1 SUPREME HEADQUARTERS ALLIED POWERS EUROPE TALEO Job Number: Vacancy Number: A2017 Post Number: OSC YCX 0040 Job Title: Principal Analyst (Strategic Information Sharing) NATO Grade: A-4 Basic Monthly Salary (12 x per year): , tax free Closing Date: Sunday 7 January 2018 SHAPE is looking for a Principal Analyst (Strategic Information Sharing) to act as the focal point for collaboration and facilitation of continuous Cyber Situational Awareness information exchange among a wide range of stakeholders. If you are a self-starter with recent cyber defence experience in supporting operations of a large international, governmental or military organization and enjoy working in a multi-tasking, changing environment requiring flexibility to work outside normal working hours, this post is for you. GENERAL BACKGROUND: SHAPE, the Supreme Headquarters Allied Powers Europe, is the Strategic Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO). POST DESCRIPTION: Location: Casteau/Mons, 60 Km south of Brussels (Belgium) Directorate: Communication Information Systems & Cyber Defence (CIS & CD) Division: Cyber POST CONTEXT The CIS & CD Directorate is responsible for directing, monitoring and coordinating all CIS and CD functional area activities and staff functions across ACO, with the emphasis on direction and guidance to the NATO CIS Group, requirements setting and contribution to the capability management process for NATO's C2/C3 and IA capabilities throughout their lifecycle. The Cyber Division is responsible for providing cyber situational awareness, cyber support to Operations and Exercises and ACOs input to Cyber policy, capability development and delivery. The Cyber Situational Awareness Branch provides SACEUR and ACO Commanders with sufficient and timely cyber Situational Awareness, including early warning of viable and realistic cyber threats in order to inform operational decision making and planning. The post 1
2 is responsible for routinely collaborating with SHAPE staff, NATO HQ and specifically with Alliance nations, strategic industry partners, national cyber incident response teams and academia to advocate for and facilitate continuous Cyber SA information exchange. REPORTS TO: Section /Branch Head, Post Number OSC YCX 0010, Grade OF-5 PRINCIPAL DUTIES The incumbent s duties are: a) Serves as a Staff Officer within Task Force (TF) Cyber. b) Contributes to the daily and weekly TF Cyber Reports. c) Is responsible for of all aspects of Cyber Situational Awareness (SA) Information Sharing. d) Leads the processes and procedures of information sharing to better support Alliance Cyber SA information sharing. e) Provides strategic direction and general guidance with regard to specific SA&W Information Sharing tasks, long-term projects, and overall responsibilities of the Cyber SA &W Analysts. f) Contributes to Cyber SA & W Information Sharing and Decision Support capabilities developments by advancing the exploitation of Cyber SA & Decision Support system. g) Maintains a deep understanding of the Alliance and emerging Cyber Threats, identifies implications for the wider operational environment and communicate the potential impact contributing to the Strategic Cyber Threat and Risk Assessment. h) Develops long-term strategic multi-level relationships with leading partners within the alliance and alliance nations including those in the executive level. i) Builds and maintains relationships with strategic industry and academic partners to ensure open lines of communication and cooperation to advance NATO cyber SA. j) Champions the integration, sharing and access to Cyber Defence information, including cyber threat intelligence/information, with industry and academia partners. k) Advises on NATO cyber SA information sharing and Decision Support initiatives. l) Represents ACO s interests in identifying, collecting, and disseminating new cyber SA&W Information Sharing and Decision Support requirements across the Alliance. m) Facilitates interaction and cooperation between NATO CD entities on all matters related to Cyber SA information sharing. n) Collects and maintain a contact list of all Cyber SA partners (government, industry and academia). o) Is a subject matter expert on Strategic Cyber SA information sharing and Decision Support. SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 30 days. 3 May be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract. May be required to undertake operational assignment/secondment within Comprehensive Crisis Management Operation Centre (CCMOC) (may require shift work for the duration of the assignment). May be required to formally represent ACOS CYBER at NATO meetings. May be required to formally represent ACOS CYBER at Bi-SC and ACO meetings. May be required to make presentations of the SHAPE position on Cyber related subjects/issues on behalf ACOS CYBER at NATO, Bi-SC and ACO meetings. May be required to make general SHAPE and Cyber related presentations, and provide Cyber training as part of SHAPE contribution to NATO Cyber Training, on behalf ACOS CYBER or as requested. May be required to participate in the activities of a Mission Network Secretariat a Mission Network where NATO is the Federator and/or Integrator. May be required to participate in the activities of the SCs Programme Management Office (PMO) for common funded programmes. ESSENTIAL QUALIFICATIONS A. Professional/Experience 1) Minimum of 6 years experience combined within the Information Assurance and/or Cyber Defence and/or Electronic Warfare. 