3 Executive Summary The State Energy Management Plan (SEMP) was developed by the Department of Management Services (DMS) to provide a comprehensive system to manage and reduce non-renewable energy consumption and costs in state-owned and metered state-leased facilities. The SEMP applies to each executive branch department or agency of the State of Florida. The State Energy Management Plan applies to all state-owned and private-lease facilities where the agency is contractually obligated to pay for utility consumption based on the utility provider s monthly statement or the facility s sub-meter. The purpose of this report is to summarize energy data submissions provided by each agency for Fiscal Year (FY ), which was the third year for which SEMP data was collected. For FY , 2 agencies reported energy data for a total of 48.7 million gross square feet of space. The total energy consumption reported for this period translates to a total annual cost of $117.1 million. This report contains facility-specific energy consumption and cost data, including performance metrics and benchmark comparisons, for each state agency. In addition, based on the benchmarking comparisons, DMS has identified within this report specific facilities to investigate for potential energy system upgrades or related operational improvements. For the third year, the state has acquired facility-specific energy consumption and cost data that can, and should, be used to prioritize energy conservation efforts and capital improvements. This report will assist DMS and other stakeholders in the process of evaluating the energy conservation programs of each agency. Overview This report summarizes the State Energy Management Plan submissions provided by each agency for FY The metrics provided are the total agency-reported gross square footage (GSF), annual energy consumption (AEC), energy performance index (EPI), annual utility cost (AUC), and cost utilization index (CUI). The State of Florida is comprised of 2 state agencies that own facilities, encompassing approximately 48.7 million gross square feet of space. The combined annual energy consumption is approximately 3.6 billion kbtu (thousand British thermal units), at a combined annual cost of approximately $117.1 million. Table 1 provides a summary of the state s energy performance metrics for each year of SEMP submissions. 7 Performance Indices & Benchmarking This report compares each agency s energy performance to the United States Department of Energy s Commercial Building Energy Consumption Survey (CBECS) for 23, which is the latest CBECS data available and serves as the foundation of the federal Energy Star Program. The 212 CBECS data is currently being processed by the United States Energy Information Administration. The performance metrics utilized in this analysis are the Energy Performance Index (EPI) and the Cost Utilization Index (CUI). The EPI, measured in kbtu per square foot per year (kbtu/sf/yr), is the ratio of total energy consumed to the total square footage over the course of one full year. The CUI, measured in dollars per square foot per year ($/sf/yr), is the ratio of total energy cost to the total square footage over the course of one full year. For comparison of individual agency properties to national benchmarks, Table 3 provides EPIs and CUIs based on region, square footage, and principal facility activity (occupancy type). Due to the facility-specific energy data collected in the SEMP, the state will be able to benchmark individual facilities to national statistics such as those provided in Table 2. Figure 9 illustrates the EPI for each of the agencies, compared to the state s overall EPI, as well as the CBECS South Atlantic EPI of 86.8, and the CBECS Healthcare EPI of The state s overall CUI is $2.41 ($/sf/yr). Figure 1 illustrates the CUI for each of the 2 agencies, compared to the state s overall CUI, as well as the CBECS South Atlantic CUI of $1.43, and the CBECS Healthcare EPI of $2.8. It should be noted the increases in EPI and/or CUI for Department of Citrus (Citrus) and Department of Environmental Protection (DEP) can be attributed to changes in SEMP reporting requirements, resulting in increased gross square footage for both agencies. 6 P age

Although the EPI of 86.8 and CUI of $1.43 may be considered a reasonable benchmark for office space and other space types of similar occupancies, it would not be an appropriate benchmark for hospitals and correctional facilities due to occupancy levels, complexity, operating schedules, and other characteristics. The EPI of and CUI of $2.8 would be a more reasonable benchmark for these facility types. 7 P age

32 Conclusions In conclusion, the State of Florida is making positive strides each year reducing utility consumption and costs within its properties. The state as a whole and the majority of agencies are moving in a positive direction and showing downward trends in most, if not all, of the critical metrics (consumption, costs, EPI and CUI). Recommendations Agencies should continue to monitor their energy consumption and use this data as a guide for continual improvement in energy management. In addition to previously available methods for reducing energy consumption and costs, agencies now have at their disposal a new shared savings contracting process which will allow reductions to be gained on a shared cost basis with the contractor. This process will allow for energy savings without a capital outlay or third party financing. DMS will be holding a workshop for agencies and contractors to learn about the process, which will benefit the state in multiple ways, including: Project costs are paid out of savings generated from energy efficiency upgrades Contractor assumes risk for project funding Contractor is incentivized to maximize savings State and agencies not required to negotiate 3 rd party financing The Department of Management Services has prepared an Energy Strategy Flowchart to assist with preliminary identification of such opportunities, with supporting documentation (Request for Qualifications, Model Shared Savings Proposal Agreement, and Model Shared Savings Contract) to assist with implementation. 31 P age
