Mequite Junior High School/Gilbert Classical Academy, Gilbert Public Schools 42 July 2016 Parking, Site and Drive Reconfigurations The existing campus contains many amenities and is of ample size to support both schools with the following improvements: A new front door and entry should be provided for GCA by creating an entry drive off of Palo Verde to the north of the campus. The current bus and visitor entry for MJHS will remain the same. If buses are scheduled at different times for each school, this should be sufficient for both schools. The parking area to the west of building 300 may be used for GCA parent drop off, or some other configuration that allows GCA parents to drop students to the north, while MJHS students will continue to be dropped on Mesquite, to the south. Staff for both schools may park in the west lot, the east lot, to the north or in the south lot. GCA high school students will have limited spaces on campus, but these will most likely need to be awarded through a lottery. On street parking exists throughout the neighborhood. The south parking area may be remodeled to add parking.