2) Minimum of 2 years in Computer Incident Response centres within a large international, governmental or military organisation. 3) Minimum of 3 years in planning, controlling and contributing Cyber aspects within Exercises within a large international, governmental or military organisation. 4) Specific and recent experience in cyber defence and related policy making but this must be combined or complimented by a broad military operational experience. 5) Recent knowledge and experience of cyber and cyber defence capabilities in relation to support of the operations of a large international, governmental or military organization. 6) Experience and ability to develop extensive networks of cyber stakeholders. 7) Minimum of 4 years in a military environment, with operational experience including experience in Operational Centres (C2 centres or HQs) of higher formations. 8) Minimum of 3 years in experience involved in the intelligence analysis or fusion preferably within in Operational Centres of higher formations. B. Education/Training University Degree and 6 years post related experience, or a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 8 years post related experience. C. Language English - SLP (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. 3
4 DESIRABLE QUALIFICATIONS A. B. Education/Training 1) Advanced university degree or post graduate diploma (Management of Information Systems, Information Technologies, Telecommunications, Computer Science, Electrical Engineering, Electronics or related disciplines). 2) Project Management: PRINCE II or Project Management Professional (PMP) or internationally recognized equivalent. 3) Service Management: ITIL version 3 or internationally recognized equivalent. 4) IT Governance: COBIT5 or internationally recognized equivalent. 5) CIS Security: CISSP or CISM or internationally recognized equivalent. 6) ISO/IEC LA, training. ATTRIBUTES/COMPETENCIES The incumbent of the post should be: - Self-starter, analytical and strategic thinker, able to explain complex technical matters with clarity and accuracy. - Team builder and leadership provider. - Conceptual thinker who must adapt/ react to the realities of the rapidly changing nature of the cyber domain. - Visionary who can see the various intricacies and interdependencies of several impacts on Cyber Situational Awareness (SA) simultaneously as well as their impact on the mission. - Able to convey very technical and complex problems and solutions to a nontechnical audience and relate them with the Operational Objectives. This post requires to collaborate extensively with subject matter experts across the SHAPE staff, ACO-subordinate commands, HQ NATO, and other partners (i.e. international, governmental organisations, centres of excellence, national Cyber Incident Response Centres, and academia) to obtain and exchange necessary information/ analysis to support ACO's Cyber SA&W information sharing knowledge requirements. As a minimum, he will have weekly dealings with the Emerging 4
5 Security Challenges Division and the NCIA Chief Cyber Security Service Line, both A-5 positions. As the SME in Cyber SA information sharing and the working level contact with representatives of NATO Nation or partners. This post has a key role to contribute to the establishment and maintenance of a cyber SA&W information capability within ACO and Alliance Operations and Missions (AOM) This is not only in line with Item 9 of the CDAP but also within SACEURs Direction and Guidance for Cyber Defence. He/she will lead the formulation and implementation of information sharing strategy to better support Alliance Cyber SA information sharing. He/she will oversee all SA&W information sharing activities across the NATO military command structure and will assess effectiveness of cyber SA and contributes to the decision in support on Alliance Operations and Missions. Managerial Responsibilities There are no direct reporting responsibilities for staff. The incumbent of the post will be required to routinely supervise specialist Analysts (Contracted Services). Work Environment The work is normally performed in a typical Office environment. Up to 60 days normal TDY per year may be required. Normal Working Conditions apply. The risk of injury is categorized as: No risk / risk might increase when deployed. REMARKS Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract. The employment contract of the successful candidate is expected to start as soon as possible.
