1 Minutes of the 2 nd Sector Learning Group Meeting of the Aluminium Sector 16 th December, 2016, Hirakud, Odisha The Knowledge Exchange Platform (KEP) initiative has created Sector Learning Group (SLG) for each of the sectors covered under the Perform Achieve and Trade (PAT) scheme. The SLG members comprise of technical experts and opinion leaders of each sector and help in expanding relationship and networks within the sector, identifying best practices and developing strategies to promote peer to peer learning, outreach and exchange of best practices in line with the agenda and mandate of KEP initiatives. The Second meeting of Aluminium Sector SLG was held on 16 th December 2016 at Hirakud, Odisha and was hosted by Hindalco Industries Limited. The list of the members of Aluminium SLG is provided at Annexure-1. The members of Aluminium sector SLG and invitees who participated in the SLG meeting is provided at Annexure-2 and the detailed agenda of the meeting is at Annexure 3. The SLG discussion started with opening remarks of the Chairman, Shri R. K. Gupta, Sr. President & Head-Sambalpur Cluster, Hindalco Industries Limited. In his opening remarks, he mentioned that the initiative taken by the Aluminium industries in the PAT 1 st Cycle has helped in reducing the energy intensity of the sector and active participation in such knowledge sharing workshops/meetings organized by KEP further help in adopting energy efficient measures and technologies. He suggested that the drive of sharing knowledge through KEP should be continuous and SLG meetings should take place twice a year so that quick actions can be taken. SLG members and invitees at the 2nd Aluminium SLG Meeting on 16 th December 2016
2 Shri K. K. Chakarvarti, Expert Consultant, Bureau of Energy Efficiency, in his opening address, explained the guiding strategy behind KEP and mentioned that a number of actions such as sector level workshops, national exhibition, industry exchange visits, newsletter, website etc. have been initiated through the KEP platform that will help prioritize their efforts in the move towards excellence in the area of energy management. He also provided a brief overview on the key decisions taken in the last SLG meeting and the progress/action taken on the same. The presentation providing a detailed overview on the same is at (Annexure-4). The key discussion points and decision taken by the SLG members under each agenda item is as follows: Agenda no. 1: Present status of EE technology deployment in the Aluminium industry 1. Some of the possible areas of technology advancement mentioned by the members were in the area of utilizing waste heat. Although waste heat generated in Aluminium plants is in abundant, current thermal integration in primary aluminium facilities remains untapped. This is due to both the low quality of waste heat available and the shortage of potential uses within the identified waste heat sources. Dr. Anupam Agnihotri, Director, JNARDDC mentioned that a lot of research has been done in this area and he will connect the SLG members to some renowned experts who can further provide more information on this. [Action to be taken: JNARDDC] Agenda no. 2: Innovative and energy efficient Technologies available in India and abroad 1. s mentioned that the smelters in India consume about kwh per kg of molten aluminium while globally the efficient smelters consume about 13 kwh of electricity to produce one kg of aluminium. Dr. Anupam Agnihotri, Director, JNARDDC informed that NALCO has undertaken various retrofitting projects like changing the heat balance and design for 2-3 pots, which led to reduction in the electricity consumption from 13.7 kwh to 12.4 kwh. The members suggested that a half day workshop may be organized at NALCO by JNARDDC, where the officials from NALCO and experts can explain the strategies and best practices adopted by them to reduce the energy consumption in smelters. [Action to be taken: JNARDDC] Agenda no. 3 Technology Gap Assessment in the Indian Aluminium sector in order to bridge the gap so as to achieve the targets set under 2nd cycle of PAT 1. With the technology advancements, upcoming smelters are operating at higher amperage with higher energy efficiency. Most of the smelters in India were operating with old technology in PAT Cycle 1. As the new targets have been notified under the 2 nd PAT Cycle, there is a huge scope of improvement and optimisation for the Aluminium industries to reduce energy consumption by adopting newer technologies in this area. [Action to be taken: Aluminium industries]
3 Agenda no. 4: Future Strategies to be adopted by KEP to promote energy efficiency in Aluminium Sector 1. A visit comprising of the officials from NALCO, BALCO, Vedanta & Hindalco may be organized to Tata Power, Mumbai and Dahanu Thermal Power Station ( Maharashtra), that can help to learn the key features of the initiatives that has helped in generating power at optimum heat rate (kcal/kwh) and identify new emerging directions in energy efficiency that might benefit and initiate a cross-discussion to promote adoption. 2. s suggested that the energy efficiency improvement activities carried out by members of small groups activities (SGA) in each aluminium industry can be compiled and send to KEP, which can be published on KEP website as a separate database for the Aluminium sector. A duly-filled in KAIZEN sheet can also be included under the same database on the website, which can be helpful to promote the practice of continuous improvement. 3. It was proposed that the SLG members will send the list of issues pertaining to policy discussions to KEP by 15th January 2017, which can be further consolidated and discussed with BEE. [Action to be taken: KEP and SLG] Agenda no. 5: To advise on Sector themes and cross sectoral themes and areas where the sectoral knowledge can be of use to other sectors 1. s suggested that the sub-sectors/ cross-sectoral themes may be considered, where knowledge exchange could be useful like utilization of waste heat (WHR), casting & rolling technologies, rejection and reduction techniques. 2. It was proposed that for the next workshop suggestions on the sectoral theme may be taken before drafting the concept and agenda. Agenda no. 6: To help expand the network of experts within sector [Action to be taken: KEP] 1. As decided in the previous SLG meeting, the sub-core committees, as constituted, will help to promote this agenda. [Action to be taken: Sub-core committees] Agenda no. 7: Advise on various revenue models to make KEP a self-supporting initiative beyond the initial incubation period 1. s suggested that adopting a revenue generation model through corporate memberships is the way forward for assisting the activities under KEP beyond the initial support. [Action to be taken: BEE and KEP]
4 Agenda no. 8: As KEP is completing its Second year any suggestion on strategies to make KEP more effective and responsive to Industry needs 1. s suggested that KEP may invite officials from Ministry of Environment and Forests (MoEF) to such meetings/best practice workshops in order to facilitate policy discussions for SPL dross. [Action to be taken: KEP] The discussion on the agenda points was followed by concluding remarks by the Chairman, Shri R. K. Gupta. He mentioned that there are a lot of benefits that can be gained from a platform like KEP, which provides peer to peer exchange on cost-effective, energy-efficient technologies, processes, and practices among different types of stakeholders including industries, associated experts and regulatory authorities. The SLG s and invitees thanked and appreciated the support provided by Hindalco Industries Limited in hosting the SLG Meeting for the Aluminium sector. In the end, Shri K. K. Chakarvarti on behalf of BEE and IIP, thanked the Chairman and SLG s for sharing their inputs and urged the industry for their continuous support and participation in the activities organized under KEP. *****
